Nghe An is expected to have 1 district-level administrative unit and 89 commune-level administrative units subject to restructuring in the 2023-2025 period, and is expected to have 98 commune-level administrative units subject to restructuring in the 2026-2030 period.
The planning of Nghe An province for the period 2021 - 2030, with a vision to 2050, has just been approved by the Prime Minister , clearly showing the planning scheme for inter-district and district regions, including the direction to reorganize administrative units at district and commune levels in Nghe An.

In the period of 2023 - 2025, the arrangement will be carried out for district and commune-level administrative units that simultaneously meet both standards of natural area and population size below 70% of the regulations; district-level administrative units simultaneously meet standards of natural area below 20% and population size below 200% of the regulations; commune-level administrative units simultaneously meet standards of natural area below 20% and population size below 300% of the regulations.
According to the above criteria, in the above phase, Nghe An will arrange 1 district-level administrative unit by merging Cua Lo town into Vinh city and plans to arrange 89 commune-level administrative units. Specifically:
Vinh city includes 4 wards: Quang Trung, Doi Cung, Le Mao, Hong Son and 2 communes: Nghi Duc, Hung Chinh.
Do Luong district is expected to have 10 commune-level administrative units subject to rearrangement, including the communes of Ngoc Son, Boi Son, Bac Son, Dang Son, Luu Son, Da Son, Yen Son, Van Son, Lac Son and Do Luong town.
Ky Son district has Muong Xen town which is expected to be rearranged.
Con Cuong district has Con Cuong town which is expected to be rearranged.
Tan Ky district has the communes of Nghia Hop and Tan Long expected to be subject to rearrangement.
Nghia Dan district has 3 communes: Nghia Phu, Nghia Thinh, Nghia Hieu expected to be arranged.
Quynh Luu district has 14 commune-level administrative units subject to rearrangement, including: Quynh Hoa, Quynh My, Quynh Hau, Quynh Doi, Quynh Luong, Quynh Hong, Quynh Ba, Quynh Minh, Quynh Hung, Quynh Ngoc, Tien Thuy, Son Hai, Quynh Tho, Quynh Long.
Thanh Chuong district is expected to have 13 commune-level administrative units subject to rearrangement: Thanh Hoa, Thanh Tien, Thanh Linh, Thanh Chi, Thanh Khe, Thanh Long, Xuan Tuong, Thanh Duong, Thanh Luong, Thanh Giang, Thanh Dong, Thanh Yen, Thanh Khai.
Dien Chau district has 17 planned commune-level administrative units: Dien Hung, Dien My, Dien Hong, Dien Phong, Dien Hai, Dien Thap, Dien Van, Dien Xuan, Dien Dong, Dien Bich, Dien Hanh, Dien Ngoc, Dien Quang, Dien Hoa, Dien Phuc, Dien Tan and Dien Chau town.
Hung Nguyen district has 6 communes planned for rearrangement: Hung My, Hung Thinh, Hung Thong, Hung Tan, Hung Loi, Hung Phuc.
Nam Dan district has 2 communes planned for rearrangement: Nam Nghia and Hong Long.
Yen Thanh district has 8 communes planned for rearrangement: Hau Thanh, Ly Thanh, Dai Thanh, Hoa Thanh, Khanh Thanh, Hong Thanh, Hop Thanh and Yen Thanh town.
Nghi Loc district has 3 communes planned for rearrangement: Nghi Hoa, Nghi Tien, Nghi Thinh.
Anh Son district has 3 communes expected to be reorganized: Tam Son, Thanh Son and Anh Son town.
According to the Provincial Planning, in the period of 2026 - 2030, the remaining district and commune-level administrative units will be arranged to have both standards of natural area and population size below 100% of the regulations; district-level administrative units will simultaneously have standards of natural area below 30% and population size below 200% of the regulations; commune-level administrative units will simultaneously have standards of natural area below 30% and population size below 300% of the regulations.
Based on the above criteria, in the period of 2026 - 2030, Nghe An has 98 commune-level administrative units expected to be reorganized; of which, Vinh city has 6 units; Thai Hoa town has 2 units; Do Luong district has 16 units; Tan Ky district has 4 units; Hoang Mai town has 1 unit; Nghia Dan district has 4 units; Quynh Luu district has 9 units; Thanh Chuong district has 3 units; Dien Chau district has 14 units; Hung Nguyen district has 2 units; Cua Lo town (Vinh city expansion) has 1 unit; Nam Dan district has 6 units; Yen Thanh district has 10 units; Nghi Loc district has 15 units; Anh Son district has 5 units.
In addition to Cua Lo town, which will certainly merge its entire administrative boundaries and population into Vinh city, expected to be implemented in 2024, the list of 89 commune-level administrative units in the 2023-2025 period and 98 commune-level units in the 2026-2030 period is only expected based on natural area and population compared to prescribed standards.
The specific number of implementation of the arrangement may be less. Nghe An has established a Steering Committee to develop a Project on the arrangement of administrative units at district and commune levels for the period 2023 - 2025, headed by comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee as Deputy Head; comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee as Permanent Deputy Head; and comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee as Deputy Head; and 36 members are comrades who are members of the Provincial Party Committee Standing Committee, Heads of the Provincial Party Committee's Committees, Standing members of the Provincial People's Council, Provincial People's Committee, leaders of a number of departments, branches and socio-political organizations at the provincial level;... The Steering Committee is leading, directing, urging, inspecting, and supervising agencies, units, and localities in the province to implement the task of developing a Project to rearrange district- and commune-level administrative units in Nghe An province for the period 2023-2025 to submit to competent authorities for approval according to regulations. After the Project is completed and approved by the province, it will be submitted to the Ministry of Home Affairs for appraisal before submitting to the Government, then submitted to the National Assembly Standing Committee for consideration and decision. At that time, the number of commune-level administrative units to be rearranged in Nghe An will be officially finalized, expected in 2024. |
