Innovation in propaganda and mobilization forms
Propaganda and dissemination of knowledge to improve population quality have been carried out for many years. Due to the characteristics of current population work as well as the strong development of technology, propaganda work needs to be regularly innovated in form.
Accordingly, population communication work in the province has applied many creative models, helping to improve the effectiveness of propaganda work and meet people's information needs.
One of the notable models is the use of modern communication channels, such as social networks Facebook, Zalo... These platforms not only help the provincial Population Department reach people quickly, but also create a space for people to exchange, discuss, and share issues related to population. Deploying communication campaigns through these platforms has helped raise awareness and created clear communication effects.
The provincial Department of Population also uses online tools, such as seminars, video clips, and short messages on social platforms, to help young groups more easily access information on population and reproductive health (RH).
Ms. Le Thi Hai Luyen, a population officer of Hiep Hoa ward, said: To improve the effectiveness of propaganda work, we set up an internal zalo group to check and review feedback from the population collaborators. With this zalo group, population work in the area is promptly grasped, conveying to the population collaborators policies and laws related to population work and development, thereby spreading to women and families in the area.
The Department of Population proactively develops plans, coordinates with units with strengths in information and propaganda to diversify communication forms, publish information on population content to attract attention and create public interest. Communication work focuses on specific contents such as: Mobilizing young people to conduct pre-marital health consultation and examination; pregnant women to conduct screening, diagnosis, and treatment of some diseases and disabilities before birth; newborns to conduct screening, diagnosis, and treatment of some congenital diseases; raising awareness of the harms and consequences, strictly implementing legal regulations on prohibiting early marriage, incestuous marriage, etc.
Efforts to improve population quality
The recently passed Population Ordinance (amended) stipulates that couples are allowed to decide on the number of children, marking a major turning point in the approach from control to proactive and sustainable population development. Couples and individuals are allowed to decide on the time of childbirth, the number of children and the spacing between births on a voluntary, equal and responsible basis, ensuring that it is appropriate to the age, health status, learning conditions, labor, work, income and child-rearing of the individual or couple.
In response to concerns that the right to decide on the number of children may lead to a population explosion, according to the Department of Population, this does not lead to the risk of population growth, because if implemented with direction and effective propaganda, the new population ordinance will overcome the situation of birth rate differences between regions and subjects, avoiding the birth rate falling too low, not reaching the replacement level, causing negative impacts on the socio-economic development of the province.
At the same time, when there are appropriate solutions, orientations, and adequate knowledge, couples will be aware of not having children too late and have the skills to take care of their children. When children are born and cared for by their families, raising them healthy, the quality of the population will be higher.
Ms. Vuong Thi Hai Yen (Dong Trieu ward) said: “My family already has 2 children. I know that the law now allows having more children, but my family thinks that having 2 children is enough, we have no intention of having more. Thanks to the propaganda of population officers, I have found a contraceptive method, which is an intrauterine device, which is quite suitable and safe for me.”
On World Population Day this year, the provincial Population Department has carried out many extensive propaganda activities throughout the province, aiming to spread the message of reproductive rights, gender equality and improving population quality. It emphasizes the following contents: No child marriage, no incestuous marriage; no teenage pregnancy; let the birth of a boy or a girl follow the natural law; giving birth is a right - raising good children is a responsibility... Thereby, the provincial Population Department calls on all levels, sectors, localities and all people to continue to accompany and join hands to protect reproductive rights and carry out population and family planning work in a proactive, fair and civilized manner.
