The Prime Minister requested urgent damage assessment and quick recovery from storm and flood consequences in the Central region.

Last week, the Prime Minister continued to issue many instructions requesting relevant ministries, branches and localities to assess the damage caused by storms and floods in the Central region and take measures to overcome and support the people. Specifically, Prime Minister Pham Minh Chinh signed Official Dispatch No. 214/CD-TTg dated November 12, 2025 on urgently compiling statistics, assessing damage and focusing on quickly overcoming the consequences of storms and floods in the Central region; Official Dispatch No. 215/CD-TTg dated November 13, 2025 on focusing on restoring production and business, stabilizing people's lives after storms and floods in the Central region; Decision No. 2485/QD-TTg dated November 14, 2025 supporting 700 billion VND from the central budget reserve in 2025 for 04 localities to have more resources to focus on supporting accommodation for people (rebuilding collapsed houses, repairing houses with blown roofs, ...), arranging to stabilize residents in urgent disaster areas, restoring essential infrastructure works ( education , health, transportation, irrigation, ...), specifically Hue city 100 billion VND, Quang Ngai province 100 billion VND, Gia Lai province 300 billion VND and Dak Lak province 200 billion VND.

Regional minimum wage increase from January 1, 2026

On November 10, 2025, the Government issued Decree No. 293/2025/ND-CP stipulating the minimum wage for employees working under labor contracts, effective from January 1, 2026, replacing Decree No. 74/2024/ND-CP.

According to Decree 293/2025/ND-CP, the monthly minimum wage in 4 regions is regulated as follows: Region I: increase by 350,000 VND, from 4,960,000 VND/month to 5,310,000 VND/month; Region II: increase by 320,000 VND, from 4,410,000 VND/month to 4,730,000 VND/month; Region III: increase by 280,000 VND from 3,860 VND/month to 4,140,000 VND/month; Region IV: increase by 250,000 VND from 3,450,000 VND/month to 3,700,000 VND/month.

The minimum hourly wage in region I increased from VND 23,800/hour to VND 25,500/hour, region II from VND 21,200/hour to VND 22,700/hour, region III from VND 18,600/hour to VND 20,000/hour, region IV from VND 16,600/hour to VND 17,800/hour.

Thus, the above minimum wage increases from VND 250,000 - VND 350,000/month (equivalent to an average rate of 7.2%) compared to the current minimum wage stipulated in Decree 74/2024/ND-CP.

Criteria and norms for allocating central budget capital to implement the National Target Program on Cultural Development

Deputy Prime Minister Ho Duc Phoc signed Decision No. 41/2025/QD-TTg stipulating principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital from local budgets to implement the National Target Program on Cultural Development for the 2025-2035 period.

Accordingly, the mechanism to support the central budget for local budgets to implement the Program follows the following principles:

1- The central budget prioritizes support for localities receiving additional balance from the central budget, especially localities in the Northern Midlands and Mountains, the Central Highlands, and localities receiving additional balance from the central budget of 60% or more.

2- For localities that do not receive additional balancing from the central budget, capital support from the central budget is only provided for a number of specific tasks decided by the Prime Minister.

3- The ratio of additional balance/total balanced local budget expenditure is determined according to the 2026 state budget revenue and expenditure estimates decided by the National Assembly.

Speed ​​up the progress of arranging and handling housing and land facilities after the organizational arrangement.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 213/CD-TTg November 11, 2025 requires ministries, branches and localities to speed up the progress of arranging, planning and handling houses and land after rearranging the organization of administrative apparatus and units at all levels.

In the Official Dispatch, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally run cities to review and develop plans for management, use and handling of headquarters and public assets after the rearrangement to ensure compliance with regulations, efficiency, no omissions, losses, waste, or negativity; ensure physical facilities (headquarters) for the apparatus according to the new model, without interruption, without affecting the provision of public services, and the settlement of administrative procedures for the people; in the process of rearranging, priority is given to the purposes of healthcare, education and training, culture, sports, commune police headquarters and other public purposes...

Merging 2 subsidiaries into the parent company - Vietnam National Coal - Mineral Industries Group

In Resolution No. 360/NQ-CP On November 10, 2025, the Government allowed the application of the provisions of Decree No. 23/2022/ND-CP dated April 5, 2022 of the Government at the proposal of the Ministry of Finance when implementing the restructuring in the form of merging subsidiaries of Vietnam National Coal - Mineral Industries Group (TKV) (Lam Dong Aluminum One Member Limited Liability Company - TKV, Environment One Member Limited Liability Company - TKV) into the parent company - TKV.

Promulgating the national criteria set on comprehensive cultural development at all levels for the period 2025 - 2030

Deputy Prime Minister Mai Van Chinh signed Decision No. 42/2025/QD-TTg promulgating the national criteria set on comprehensive cultural development at all levels for the 2025-2030 period.

Specifically, the Decision stipulates the set of national criteria for comprehensive cultural development at all levels for the period 2025 - 2030, including: (i) Set of national criteria for comprehensive cultural development at the commune level for the period 2025 - 2030; (ii) Set of national criteria for comprehensive cultural development at the provincial level for the period 2025 - 2030.

The Decision stipulates 10 criteria for recognition of meeting comprehensive cultural development standards at the commune level, including: (1) cultural behavior in the community; (2) communication information, cultural education; (3) prevention and control of domestic violence; (4) grassroots cultural facilities; (5) grassroots cultural activities; (6) cultural heritage; (7) digital transformation, digital data; (8) cultural management human resources; (9) development of cultural industry; (10) improving the effectiveness of Program implementation.

The set of criteria for comprehensive cultural development at the provincial level also includes 10 criteria: (1) cultural behavior in the community; (2) information, communication, cultural education; (3) family; (4) cultural facilities; (5) cultural and artistic activities; (6) cultural heritage; (7) digital transformation, digital data, science and technology; (8) human resources in the cultural sector; (9) cultural industry; (10) improving the effectiveness of Program implementation.

National review of facilities producing and storing hazardous chemicals

Regarding the acid tank explosion at HC Bao Lam Joint Stock Company, in Official Dispatch No. 216/CD-TTg On November 14, 2025, the Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with relevant localities to carry out a nationwide review of facilities producing and storing hazardous chemicals and strengthen management measures to ensure chemical security and safety according to regulations.
