The specialized working group implementing the assignment of the NTTS sea area in Quang Yen town determined the assignment location in Hoang Tan commune.
Implementing Directive No. 13-CT/TU (dated August 10, 2021) of the Provincial Party Standing Committee on strengthening the management and sustainable development of marine aquaculture, Quang Yen Town has approved the Project on developing marine aquaculture to 2030, with a vision to 2045, with a total area of 865 hectares of sea surface, entirely within the 3 nautical mile zone.
Along with that, the town has issued a plan to allocate sea areas to organizations and individuals, clearly stipulating the allocation limit of no more than 15 hectares for organizations and 0.8 hectares for individuals. The subjects of allocation are organizations and individuals currently engaged in aquaculture, with addresses and permanent residence in the locality. In particular, the town gives priority to households whose land and water surface have been reclaimed to implement development projects and no longer have stable jobs.
Since October 2024, the task force in charge of sea area allocation has been conducting field measurements and marking, closely coordinating with localities to ensure progress, compliance with legal regulations and people's wishes. All sea area allocation applications are verified by the police, ensuring prevention of illegal use of sea areas by local people.
Hoang Tan Commune is the locality with the largest number of households engaged in fishing in the town. Up to now, 431 households of the commune have been allocated water surface in accordance with regulations. This is also the locality with the largest scale of marine farming area with over 500 hectares of planned water surface. Along with Hoang Tan, Lien Hoa Commune is also actively implementing procedures for sea allocation to hundreds of households with the need to raise oysters, mussels, and fish in cages.
To ensure progress, localities have coordinated with the Department of Natural Resources and Environment and the Branch of the Town's Public Administration Service Center to guide people in completing their documents, and at the same time mobilize people to convert foam buoys to standard plastic buoys, meeting the requirements of environmental protection and safety of inland waterways.
Up to now, the whole town has received 724 applications for sea area allocation from households and individuals. Of which, 399 sea area allocation decisions have been issued, corresponding to more than 217 hectares of water surface. Currently, the authorities continue to measure, extract maps and process the remaining records, aiming to complete the allocation of the entire planning area by the end of 2025.
Notably, the work of assigning sea areas to cooperatives with a need of over 1 hectare (under the provincial authority) is also being coordinated and implemented synchronously by Quang Yen Town. Up to now, 20 cooperatives have had their farming area maps confirmed, meeting the conditions to apply for a license, and 15 other cooperatives are completing their documents.
However, besides the remarkable results, there are still limitations, such as: Some households secretly use non-standard foam buoys, deliberately violating the law despite being warned and warned; some areas show signs of encroachment on waterways, affecting waterway traffic, causing unsafety at sea.

Faced with that situation, implementing the direction of the Standing Committee of the City Party Committee in Official Dispatch No. 2135-CV/TU, Quang Yen Town has temporarily stopped receiving new license plate allocation dossiers for individuals, to focus on reviewing the entire process, ensuring the right subjects, correct planning, and correct legal regulations. This is a decision that clearly demonstrates the spirit of respect for the law, not trading off the environment and management discipline for economic development.
In the coming time, the town will continue to guide people to put cages in the right planning position, use standard floating materials, and carry out farming according to the correct technical process; at the same time, speed up the progress of supporting cooperatives to complete the application for licenses, and move towards granting licenses to large-scale farming areas.
