Implementing the direction of the Provincial People's Committee, relevant departments, branches, localities and units have actively carried out compensation and site clearance for the Son My 1 Industrial Park project. It is known that this project was approved by the Prime Minister in 2017, with a total land area of 1,070 hectares. Accordingly, in the priority area of 375.6 hectares, up to now, Ham Tan District People's Committee has completed compensation and site clearance for 86.8 hectares; the Provincial People's Committee has issued a Decision to lease land to the Investor in the first phase with an area of 76.6 hectares. The remaining land area of the project is 288.5 hectares, including 69 households and individuals/61 hectares and 8 organizations/227.5 hectares.
Ham Tan District People's Committee said that it is currently implementing compensation, support and resettlement for households in the priority area of 375.6 hectares. Specifically, 78 households and individuals/61 hectares (of which, 9 households did not have their land recovered but had assets established on other people's land); approved by the District Compensation, Support and Resettlement Council are 74 households/51.1 hectares (of which, 8 households have assets located on other people's land).
For organizations in the priority area of 375.6 hectares, Ham Tan District People's Committee has approved the compensation and support plan; the District Land Fund Development Center has sent notices to organizations, inviting them to pay compensation, but the organizations have not come to receive it. Ham Tan District People's Committee has directed Son My Commune People's Committee to preside over and coordinate with relevant departments and branches to mobilize and persuade organizations to receive compensation and support and promptly hand over the site to the Investor to implement the project, but the organizations have not agreed. In the remaining area, Ham Tan District People's Committee has issued notices of land recovery for 183 households and 5 organizations, with a total area of 211.8 hectares; has inventoried 44 households and 1 organization, with an area of 49.2 hectares; has transferred the legality to 10 households, with an area of 4.4 hectares.
Regarding compensation and site clearance for the construction of the resettlement area of Son My 1 Industrial Park, the Department of Finance has so far approved the technical economic report of the Son My Resettlement Area Technical Infrastructure Project (Phase 1); the construction scale of the project is about 1.4 hectares, with an expected arrangement of about 76 resettlement plots for households whose land was recovered in the Son My 1 Industrial Park project. Ham Tan District People's Committee has approved the specific land price of the project. The District Compensation, Support and Resettlement Council has approved the compensation, support and resettlement plan for 7 households. The Land Fund Development Center has completed the dossier to publicly post the plan, organize to collect opinions and dialogue with cases that do not agree with the compensation plan; is completing the dossier to transfer for appraisal and submit to the District People's Committee for approval according to regulations.
After listening to the opinions of the delegates attending the meeting, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai emphasized that the Son My 1 Industrial Park project in Ham Tan district was approved by the Prime Minister in 2017. The project, once completed, will be of great importance to Binh Thuan province and the whole country. However, the progress of compensation and site clearance for the project is still very slow.
Therefore, the Vice Chairman of the Provincial People's Committee requested the People's Committee of Ham Tan district to enhance their sense of responsibility and determination to carry out the work of compensation and site clearance for the Son My 1 Industrial Park project; in which, focusing on propagating and mobilizing people about the importance of investing in infrastructure of Son My 1 Industrial Park and the projects of Son My 1 BOT Thermal Power Plant, Son My 2 Thermal Power Plant, Son My LNG Port Warehouse for the socio-economic development of the province in general and the locality in particular, in order to create livelihoods and jobs for the people. At the same time, the provincial departments, branches and sectors are required to be responsible for supporting the People's Committee of Ham Tan district in the work of compensation and site clearance, promptly removing difficulties to speed up the implementation of this project as soon as possible.
