Ninh Binh is a province with great potential and strengths in tourism, especially since Trang An Scenic Landscape Complex was recognized by UNESCO as a World Cultural and Natural Heritage, Ninh Binh tourism has developed strongly, becoming an attractive destination for domestic and international tourists. Accordingly, Ninh Binh is promoting propaganda, promotion, and introduction of the land, people, culture, history, and tourism potential of Ninh Binh province to a large number of domestic and foreign tourists; attracting and calling for potential investors to research and survey investment in tourism development projects in the province.

Strive to attract 8.0 million tourists by 2025, including 1.0 million international visitors; total tourism revenue reaches over 8,000 billion VND, contributing about 6.5% of GRDP; create jobs for 23,000 workers or more, including over 9,200 direct workers. Each year, organize or participate in at least 03 to 05 international tourism events held domestically, 01 to 02 tourism events abroad, welcome 05 to 10 domestic and foreign famtrip, presstrip, vlogger, blogger groups... to survey Ninh Binh tourism. Deploy information technology applications, digital transformation in tourism marketing activities to promote communication, brand building and promotion, and attract visitors.

Strongly innovate, improve the quality and effectiveness of tourism promotion and advertising activities in the coming time, associated with the application of information technology, and at the same time overcome shortcomings and limitations in tourism promotion and advertising in the past. Develop a smart tourism ecosystem and comprehensively deploy digital promotion and advertising on the province's tourism digital information system and on digital platforms and major social networks.

Ninh Binh also focuses on investment resources, developing infrastructure, technical facilities for tourism, diversifying and improving service quality to meet the needs of tourists. Prioritizing the promotion of the province's tourism image and brand through the quality of products and services, a safe, friendly and hospitable tourism environment. Implementing tourism promotion activities with focus and key points, ensuring effective quality, suitable to the actual conditions of the province, saving resources and the state budget. Promoting socialization, calling for and mobilizing organizations, individuals, businesses and investors to participate in tourism promotion activities in Ninh Binh. At the same time, gradually improving the professionalism in tourism promotion activities to attract tourists, promoting the development of industries in a green and sustainable direction.

Currently, Ninh Binh focuses on key and central contents such as: investigating and collecting information on the number of visitors and the number of days of stay of visitors; information on spending levels and spending structure; information on comments and assessments of tourists on the landscape and tourism environment, on physical conditions, services, customer service attitudes, the friendliness of Ninh Binh people towards tourists of some representative tourists, thereby researching the tourist market, tourist trends, age, gender, place of residence and income, country... to advise on strategies to approach and promote tourism in identified potential markets.

Analyze and evaluate the current status of Ninh Binh tourism products: Review and evaluate the current status of Ninh Binh tourism products according to two criteria, constituting the general product of the destination and products according to tourism types. Organize cultural, sports and tourism events in the province such as: Ninh Binh Tourism Week, organize traditional festivals such as: Hoa Lu Festival, Trang An Festival, Bai Dinh Festival, Trang An Marathon, Con Noi Marathon, Cuc Phuong Marathon... Develop and put into operation the digital tourism information system, virtual tour guide software to meet the diverse information access needs of tourists and businesses. Build a video data warehouse using AR and AVR technology as marketing and promotion materials on digital platforms.

Introduce tourist areas, destinations, tourism products in the province; information on potential, opportunities, investment environment, development orientation, administrative procedures, new policies of the province on tourism development; annual tourism development results of the province. Build new, upgrade the system of large-scale tourism advertising signs, electronic LED signs, tourism logos at the gateways to the province, major roads, routes to major tourist areas of the province such as Trang An road, Ninh Binh - Thanh Hoa highway...

Invest in building and putting into operation information booths to support tourists and display handicraft products, local specialties and improve the quality of the Tourist Support Center to promptly support tourists and travel businesses. Organize Ninh Binh Industry, Trade and Tourism Fair; Build an online tourism fair platform, an online tourism trading floor in the network environment to enhance the promotion and advertising of Ninh Binh tourism products.
