This program has gradually transformed the socio- economic landscape, achieving the goals of poverty reduction and rural development in border communes. At the same time, it has created livelihoods for many poor households and ethnic minority households.
Ia Rvê is a border commune with 12 villages, 2052 households, and 6,731 inhabitants. Of these, 637 households, with 1,789 people, belong to ethnic minority groups (accounting for nearly 26.6% of the total population of the commune), mainly Thai, Tay, Nung, Dao, and Muong people.
Program 1719 in the commune has been implemented with the involvement of the entire political system and the support and participation of the people. The projects and policies of the program have covered many areas of social life, having an impact on promoting development in border areas and areas inhabited by ethnic minorities.

Specifically, regarding Project 1 (addressing the shortage of residential land, housing, production land, and clean water), in 2022, support was provided for the purchase of agricultural tools and machinery for the people with a total capital of 2.16 billion VND; in 2023, nearly 1.8 billion VND was provided.
Regarding support for decentralized water tanks, in 2022, support was provided to 151 households with a total budget of 453 million VND; in 2023, support was provided to 42 households with a budget of 126 million VND; in 2024, 50 water tanks were received from the District Ethnic Affairs Department for distribution to the people; in 2025, support will be provided to 7 households to build new houses, with a total capital of 560 million VND.
For Project 3 (developing agricultural and forestry production, leveraging the potential and strengths of different regions to produce goods along the value chain), support was provided to household groups in hamlets 12 and 13 with a total budget of 1 billion VND; in 2024, the total allocated budget is 3 billion VND, supporting beneficiary household groups in hamlets 1, 4, 11, and 13.
Regarding Project 4 (investment in essential infrastructure serving production and life in ethnic minority and mountainous areas), the Commune People's Committee carried out maintenance and repair of the roads from Hamlet 8 to Hamlet 10, the roads in Hamlet 4 and Hamlet 13, with a total capital of 800 million VND; maintenance and repair of the internal field road in Hamlet 9, with a budget of 900 million VND; and maintenance and repair of the road from National Highway 14C to Hamlet 11, with a capital of 600 million VND.
Specifically for Project 8 (implementing gender equality and addressing urgent issues for women and children), the budget for 2023 is 100 million VND; and for 2024 it is 196 million VND.

In 2025, the commune implemented support for 7 livelihood models of breeding cattle for 68 households, with a total amount of 2.7 billion VND; organized 2 short-term vocational training courses on high-yield rice cultivation for 43 rural laborers, with a total amount of 95.3 million VND; supported decentralized water supply for 150 households, with an amount of 450 million VND; supported laborers going to work abroad under contract and supported sustainable employment, with an estimated budget of 62 million VND; and improved nutrition for mothers and children, with a capital of 70 million VND.
According to Mr. Phuong Khanh Giang, Vice Chairman of the People's Committee of Ia Rve commune, the implementation of Program 1719 in the commune has achieved significant results, focusing not only on building rural infrastructure but also on livelihoods and developing agricultural production.
Through the program, the basic infrastructure in ethnic minority areas has received significant investment; the socio-economic situation has seen positive changes; and the material and spiritual lives of the people have continuously improved. Social security policies have been fully and promptly implemented, targeting the right beneficiaries; infrastructure has been upgraded, and the quality of healthcare and education has gradually improved... meeting the needs of socio-economic development, contributing to political stability and improving the material and spiritual lives of ethnic minorities in the locality. By 2025, the commune had reduced the multidimensional poverty rate by 3.03% (143% of the plan).

However, the implementation of ethnic policies in the commune still faces some difficulties due to its large geographical area, sparse population, uneven levels of education, and unfavorable weather conditions. In addition, the commune has a high percentage of poor households among ethnic minorities, and limited information technology equipment and knowledge, making it difficult to access methods of disseminating information and laws through social media and other media outlets.
In the coming period, Ia Rvê commune will focus on effectively implementing policies and programs for socio-economic development, improving the material and spiritual lives of the people, with particular attention to ethnic minorities; continuing to strengthen the team of ethnic affairs officials to ensure sufficient numbers and effective performance of assigned tasks; and improving and transforming the awareness of Party committee leaders, government officials, departments, mass organizations, and ethnic affairs officials to meet the requirements of the tasks in the new situation.
In addition, the locality focuses on directing, strengthening, and improving the effectiveness of mass mobilization work, promoting the role of influential figures in ethnic minority communities. At the same time, it strengthens state management and effectively coordinates among organizations within the political system related to ethnic affairs. For the Vietnam Fatherland Front at the commune level and other associations and organizations, it is necessary to innovate methods of mobilization and propaganda, gathering members to develop plans for disseminating information about national unity policies and support policies for ethnic minority areas.
