Accordingly, the province assigned the Department of Agriculture and Environment to preside over and coordinate with the Department of Finance and relevant agencies, units and localities to urgently review, research, organize and promote the implementation of the national target program on new rural construction and sustainable poverty reduction to ensure timeliness, effectiveness, compliance with regulations and suitability with the actual situation; proactively advise and propose to the Provincial People's Committee for consideration and direction to resolve related work contents within the prescribed authority.
Specifically, based on the direction of the Prime Minister at the national conference summarizing the new rural program, the sustainable poverty reduction program, the movement "The whole country joins hands to build new rural areas", the movement "For the poor - No one is left behind" in the period of 2021 - 2025, the Ministry of Agriculture and Environment requested the People's Committees of provinces and cities to pay attention to and urgently direct the completion of steering committees at all levels (provincial and communal levels) and stabilize the staff and apparatus for the work of building new rural areas and sustainable poverty reduction; direct to continue to accelerate the disbursement progress of assigned state budget capital sources, strive to complete the disbursement plan for public investment capital and career capital to implement the national target program on new rural construction, the national target program on sustainable poverty reduction in 2025 according to regulations. Timely grasp and immediately resolve difficulties and problems in the process of implementing the two programs. The Department of Agriculture and Environment is assigned to preside over and coordinate with relevant departments, branches and commune-level People's Committees to urgently organize an assessment of the current status of new rural construction and poverty reduction in the area after July 1, 2025. On that basis, it is expected to develop orientations, goals, tasks and key solutions to be implemented in the period of 2026-2035, first of all in the period of 2026-2030, associated with the goal of building "ecological agriculture, modern countryside, civilized farmers" and sustainable poverty reduction in the area.
