New milestone in the traditional friendship between Vietnam and the Russian Federation

At the meeting, Chairman of the State Duma Vyacheslav Viktorovich Volodin warmly welcomed Chairman of the National Assembly Tran Thanh Man on his first visit to the Russian Federation after being elected by the Vietnamese National Assembly to the position of Chairman of the National Assembly. Emphasizing that this is the first visit of a key leader of the Party and State of Vietnam to Russia after Russia successfully held the presidential election and completed the Government, the Chairman of the State Duma expressed his belief that with a rich, practical and effective program, the visit will be a great success, creating a new milestone in the traditional friendship between the Russian Federation and Vietnam.

In an atmosphere of friendship and trust, the two leaders informed each other about the situation of relations between their countries and discussed inter-parliamentary cooperation between the two countries. National Assembly Chairman Tran Thanh Man affirmed that the Party, State and people of Vietnam always attach importance to the friendship and loyalty; appreciate the valuable support and assistance that the people of the former Soviet Union and the Russian Federation today have given to Vietnam. The National Assembly Chairman affirmed that Vietnam especially values ​​cooperation with Russia on all channels, including the Party, State, National Assembly and people-to-people exchanges.

The National Assembly Chairman highly appreciated the cooperation achievements between the two countries after 30 years of signing the Treaty on the basic principles of friendship relations, 12 years of establishing the Comprehensive Strategic Partnership and moving towards the 75th anniversary of establishing diplomatic relations. The relationship between the two countries continues to be promoted through high-level delegation exchanges.

The two sides discussed and agreed on measures to promote and expand bilateral cooperation to match the traditional friendship and comprehensive strategic partnership between Vietnam and Russia; and jointly organize practical activities to celebrate the 75th anniversary of diplomatic relations in 2025. The two sides agreed to coordinate, supervise, urge, promote, and create legal conditions for the executive agencies of the two countries to coordinate and implement bilateral cooperation activities in various fields.

Regarding cooperation between localities of the two countries, National Assembly Chairman Tran Thanh Man said that there are currently 20 pairs of relations between localities of Vietnam and Russia established; he suggested that localities of the two countries continue to promote more regular and substantive exchanges.

Regarding the Vietnamese community in Russia, the National Assembly Chairman thanked the Russian National Assembly and Government for their attention to creating conditions and ensuring security for the Vietnamese community to live, work and study stably in Russia, integrate into the local community, and contribute to being a bridge of friendship and cooperation between the two nations. The National Assembly Chairman suggested that the two sides further promote labor cooperation and people-to-people exchange between the two countries; soon agree and sign agreements to attract Vietnamese workers to work in Russia and create more favorable conditions for travel and exchange between citizens of the two countries.

Regarding inter-parliamentary cooperation, the two leaders agreed that, in the bilateral cooperation channels, inter-parliamentary cooperation is a very important pillar, which is constantly being strengthened and developed well; the two sides regularly consult, coordinate, and actively support each other at regional and international multilateral parliamentary forums. The two sides agreed that, at present, the cooperation mechanism of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation is the first and highest cooperation mechanism of the National Assembly of Vietnam with a legislative body of another country. Along with the existing inter-parliamentary cooperation mechanism between the National Assembly of Vietnam and the State Duma of the Russian Federation, Chairman of the State Duma Volodin suggested that the two sides continue to study, expand and establish new cooperation mechanisms, contributing to strengthening and deepening the Russia-Vietnam Comprehensive Strategic Partnership.

National Assembly Chairman Tran Thanh Man suggested that the two sides continue to increase the exchange of high-level delegations of National Assembly leaders and cooperation activities between National Assembly agencies; exchange and share legislative experiences, update information on parliamentary activities of each country; coordinate to monitor and urge the implementation of cooperation agreements signed by the two governments; build and perfect a favorable legal corridor, supporting the governments, localities, businesses and people of the two countries.

* On the afternoon of September 9, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma, Federal Assembly of the Russian Federation Vyacheslav Viktorovich Volodin co-chaired the 3rd meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma, Federal Assembly of the Russian Federation.

