Since the two-level local government model came into operation, Ha Tien Ward Party Secretary Nguyen Luu Trung has played a good role in gathering and promoting comprehensive strength. Policies on urban beautification, tourism service development, historical relic preservation, etc. have been implemented synchronously. Many inner-city roads have been expanded, the urban landscape is spacious, the environment is clean and beautiful, creating a new look for the border tourist city.

In order to promptly remove difficulties in public investment, the Party Secretary of the ward surveyed many key projects such as: Nguyen Phuc Chu Street, the road to Ha Tien International Border Gate, Rach U Street, Mac Cuu - Phu Dung, Mac Cong Nuong routes... Comrade Nguyen Luu Trung directed the government to coordinate with construction units to remove obstacles, speed up progress, and ensure people's rights. Mr. Tran Hoang Duong, residing in Ward V - Binh San shared: "Leaders of specialized departments and offices of the ward, especially the Party Secretary of the ward, regularly dialogue and listen to people's opinions to promptly remove difficulties. Thanks to that, many civil works are deployed on time, serving people's lives".

In the work of Party building, Comrade Nguyen Luu Trung focused on training cadres and Party members, enhancing their sense of responsibility and serving the People. Security and order were maintained; patriotic emulation movements and building cultural life spread. Comrade Nguyen Luu Trung said: “To effectively operate the 2-level local government model, we must be more proactive, decisive and responsible. As Secretary of the Ward Party Committee, I am closely attached to the government, organizations and the People, putting the interests of the People first so that all decisions come to life”.

Listen to the people to act

Tien Hai island commune did not merge when implementing the 2-level local government model. In the new context, as Secretary of the Tien Hai commune Party Committee, comrade Mai Quoc Thang promptly disseminated resolutions and directives from higher levels, concretizing them into action programs suitable to the practical conditions of the island commune. Major decisions such as developing the marine economy associated with community tourism, exploiting and cultivating sustainable aquatic products, caring for social security, maintaining security at sea borders, etc. were all implemented synchronously and flexibly. Thanks to that, the appearance of Tien Hai commune has changed day by day, from schools, medical stations to electricity, water, and wharves have been gradually invested in, practically serving the people's lives.

Mr. Mac Phu Thanh, resident of Tien Hai commune, shared: “Since the implementation of the 2-hamlet local government model, policies and guidelines have reached the people faster. The commune leaders, especially the Party Secretary of the commune, regularly listen to the wishes of the people, thereby providing the right direction and guidance, helping us to feel secure in staying at sea and maintaining our fishing grounds.”

Along with economic development, the work of protecting sea and island sovereignty has been strengthened. The reality in Ha Tien and Tien Hai shows that, in implementing the two-level local government model, the Party Secretary plays the role of the "core" leader, deciding the unified direction and effective management of the grassroots. The closeness to the people, the courage and responsibility of the Secretaries enhance the effectiveness of the political system, helping policies and guidelines to quickly enter life; at the same time, strengthening the trust and consensus of the People in building a rich and civilized homeland.
