On June 15, the Party Committee of the Vietnam Maritime and Waterways Administration ( Ministry of Construction ) held the 1st Congress of Delegates for the 2025-2030 term.
Create all favorable conditions for goods through seaports
In his political report at the Congress, Mr. Nguyen Dinh Viet, Deputy Director of the Vietnam Maritime and Waterways Administration, said that in recent times, the Administration has implemented many solutions to accelerate the progress of public investment projects and plans for maintenance of maritime and waterway infrastructure. In the 2021-2025 period, the Administration was assigned to implement 5 projects, with a total investment of about 1,318 billion VND and assigned a plan to maintain maritime and waterway infrastructure with a total budget of about 12,000 billion VND.
In 2024, two important projects, namely the construction of a new specialized search and rescue ship operating offshore and the investment in two supply and inspection ships at sea in the Truong Sa area, offshore islands in the southern region and offshore islands in the northern region, were completed.
“Due to limited capital resources, the Department has applied many flexible management solutions. Thereby, the total revenue from leasing for exploitation in the period of 2020 - 2025 reached about 2,322 billion VND, contributing to increasing revenue and preserving state assets,” Mr. Viet informed. With waterway infrastructure, all assets continue to serve public transport, without collecting fees, ensuring social security.
In the management of transport and transport services, the Department has promoted administrative reform in the field of maritime transport, applied science and technology to speed up the clearance of goods at ports, reduce administrative procedures, and create all favorable conditions for cargo ships and boats passing through seaports.
During the 2020-2025 term, by the end of May 2025, the volume of goods passing through seaports reached 4,129 million tons, with an average growth rate of 5% per year. Container cargo passing through seaports reached 138.69 million Teus, with an average growth rate of 6.7% per year. The volume of goods passing through the waterway port system reached over 1,510 million tons, passenger cargo reached over 353 million and increased on average by over 8% per year.
One of the key tasks is to ensure traffic safety. The Department has implemented many synchronous solutions to help maintain the rate of maritime and waterway accidents at a low level, with an average of about 7 cases/year, and less than 8 deaths and missing people/year.
Disaster prevention, search and rescue work has also been carried out, responding promptly and remotely, fully preparing human resources, means, materials and equipment to organize and implement the overcoming of consequences caused by rain, storms and floods. In the period of 2020-2025, 1,974 reported incidents were handled, and specialized search and rescue vehicles were mobilized 203 times directly at the scene. The rescue force rescued and supported 4,989 victims, including 687 foreigners and 290 vehicles.
In the coming term, one of the directions proposed by the Department is to adjust, supplement and perfect legal documents to improve the effectiveness and efficiency of state management, focusing on implementing many solutions to support maritime and waterway transport enterprises.
Identifying maritime safety and security as a key political task, accurately predicting and assessing developments, proactively and providing effective solutions in disaster prevention.
In addition, continue to arrange and streamline the apparatus, ensure efficiency, effectiveness, and efficiency, as well as apply science and technology in the State management of maritime and waterway sectors, management of seaport systems, and green maritime transport, using clean and advanced technology to reduce negative impacts on the environment.

Urgently build the Vietnam Maritime and Waterways Code
Speaking at the congress, Member of the Standing Committee of the Party Committee, Deputy Minister of Construction Nguyen Xuan Sang acknowledged and highly appreciated the results that the Party Committee of the Department has achieved in the past time. The maritime and waterway sector has many outstanding results, that is, although the rate of public investment in maritime and waterway is still modest, the rate of socialized investment in seaport infrastructure has reached more than 85% - something that not all sectors can do.
The Ministry of Construction is also proposing to develop alternative solutions for licensing inland waterway vehicles to enter and leave seaports and inland waterway ports, and to exempt and reduce fees and charges to promote the development of waterway transport, contributing to reducing transportation costs and logistics costs.
The leaders of the Ministry of Construction suggested that the Party Committee of the Department in the coming term should develop a plan to implement assigned tasks effectively and transparently. It is necessary to continue promoting the tradition of solidarity in the entire industry, considering this a prerequisite for successfully carrying out the tasks assigned by the Party and the State, promoting the spirit of criticism and self-criticism, maintaining solidarity in addition to perfecting the personnel organization, streamlining the workforce, and perfecting the leadership team.
One of the issues emphasized by Deputy Minister Nguyen Xuan Sang is the continued implementation of decentralization and delegation of authority thoroughly and effectively in maritime and waterways, ensuring the principle of "Local decision, local action, local responsibility".
At the same time, promote learning, training, and cultivating professional ethics, focus on recruitment, building and training teams and managers for the entire industry and "need to consider this a core factor in preventing corruption".
The Deputy Minister requested that the Vietnam Maritime and Waterways Administration focus on building a system of legal documents, technical standards and norms for the industry, especially urgently building the Vietnam Maritime and Waterways Code. “This is a particularly important political responsibility and task, a historic mission and will be the hinge door for the development of the maritime and waterway industry in the new period,” said Deputy Minister Sang.
The Deputy Minister also requested to promote the application of science and technology, comprehensive digital transformation in State management, investment in building infrastructure in maritime and waterway transport and services; build solutions to develop waterway infrastructure, and develop the inland waterway fleet.
At the same time, strengthen connectivity, remove bottlenecks in connectivity as a basis for developing multimodal transport, reducing transportation costs and logistics costs. In particular, develop measures to effectively use and save budget for investment and maintenance of infrastructure throughout the industry.
