In recent years, Vinh Long province has had many policies to attract enterprises to invest in the agricultural and rural sector. However, attracting investment still faces many difficulties and challenges. Therefore, solutions are needed to remove the "bottlenecks" in attracting investment in this sector.
Focus on attracting investment
According to the relevant authorities, attracting enterprises to invest in agriculture plays a special role in the agricultural and rural sector because it not only creates jobs and income for workers, increases export turnover but also contributes to the industrialization and modernization of agriculture.
Accordingly, in 2023, to attract investment in agriculture and rural areas, functional sectors in the province have continued to focus on innovating investment promotion work, focusing on attracting investment in the fields of animal feed processing, poultry, aquatic products, processing and consumption of agricultural products.
During the year, there were 9 newly established enterprises in the fields of agriculture, forestry and fishery (main business lines), with a total registered capital of 24.7 billion VND.
At the same time, continue to promote the content of supporting small and medium enterprises according to Decree 80/2021/ND-CP, dated August 26, 2021 of the Government . At the same time, together with the agricultural sector and relevant functional sectors, we have also chaired and coordinated to participate in fairs, conferences, trade delegations, domestic and foreign supply and demand connection programs, including the participation of enterprises, cooperatives, OCOP subjects, etc.
As a result, 7 memorandums of understanding were signed; 1 official contract with distributors, supermarket systems, e-commerce platforms in Ho Chi Minh City and abroad; 13 meetings and information exchanges with distributors in Ho Chi Minh City; 208 units participated in 570 booths, about 100,000 visitors and shoppers; supported over 1,800 products of over 420 establishments, enterprises, cooperatives in and outside the province to participate in the e-commerce trading floor of the industry and trade sector....
At the same time, guide cooperatives, cooperatives, farmers on building brands, guide on establishing and protecting intellectual property rights related to agricultural products, agricultural products associated with growing area codes: build a data set to trace the origin, goods focusing on key products, specialties, agricultural and aquatic products; complete the dossier to send to the Department of Intellectual Property geographical indications for Binh Tan sweet potato products; support 14 agricultural cooperatives to register intellectual property such as barcodes, web design, trademarks, collective trademarks, industrial designs; support design, registration of packaging, trademarks of 3 production and business establishments...
Mr. Phan Thanh Long - Deputy Director of the Agricultural Technical Service Center said: In the past year, the Department of Agriculture and Rural Development provided nearly 800 price information on rice, aquatic products, livestock, vegetables, fruits, animal feed, fertilizers on the website http://giaca.nsvl.com.vn and through the form of automatic messages - SMS marketing; supported updates for nearly 1,500 production households to register to consume key agricultural products and post 125 OCOP products on the floor; opened 3 OCOP introduction and sales points...
Many products have been sold through e-commerce platforms such as: Vinh Long agricultural products trading floor, Postmart.vn, VNPost.vn, ketnoiocop.vn, Bachhoaxanh.com, Voso.vn, Viettel, FPT, VTC, Vinmart, Shopee, Lazada, ... contributing to diversifying output for the subjects.
Need solutions to overcome difficulties
According to economic experts, attracting investment in agriculture and rural areas still has many "bottlenecks". Specifically, the profit rate from agricultural production is low, takes a lot of time, but has high risks, especially agricultural production is always influenced by many factors such as weather, environment, natural disasters and epidemics.
Land use planning in many localities is not stable, so it does not create peace of mind for enterprises to invest in projects that require a long time to achieve results. In addition, many mechanisms and policies to encourage enterprises to invest in agriculture and rural areas have been issued, but enterprises have difficulty accessing them, especially credit support policies.
On the other hand, mechanization is not yet synchronous, the agricultural processing industry is developing slowly, the rural infrastructure is still very limited, especially the road traffic system. The connection between enterprises, scientists and farmers in the production value chain is still limited and not tight, costs are still high, and competitiveness is low...
To attract investment capital in agriculture and rural areas, agricultural experts believe that it is necessary to improve infrastructure because this is an important factor in attracting investment and creating favorable conditions for production and business enterprises.
In addition, improving farmers' production level and applying science and technology to production are important factors to improve productivity and quality of agricultural products, creating high competitiveness in the market. At the same time, it is necessary to promote administrative procedure reform, effectively implement incentive mechanisms and policies to support enterprises.
