The Blue Economy and Finance Forum is a special event taking place within the framework of the UNOC 3 Conference, organized by the Government of Monaco from June 7 to 8.
The forum brought together many heads of state, heads of state, and governments such as French President Emmanuel Macron, Brazilian President Lula da Silva, Costa Rican President Chaves Robles, Palau President Surangel Whipps Jr., Cabo Verde President Jose Maria Neves, and other leaders such as UN Deputy Secretary-General Junhua LI, Secretary-General of the International Maritime Organization (IMO) Arsenio Dominguez, President of the European Central Bank Christine Lagarde, Prince of Wales William, along with experts, policy makers, and leaders of major economic groups from around the world .

The Forum aims to promote the role of the blue economy in addressing current financial challenges, highlighting and promoting the essential role of sustainable investments, and breakthrough policies to protect the ocean and global economic prosperity.
The Forum is an important and practical opportunity for representatives of countries, experts and investors to review achievements in green economic development to date, exchange initiatives and promote cooperation in this field.

At the Discussion Session, speakers from Norway, Germany, Chile, Palau, Cabo Verde and the UN Deputy Secretary-General discussed strategies, policies, and financial initiatives to attract investment and green economic solutions, demonstrating the determination and concrete actions of governments in mobilizing capital for the protection and conservation of seas and oceans.
Leaders of countries affirmed that protecting the sea and investing sustainably is not only the work of coastal countries and public finance, but requires the participation of all countries and diverse resources. Sustainable development goals are not just words but require practical actions.
Some countries have said they have set aside funds to establish ocean conservation funds; at the same time, they have built programs and projects on nature protection and restoration; promoted biodiversity protection, preserved wetlands, and dealt with the climate crisis.
Through these efforts, world leaders have demonstrated their determination and conveyed a strong message that “Protecting the seas is securing the future of humanity,” as stated by the UN Deputy Secretary-General.

As the main guest of the Forum, Prime Minister Pham Minh Chinh delivered an important speech at the Plenary Session on Ensuring Sustainable Ocean Finance and Governance. Prime Minister Pham Minh Chinh emphasized the special importance of the Forum as “a forum of solidarity, where countries and the private sector come together to invest in regenerating the ocean economy”.
The Prime Minister said that the sea is not only a resource, the origin of life, but also a living space connecting people with nature of every country. For Vietnam, a country with more than 3,000km of coastline, the Prime Minister affirmed that the sea is not only a geographical concept, but also the cultural identity and soul of the Vietnamese people. Developing an effective and sustainable marine economy is an objective requirement, an inevitable demand, a strategic choice to help Vietnam "go out to sea", realizing the goal of becoming a strong maritime nation and a developed, high-income country by 2045.

The Prime Minister emphasized that each country and nation, although different in political institutions, economic development level, cultural and social identity, share a common mission of "working together to preserve and protect the blue ocean for today and tomorrow" so that the ocean will forever be a living space for life and sustainable development.

Regarding the current situation, Prime Minister Pham Minh Chinh pointed out the paradox and warned seriously about the current status of the goals of ocean conservation and sustainable use with the lowest investment level among the 17 Sustainable Development Goals of the United Nations while the ocean accounts for 70% of the Earth's surface.
To address this situation, the Prime Minister proposed a comprehensive, global, and all-people approach; with a fair, equitable, inclusive, and sustainable perspective; together conserving and developing the blue ocean.
The Prime Minister said that it is necessary to focus resources to strengthen three areas including: first, increasing investment in research, development, and application of marine science, including promoting technology transfer, research cooperation, experience sharing, and joining hands to build a global marine data system;
Second, strengthen the mobilization and effective use of resources for sustainable development of the marine economy, with the spirit of "State leading - Pioneering enterprises - People accompanying - International organizations creating and supporting", creating a blue ocean financial ecosystem, in which Vietnam is ready to pioneer in piloting this model;
Third is to strengthen intercontinental, interregional, inter-national connectivity and global governance of the blue ocean, in the spirit of taking “the United Nations as the center - International law as the foundation - International cooperation as the driving force” to form “blue ocean growth poles”, connecting global marine economic centers, in which Vietnam is ready to participate and actively contribute to the development of this important network in the East Sea, a strategic sea area of the world.

Prime Minister Pham Minh Chinh once again affirmed Vietnam's strong commitment to always be a reliable partner, ready to accompany the global effort to protect the ocean; an active partner, ready to participate and lead in marine cooperation mechanisms and a responsible partner, ready to contribute to fair and sustainable green finance initiatives. Prime Minister Pham Minh Chinh's views and proposals were welcomed and responded to by world leaders and the Conference.
In his closing remarks, French President Emmanuel Macron highly appreciated the efforts of countries in protecting the ocean, including Vietnam, and shared and reviewed the views of Prime Minister Pham Minh Chinh and leaders of countries attending the Forum, emphasizing that protecting the ocean is not only an environmental issue but also a political, economic, scientific and ethical issue. It is important that all countries, all entities, businesses, scientists and all people must join hands to act.
At the end of the Forum, Prince Albert II affirmed that the two-day conference witnessed clear and positive commitments from countries and sectors with specific solutions in sustainable ocean governance with appropriate tools to break the cycle of damage to the ocean such as fisheries that respect ecosystems, promote a new blue ocean economy through biotechnology, and create new values.
