The identities of 54 defendants proposed for prosecution in the "rescue flights" case

On April 4, the Security Investigation Agency (SIA) - Ministry of Public Security announced that it had completed the investigation conclusion of the case of "Giving bribes, receiving bribes, brokering bribes; taking advantage of positions and powers while performing official duties..." occurring at the Ministry of Foreign Affairs, Hanoi and other provinces and cities.

Based on the collected documents, the Ministry of Public Security's Investigation Security Agency has transferred the case file to the Supreme People's Procuracy , proposing to prosecute 54 defendants on 5 charges including: Bribery, bribery brokerage, bribery acceptance, fraud to appropriate property and abuse of position and power while performing official duties.

Regarding the above case, the Investigation Security Agency has issued a decision to separate criminal case No. 09/QD-ANĐT-P5, separating the act of "bribery brokerage" of 1 defendant to continue investigating and handling at the next stage.

Of these, 21 were proposed to be prosecuted for the crime of "Receiving bribes", including: Nguyen Quang Linh, born in 1974, Assistant to the Permanent Deputy Prime Minister of the Government; Nguyen Thanh Hai (born in 1971), Head of the Department of International Relations of the Government Office ); Nguyen Tien Than (born in 1980); Nguyen Mai Anh (born in 1976), both Specialists of the Department of International Relations of the Government Office ;

To Anh Dung (born in 1964), Deputy Minister of Foreign Affairs; Nguyen Thi Huong Lan (born in 1974), Director of the Consular Department, Ministry of Foreign Affairs; Do Hoang Tung (born in 1980), Deputy Director of the Consular Department; Le Tuan Anh (born in 1982), Chief of Office of the Consular Department; Luu Tuan Dung (born in 1987), Deputy Head of the Citizen Protection Department, Consular Department; Vu Hong Nam (born in 1963); Nguyen Hong Ha (born in 1964), and former officials of the Ministry of Foreign Affairs;

Ly Tien Hung (born in 1969), expert of the Department of Science, Technology and Environment, Ministry of Education and Training; Vu Ngoc Minh (born in 1961), former official of the Ministry of Foreign Affairs; Pham Trung Kien (born in 1981), expert of the Department of Medical Equipment and Construction, Ministry of Health;

Ngo Quang Tuan (born in 1984), specialist of the Department of International Cooperation, Ministry of Transport; Vu Hong Quang (born in 1977), Deputy Head of the Department of Air Transport, Civil Aviation Authority of Vietnam, Ministry of Transport; Tran Van Du (born in 1961); Vu Anh Tuan (born in 1979); Vu Sy Cuong (born in 1986), and former officers of the Department of Immigration Management, Ministry of Public Security;

Chu Xuan Dung (born 1973), Vice Chairman of Hanoi People's Committee and Tran Van Tan (born 1979), Vice Chairman of Quang Nam Provincial People's Committee.

Four defendants were proposed to be prosecuted for the act of "Abusing position and power while performing official duties" including: Tran Viet Thai (born 1974); Nguyen Le Ngoc Anh (born 1988); Nguyen Hoang Linh (born 1986); Dang Minh Phuong (born 1985), and former embassy staff.

23 defendants were proposed to be prosecuted for the act of "Giving bribes" including: Le Van Nghia (born in 1960), Director of Nhat Minh Tourism and Catering Services Joint Stock Company; Nguyen Thi Thanh Hang (born in 1972), General Director of Blue Sky Trading and Tourism Company Limited and General Director of Travel Sky Joint Stock Company; Le Hong Son (born in 1975), Deputy General Director of Blue Sky Trading, Service and Tourism Company Limited (Blue Sky);

Vo Thi Hong (born in 1986), Director of Minh Ngoc Air Ticket Office Trading and Service Company Limited; Hoang Thi Dieu Mo (born in 1980), General Director of An Binh Aviation Trading, Tourism and Service Company Limited; Nguyen Tien Manh (born in 1970), Executive Director and Vu Thuy Duong (born in 1987), General Director of Lu Hanh Viet Tourism and Trade Joint Stock Company; Hoang Anh Kiem (born in 1978), residing in Thanh Tri ward, Hoang Mai district, Hanoi; Nguyen Thi Tuong Vy (born in 1980), Director of ATA Vietnam Consulting and Investment Company Limited);

