Key projects connecting regional strategies
The North-South Expressway expansion project in the East, Cao Bo-Mai Son section, is invested by the Department of Construction of Ninh Binh province. The route has a total length of more than 17 km, with a total investment of nearly 1,876 billion VND from the central budget. The project aims to improve operational capacity, meet the increasing transportation demand, reduce traffic accidents, support socio-economic development in Ninh Binh province; gradually complete the road network planning for the 2021-2030 period, with a vision to 2050; contribute to the implementation of the goals of Resolution No. 30-NQ/TW of the Politburo on socio-economic development, ensuring national defense and security in the Red River Delta.
The expressway will be expanded from 4 to 6 lanes, with a 32.25 m wide roadbed and a design speed of 100-120 km/h. The main construction items include: road surface expansion, weak soil treatment, additional construction of the left bridge unit at Cao Bo, Cam, Quan Vinh bridges and the National Highway 10 overpass. Bridges that have reached the scale of 6 lanes such as Nam Binh, Dong Thinh, Mai Son will remain in their current state.
The project started on March 7, 2025. Immediately after the project started, the Investor closely coordinated with the contractor to organize the construction with the spirit of "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", working "3 shifts" day and night, including Saturdays and Sundays. Up to now, the entire route has completed site clearance.
The representative of the Department of Construction said: Currently, the investor and the construction unit are determined to speed up the progress, remove all difficulties to shorten the construction time. The investor and the construction contractor have proposed to the Ministry of Construction a number of solutions to adjust the weak soil treatment plan such as increasing the density of the wick, locally adjusting the treatment solution using wick to soil cement piles at the location of the road cross-culvert; digging to replace the soil, driving bamboo piles to reinforce the construction of the road surface in some sections of the route first. With this construction plan, Ninh Binh province is determined to strive to complete and put the project into operation and use on the occasion of the anniversary of the Liberation of the South and National Reunification Day on April 30, 2026, shortening the construction time by about 10 months.
Determined to "finish" early
In recent days, the weather in the North has been erratic, with intense heat mixed with sudden showers. However, the working atmosphere at the construction site is still urgent and continuous. The contractor has increased manpower and equipment, divided into 3 shifts, and simultaneously accelerated the progress at all construction sites.
At the Cao Bo bridge construction site (Km259+987), Mr. Hoang Thai Hao, a technical officer, shared: “Since the project started, we have been working continuously, without thinking about days off. Everyone understands that this is a national key project, so the working spirit is very serious and united. The company also regularly cares, encourages and motivates us to strive.”
Engineer Nguyen Manh Tuong, construction team leader, Nam Binh Bridge - Dong Thinh Bridge construction team, expressed his determination: "Currently, at the construction site, there are 100 officers, engineers, and workers with 80 pieces of equipment and machinery performing the embankment and weak soil reinforcement stages on the total assigned length of 6 km. The weather is quite hot and humid at this time, but this is favorable weather for construction. Therefore, all workers are determined to take advantage of the sunny weather to work overtime, in shifts, without holidays to speed up the assigned progress. We work 3 shifts throughout, closely monitoring the technical steps to ensure both quality and progress."
According to the report of the Department of Construction, the project is currently being implemented simultaneously with 11 construction teams, including 6 teams for the road section and 5 teams for the bridge section. The volume of work has achieved many positive results: on the road section, 6,500m of excavation to replace soil and fill sand (the weak soil treatment section with absorbent wicks) has been completed, 8,080m of excavation in areas with complex geological structures and properties requiring special technical treatment, 500m of roadbed soil filling (the untreated section), 2,800m of roadbed soil filling (the weak soil treatment section), 351m of excavation to replace soil and install bamboo piles and 3,970m of absorbent wicks construction. Regarding the bridge section, some major items have been completed such as: Cao Bo bridge has completed 135/158 bored piles, 20/126 girder slabs, 6/17 pier bases and 5/17 pier bodies; National Highway 10 overpass completed 28/86 bored piles, 9/63 girder slabs; Quan Vinh bridge completed 20/22 bored piles, 7/14 girder slabs, 1/2 abutment base and 1/1 pier base; Cam bridge completed all 16/16 bored piles, 12/16 girder slabs and 1/2 abutment base.
The total value of the completed main construction volume is estimated at 214.9/1,029 billion VND, equivalent to 20.9%. The accumulated capital allocated for the project is 1,200/1,875.616 billion VND (reaching 63.98% of the total investment), of which all capital comes from the increased revenue of the Central budget in 2022. The accumulated disbursement value to date is 371/1,200 billion VND. In the coming time, the construction units will continue to maintain the current 11 construction points, focusing on specific areas: the construction points of the road section stretching from Km259+100 to Km275+345; the construction points of the bridge section are concentrated at the locations of Cao Bo bridge, Cam bridge, Quan Vinh bridge and the National Highway 10 overpass.
The construction organization plan continues to be implemented according to the "3 shifts 4 teams" method, increasing human resources and construction equipment, speeding up progress on each item, striving to complete key projects on time or ahead of schedule. The Department of Construction and the Project Management Board have assigned teams to regularly inspect and supervise at the site. Contractors are required to make detailed plans each week, proactively have materials on site, and promptly handle any problems.
The leaders of the Department of Construction also affirmed that they regularly work with contractors to adjust, promote progress, and ensure the quality of the project. When completed, the route will not only serve traffic but also be an infrastructure "boost" for the entire region, supporting the development of tourism, industry, services, and reducing pressure on the old National Highway 1.
With the sense of responsibility, the initiative of the investor, contractor and the active support from the localities where the route passes, the North-South Expressway Expansion Project, Cao Bo-Mai Son section, is gradually taking shape. Each meter of road, each bridge span under construction is a vivid image of the determination to "overcome the sun and win the rain" to bring the national key project to the finish line early, creating an important premise in the development of modern and synchronous infrastructure of the country.
