Application of IT in case reporting
The case in which the defendant Dinh Thi Thuy (born in 1971, Canh Lien commune, Van Canh district) and her accomplices committed the crimes of "Forest destruction"; "Resisting people on duty" and "Intentionally causing injury" had many details, many defendants, and many crimes, so the People's Procuracy of Van Canh district organized a report on the content of the case using a mind map. Accordingly, the case presented in the form of a diagram fully reflected the content, cause of the crime, the behavior of each defendant, the consequences, the evidence of the crime, and the role of the defendants in the case.
For complex cases with many details, the application of mind maps is very necessary. Mr. Nguyen Cong Binh, Director of the People's Procuracy of Van Canh district, said that this method helps prosecutors systematize the entire development of the proceedings, logically arrange the details of the case. From there, it is easy to detect shortcomings and violations in the process of resolving the case, helping the Institute's leaders grasp the entire content of the case, and can soon provide accurate guidance to prosecutors.
Meanwhile, with a large number of complex cases, the Office of Prosecution Practice, Investigation Prosecution, and First Instance Trial Prosecution of Social Order Criminal Cases (Provincial People's Procuracy) often has to discuss directly or online to seek prompt instructions from superiors.
As for the case involving defendant Dang Van Em (born in 1987, in Phu My district) who committed the crimes of "Murder" and "Robbery", the Provincial People's Court sentenced him to death and the Institute communicated the verdict online to the High People's Procuracy in Da Nang to request an appeal and reduced the sentence to life imprisonment.
In addition, the provincial People's Procuracy at 2 levels also focused on promoting the digitization of case files, thereby enhancing the persuasiveness of the participants in the proceedings, ensuring accuracy and objectivity. As a result, the number of files returned for additional investigation between the provincial People's Procuracy at 2 levels and the prosecuting agencies only accounted for 0.35% (4.65% lower than the target of the National Assembly and the industry). In particular, the rate of timely prosecution reached 100% and the rate of correct prosecution reached 100% as well as no defendant had to suspend the investigation due to not committing a crime, no case was overdue by law.
Creating breakthroughs in inspection work
“In the context of increasing workload and limited human resources, the application of IT and digital transformation is inevitable.” Mr. Tran Van Sang, Chief Justice of the Provincial People's Procuracy |
In order to carry out digital transformation effectively and comprehensively, the provincial People's Procuracy at 2 levels has completed the Steering Committee, the IT application support team, and the digital transformation of the provincial People's Procuracy sector. Coordinate with the People's Court to effectively deploy the online television system of court sessions from the courtroom to the leadership office of the People's Procuracy and the People's Court at 2 levels; develop presentations and reports by video clips, conduct online video conferences, electronic offices, news sites, industry emails, digital signatures; deploy solutions to ensure information security and safety of the People's Procuracy at 2 levels...
Mr. Tran Van Sang, Director of the Provincial People's Procuracy, said that in the context of an increasingly large amount of work to be processed and limited human resources, the application of IT and digital transformation is inevitable. The entire industry has been promoting the application of IT in professional work, focusing on digitizing case files, building mind maps in case reports, and proposing solutions to cases; heads of agencies and units must promote their roles and responsibilities in conjunction with strengthening management and regular, strict inspections to ensure that the application of IT and digital transformation is put into practice, contributing to improving the quality of prosecution work./.
