As the central and dynamic urban area of the province, in recent times, Hue City has made many efforts to improve the quality and promote the cultural values of Hue people. In particular, focusing on investing and promoting the effective use of the system of grassroots cultural and sports institutions; building and promulgating appropriate policies and guidelines on socialization to effectively mobilize legal resources from organizations and individuals to invest in building grassroots cultural and sports institutions. At the same time, regularly innovating and diversifying programs and types of activities at ward cultural centers, regional cultural houses and community activity houses of residential groups to attract people's participation.
Based on the provincial cultural institution planning towards 2030, Hue City has made many changes in the construction, preservation, conservation and effective promotion of cultural institutions. However, the detailed planning of ward cultural centers and regional cultural houses for better exploitation and use to meet the cultural needs of the people is an urgent issue. The project "Developing a network of cultural centers, cultural houses, and community activity houses in Hue City by 2030" contributes to meeting the cultural needs of the people.
According to the leader of the Hue City People's Committee, the project's goal is to complete the system of cultural centers, cultural houses, and community activity houses in the city. In which, the State invests in a number of key projects, while organizations and individuals participate in contributing to the construction and effective exploitation of cultural centers, cultural houses, and community activity houses. By 2030, the network of cultural centers, cultural houses, and community activity houses in the city will be developed synchronously, gradually overcoming the disparity in the level of enjoyment of culture, sports, and entertainment of people in areas in the city and meeting the criteria prescribed by the Ministry of Culture, Sports and Tourism .
Accordingly, by 2025, Hue City strives to have 60% of residential groups/villages with cultural houses and community activity houses invested in equipment and dedicated at least 30% of the year's time to organize recreational activities for children. For localities that do not have enough conditions to build a cultural house or community activity house in each residential group/village, they can build a cultural house or community activity house in each residential group/village (2-3 residential groups/villages). In addition, 70% of wards and communes with cultural centers will be invested in equipment and dedicated at least 30% of the year's time to organize recreational activities for children.
By 2030, 70% of residential groups/villages with cultural houses and community activity houses will be invested in equipment and spend at least 30% of their time each year organizing recreational activities for children. For localities that do not have enough conditions to build a cultural house or community activity house in each residential group/village, a cultural house or community activity house can be built in conjunction with residential groups/villages. In addition, 80% of wards and communes with cultural centers will be invested in equipment and spend at least 30% of their time each year organizing recreational activities for children; the network of cultural centers, cultural houses and community activity houses in the city will develop to meet 100% of the criteria prescribed by the Ministry of Culture, Sports and Tourism.