Tran Thi Mai Xa (born in 1988), Director of Masterlife Education and Tourism Joint Stock Company; Nguyen Thi Hien (born in 1987), residing in Ngoc Lam ward, Long Bien district, Hanoi; Le Thi Ngoc Anh (born in 1984), specialist of the Guest House Department, Reception Department, Central Foreign Affairs Committee; Pham Bich Hang (born in 1969), Director of Vinamichi Company; Deputy Director of International Travel Company; Pham Ba Son (born in 1983), employee of Thai Hoa Construction Joint Stock Company;

Dao Minh Duong (born in 1971), Chairman of the Board of Directors of Vijasun Joint Stock Company; Nguyen Thi Dung Hanh (born in 1972), Director of G Vietnam 19 Company Limited; Phan Thi Mai (born in 1984), Director of Sao Ha Noi International Joint Stock Company; Vu Minh Thang (born in 1978), Director of Thuan An Investment and Trading Company Limited, and Chairman of the Board of Directors of Thuan An Event Travel Joint Stock Company - Ascend Travel & Media;

Nguyen The Dung (born in 1980), Director of Sang Trong Tourism and Trade Company Limited; Tran Hong Ha (born in 1972), Director of Sao Viet International Trade and Human Resources Supply Company Limited; Tran Tien (born in 1981), Director of Airport Trade and Tourism Company Limited; Tao Duc Hiep (born in 1971), Director of Vietnam Railway Trade Union Tourism and Services Company Limited and Dao Thi Chung Thuy (born in 1982), residing in Hanoi.

The four defendants proposed for prosecution for the crime of “Bribery Brokerage” include: Bui Huy Hoang (born in 1988), Specialist of the Department of Preventive Medicine, Ministry of Health; Pham Thi Kim Ngan (born in 1982), officer of the Administrative Department, Inspection Magazine, Government Inspectorate; Tran Quoc Tuan (born in 1973), Director of Vietnam Trade and Tourism Promotion Joint Stock Company and Nguyen Anh Tuan (born in 1962), former Deputy Director of Hanoi City Police.

One defendant proposed for prosecution for the act of "Fraudulent appropriation of property" is Hoang Van Hung (born 1980), former police officer.

Based on the collected documents, the Ministry of Public Security's Investigation Security Agency has proposed to prosecute the accused Tran Minh Tuan (born in 1978), Director of Thai Hoa Construction Joint Stock Company, for two acts of "Fraudulent appropriation of property" and "Bribery".

Defendant Tran Thi Ha Lien (born in 1979), residing in Phan Chu Trinh ward, Hoan Kiem district, Hanoi, was prosecuted for the act of “Bribery brokerage”. Because the defendant escaped, the Ministry of Public Security’s Investigation Security Agency has separated the act of “Bribery brokerage” to continue investigating and handling at a later stage.

This is an especially serious and complicated case, occurring in the context of the COVID-19 outbreak; receiving special attention from Party and State leaders and public opinion; involving many agencies, organizations and functional units both domestically and internationally.

The defendants took advantage of the COVID-19 pandemic for personal gain and profit, regardless of the provisions of the law, infringing upon the proper functioning of State agencies, causing serious damage to property, rights and legitimate interests of citizens; seriously affecting Vietnam's reputation in the international arena; and reducing people's trust....

While the Ministry of Public Security's Investigation Security Agency is investigating the "rescue flight" case, the two defendants, who are business owners, continued to collude and contact with competent authorities conducting proceedings to offer bribes to "run the case", only to be defrauded and have their property appropriated. This behavior of the defendants has affected the reputation of state agencies in general and the prosecution agency in particular, and at the same time caused property damage to individuals Nguyen Thi Thanh Hang and Le Hong Son, so they need to be prosecuted and strictly handled according to the provisions of the law.
