Right from the first days of restarting the DHN project, the Party committees, authorities and mass organizations of Ninh Thuan province have proactively participated. The Provincial Party Committee's Propaganda and Mass Mobilization Department, together with the Provincial Vietnam Fatherland Front Committee, have issued specific plans and synchronously implemented measures to propagate and mobilize the people. At the grassroots level, the authorities of the districts in the project area have organized many meetings to inform and disseminate information about the project implementation situation, especially land acquisition and policies for affected people.
Comrade Dang Kim Cuong, Director of the Department of Agriculture and Environment, said: Open dialogues between the government and the people not only help people grasp information but also create conditions for listening, answering questions, and building trust in the policies of the Party and the State. Meeting to listen to people's opinions is also an important basis for the department to advise the People's Council and the Provincial People's Committee to issue resolutions on specific mechanisms and policies on compensation and resettlement support, creating a legal basis for the project.
Along with land inspection and counting, propaganda work on mass media has also been promoted, clearly analyzing the meaning and importance of the nuclear power project for the socio-economic development of the province and the whole country. In particular, the province has focused on building visual and vivid communication products such as printing 2,000 propaganda handbooks and distributing them to people in the two districts implementing the project. In addition, coordinating with the provincial police to install propaganda panels in the factory area, helping to convey information in a visual and easy-to-understand way. The provincial People's Committee has also proactively built propaganda clips, highlighting the connection between nuclear power development and the socio-economic development of the province, arousing people's pride and sense of responsibility in participating in building their homeland and country.
Recently, on April 23, 2025, the Provincial Party Committee had a working session with the working delegation of the Central Propaganda and Mass Mobilization Commission, focusing on discussing the implementation of propaganda tasks for the policy of developing nuclear power in Vietnam in general and the Ninh Thuan nuclear power project in particular in the past time. This shows the attention and close direction from the central government for the communication work of the project. In particular, Document No. 902/BKHCN-VNLNT dated April 17, 2025 of the Ministry of Science and Technology on specific instructions for works and activities allowed to exist within the safety radius of the nuclear power plant has provided an important scientific basis, helping the province have more accurate information to explain and clarify people's concerns, while serving the planning work and resolving recommendations related to investment projects in the area. The Department of Science and Technology has been assigned to preside over the implementation of this content.
Along with promoting propaganda and building consensus among the people, Ninh Thuan province is also implementing important steps in site clearance for both Ninh Thuan 1 and Ninh Thuan 2 nuclear power plant projects. With the Prime Minister assigning the Provincial People's Committee to implement the resettlement and site clearance component project in Document No. 381/TTg-CN dated April 1, 2025, local authorities at all levels have urgently stepped in, inheriting previous results and adjusting to suit the new situation.
For the Ninh Thuan 1 Nuclear Power Plant project (Thuan Nam), the total adjusted land acquisition area is 485.54 hectares, affecting about 600 households (2,910 people). The People's Committee of Thuan Nam district has issued a land acquisition notice, actively implementing investigation, survey, measurement, inventory and statistics of the current status. At the resettlement area (64.85 hectares), the inventory of the area of 38.3 hectares has been 100% completed for 60 households and 2 organizations. The expanded area of 26.55 hectares is completing the cadastral map, it is expected to issue a land acquisition notice after completion and strive to complete the inventory before May 15, 2025. The factory area (409.53 hectares) has had 497 land acquisition notices, with 102 households (104.7 hectares) having been inventoried (21% of the plan). Thuan Nam district is focusing human resources to complete the inventory work this May.
At the Ninh Thuan 2 Nuclear Power Plant project (Ninh Hai), the total adjusted recovery area is 643.6 hectares, affecting about 553 households (2,319 people). The Ninh Hai District People's Committee is also urgently implementing similar steps. At the resettlement area (54.40 hectares), the 45-hectare area has completed inventory and determined the land origin for 202 households and 85 graves. The Provincial Land Fund Development and Investment Project Management Board is carrying out necessary procedures for the 9.4-hectare expansion area before issuing a land recovery notice. The factory area (404.5 hectares) has inventoried 373 households (368.5 hectares) and 1,812 graves, reaching 83% of the plan, with the target of completion on May 10, 2025.
Comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, said: In addition to positive results, the implementation of the Ninh Thuan Nuclear Power Project still faces a number of challenges, especially in adjusting the planning of resettlement areas, issuing specific policies and mechanisms on compensation, resettlement support and economic and technical standards related to land management. Some tasks are also affected by the arrangement of district-level authorities. In the coming time, the province will focus on implementing tasks within its authority, enhancing dialogue with people in the project area and organizing workshops to assess the impact of the project. To ensure progress and legal corridor, the province has also proposed that the National Assembly consider adjusting Resolution No. 41/2009/QH12, and at the same time propose that the Central Steering Committee, the Prime Minister and relevant ministries and branches soon give their opinions on separating the compensation and resettlement support project into an independent project, assigning the authority to implement it to the Provincial People's Committee, allocating capital in a timely manner and clarifying related issues regarding land clearance boundaries, biosphere reserves and national defense land.
The synchronous efforts in propaganda work and accelerating the progress of site clearance in recent times demonstrate the determination of the provincial government and people in implementing the Ninh Thuan Nuclear Power Project, promising to help the project be implemented on time and on schedule as planned.