In his opening speech, Chairman of the State Duma Volodin emphasized that this session aims to discuss solutions to develop relations between the two countries for the benefit of the people of each country. In the overall cooperative relationship between the two countries, cooperation between the two National Assemblies plays an extremely important role, which has been constantly consolidated and developed well. The two National Assemblies have created a legal framework to promote cooperation in various fields. The Chairman of the State Duma hopes that in the coming time, on the basis of the Comprehensive Strategic Partnership, the two countries will strengthen cooperation in new directions and topics, developing the relationship more dynamically.

Agreeing with the opinions of the Chairman of the State Duma, Chairman of the National Assembly Tran Thanh Man emphasized that this session is an opportunity for the two sides to discuss and assess the cooperation situation, identify difficulties and obstacles in implementing cooperation agreements between the two countries. On that basis, propose solutions to remove difficulties and obstacles, support and promote the effective and substantive implementation of cooperation documents, deepening the comprehensive strategic partnership between the two countries. At this third session, for the proposed topics, the Vietnamese National Assembly assigned members of the Vietnamese National Assembly High-level Delegation to prepare reports and speeches.

It is expected that the 4th Session of the Inter-Parliamentary Cooperation Committee will be held in Vietnam to resolve many issues, set out goals to strive to achieve, and contribute to further deepening the Comprehensive Strategic Partnership between the two countries.

At the end of the meeting, the two sides issued a joint statement on the Third Session of the Inter-Parliamentary Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma, Federal Assembly of the Russian Federation.

* On the afternoon of September 9, at the Federation Council Headquarters, Chairwoman of the Federation Council, Federal Assembly, Russian Federation Valentina Ivanovna Matviyenko chaired the official welcoming ceremony for National Assembly Chairwoman Tran Thanh Man leading a high-ranking delegation of the Vietnamese National Assembly on an official visit to the Russian Federation.

Immediately after the welcoming ceremony, National Assembly Chairman Tran Thanh Man and Chairman of the Federation Council, Federal Assembly of the Russian Federation held talks. The two sides agreed to promote and expand cooperation commensurate with the traditional friendship and comprehensive strategic partnership between Vietnam and Russia; promote the achievements based on trust and existing cooperation frameworks; coordinate to organize practical activities to celebrate the 75th anniversary of diplomatic relations in 2025. The two sides agreed to continue to increase the exchange of delegations at all levels to continuously consolidate and promote relations and practical and effective cooperation through the channels of the Party, National Assembly, Government and people-to-people exchanges.

National Assembly Chairman Tran Thanh Man stated that Vietnam is particularly interested in promoting cooperation with the Russian Federation in the following areas: Economy, trade, investment, including oil and gas-energy; defense-security; science, education, training; culture, sports, tourism, health and cooperation between localities of the two countries. These areas of cooperation continue to be strong pillars in the bilateral relationship in recent times and need to be further promoted and developed.

At the meeting, the two sides agreed that in the coming time, the two sides will continue to coordinate, monitor, urge, and create favorable conditions in terms of policies and laws for the executive agencies of the two countries to coordinate and implement signed cooperation agreements; further promote labor cooperation and people-to-people exchange between the two countries.

The two Presidents agreed to propose that the two sides continue to increase the exchange of high-level delegations of National Assembly leaders, promote cooperation activities between National Assembly agencies, Friendship Parliamentarians' Group, Young Parliamentarians' Group, Female Parliamentarians' Group, and National Assembly deputies of the two countries both in person and online; continue to coordinate in monitoring and urging the implementation of Cooperation Agreements signed by the two Governments and strategic cooperation projects; build and perfect a favorable legal corridor, support the Governments, localities, businesses and people of the two countries to increase exchanges and cooperation on the basis of mutual benefit.

After the talks, National Assembly Chairman Tran Thanh Man and Federation Council Chairman Matviyenko signed a cooperation agreement between the Vietnamese National Assembly and the Federation Council, the Federal Assembly of the Russian Federation; witnessed the signing ceremony of a cooperation agreement between Ba Ria-Vung Tau province and Rostov province; and visited the plenary meeting room of the Federation Council of the Russian Federation.
