Project for overall development of Phu Quoc island to 2010 and vision to 2020

The Government Office has just issued Notice No. 189/TB-VPCP dated April 27, 2024, concluding the Prime Minister's conclusion at the Conference summarizing Decision No. 178/2004/QD-TTg dated October 5, 2004 on the Project for the overall development of Phu Quoc Island, Kien Giang Province to 2010 and vision to 2020.

Building Phu Quoc city to develop rapidly and sustainably, becoming a center of high-quality services, eco -tourism , and island tourism of national and international stature.

After 20 years of implementing Decision No. 178/2004/QD-TTg, Phu Quoc has basically achieved its goals and had remarkable development, affirming the correctness of the Party and State's policies, guidelines, mechanisms and tasks and solutions set out in Decision No. 178/2004/QD-TTg.

The average economic growth rate in the period of 2004 - 2023 of Phu Quoc city reached 19.6%/year; tourism growth in the period of 2011 - 2023 reached over 38%/year (6 times the national average); industrial and construction production value increased from 310 billion VND in 2006 to over 19.1 trillion VND in 2023. Agriculture developed in the direction of applying science and technology, transforming the structure of high-value crops and livestock. Connecting socio-economic infrastructure, especially transport infrastructure, developed relatively synchronously in terms of airports, seaports and roads.

Investment attraction has achieved impressive results, from a locality with no investment projects in 2004, by 2023 it had increased to 321 projects with a total investment capital of 412 trillion VND, of which many investment projects have high-quality products of regional and international scope. Total social investment capital in 2023 reached over 21.6 trillion VND, 64 times higher than in 2004. By 2023, Phu Quoc had over 4.4 thousand enterprises with a registered capital of over 142 trillion VND, a 17-fold increase in the number of enterprises and a nearly 400-fold increase in registered capital compared to 2004. Phu Quoc island district became a city, a type II urban area under Kien Giang province from 2020.

The fields of culture, society, health, education and training have made much progress; the material and spiritual life of the people has been improved. National defense, security, and protection of sea and island sovereignty have been strengthened; social order and safety have been ensured. The work of building the Party and the political system has been focused on; the leadership capacity of Party committees at all levels and the direction and administration of governments at all levels have been improved; the work of preventing corruption and negativity has been promoted. Foreign affairs and international integration activities have been strongly promoted.

In addition to the basic achievements, Phu Quoc still has shortcomings, limitations and continues to face many difficulties and challenges. Phu Quoc's development is not commensurate with its potential and advantages; it is developing rapidly, with many unsustainable factors such as clean water, electricity, telecommunications waves, environmental sanitation, including no factories or centers for waste and wastewater treatment suitable for the population size,...

Economic and technical infrastructure is not yet synchronized; digital transformation infrastructure is still difficult. Mechanisms and policies for Phu Quoc are not yet innovative and outstanding to create a breakthrough and competitive advantage with other regions and localities in the country, the region, and internationally.... Mechanisms and policies to attract, mobilize and use resources have not been amended and supplemented in a timely manner.

Harmonious development, linking economy with culture, society and ecological environment protection

Development orientation in the coming time, building Phu Quoc city to develop rapidly and sustainably, becoming a center of high-quality services, eco-tourism, and island tourism of national and international stature; a smart, modern, civilized, green, clean, beautiful, safe and livable city; developing marine economy and cultural industry.

Arouse, spread and elevate the aspiration to develop Phu Quoc to new heights. Prioritize the development of digital economy, green economy, circular economy, knowledge economy, sharing economy; promote new growth drivers and renew traditional growth drivers (investment, consumption, export...).
Harmonious development, linking economy with culture, society and ecological environment protection; having mechanisms and policies in line with people's aspirations, mobilizing people's strength, improving people's material and spiritual life, firmly protecting national defense and security, maintaining independence, sovereignty over seas, islands and territorial integrity.

Developing Phu Quoc according to a multi-center model

The Prime Minister requested that in the coming time, Kien Giang province needs to resolutely, synchronously and effectively implement the Party's guidelines and policies, the State's policies and laws, the direction and administration of the Government, the Prime Minister and the Resolution of the Provincial Party Congress, Phu Quoc city for the 2020-2025 term.

Strictly implement the plans approved by competent authorities, including the Phu Quoc Master Plan to 2040, and resolutely handle violations. Develop Phu Quoc according to a multi-center model, a green, clean, beautiful, hygienic, safe, and smart city; form a chain of concentrated urban areas, including tourism, service centers, entertainment, nature reserves, airports, and seaports.

Developing culture, protecting a bright, green, clean, beautiful, safe environment associated with developing eco-tourism, resort tourism, green tourism, medical tourism, etc. to ensure peace for people and tourists; creating a qualitative change, being an attractive destination with its own identity in the overall identity of Vietnamese tourism, ensuring sustainable development of Phu Quoc tourism, contributing to affirming the Vietnamese tourism brand on the world tourism map.

Focus on protecting resources, forests, seas, and ecological environment, on the basis of mobilizing the participation of the entire political system and raising people's awareness. Resolutely resolve issues related to land; bottlenecks in infrastructure, water resources, and environmental sanitation, focusing on building clean water plants, freshwater reservoirs, and modern waste and wastewater collection and treatment centers; have mechanisms to encourage businesses to invest in building waste-to-energy and biomass power plants, contributing to environmental protection and implementing a circular economy.

Attracting high quality human resources to serve Phu Quoc development

Focus on strongly developing human resource training facilities, especially vocational training and vocational skills; make a breakthrough in training high-quality human resources, ensuring human resources meet development requirements, especially in the fields of digital transformation, green economy, digital economy, sharing economy, knowledge economy, circular economy; attract high-quality human resources to serve Phu Quoc's development; have appropriate policies to encourage and diversify training types such as domestic and foreign cooperation, cooperation with enterprises, training according to the ordering mechanism.

Focus on building and developing a modern, synchronous healthcare system to care for and protect the health and lives of people and tourists, especially in emergency cases. Plan a network of primary healthcare and preventive healthcare in line with Phu Quoc's development. Improve the material and spiritual lives of the people, ensure social security, take people as the center and subject, do not sacrifice progress, social justice, and the environment in exchange for mere economic growth.

Promote administrative reform, improve the investment and business environment, cut and simplify administrative procedures, reduce hassles, provide maximum support to people and businesses, put yourself in the shoes of people and businesses to resolve issues promptly and effectively in the spirit of harmonious benefits and shared risks.

Implementing "six pushes" to develop Phu Quoc

The Prime Minister also requested Kien Giang province to implement "six pushes" to develop Phu Quoc, including:

1 - Promote the improvement of market-oriented mechanisms and policies and healthy competition to further promote distinct potential, outstanding opportunities and competitive advantages.

2- Promote the development of a synchronous and modern strategic infrastructure system in terms of transportation (including airports and seaports meeting international standards), urban areas, society, culture, tourism, healthcare, education and training, digital transformation, information technology, environment, disaster prevention, and climate change response.

3- Further promote decentralization and delegation of power to Phu Quoc in conjunction with appropriate resource allocation, improve the implementation capacity of cadres, civil servants, and party members; strengthen supervision, inspection, and control of power, and prevent corruption and negativity.

4- Promote production, business, create jobs and livelihoods for people on the basis of science and technology, innovation, start-ups, apply achievements of the 4th industrial revolution, form domestic, regional and global production and supply chains.

5- Promote the heroic historical tradition and cultural identity of the historical land and people of Phu Quoc, Kien Giang and the Mekong Delta region in association with the development of services and tourism.

6- Promote maximum support from ministries, sectors and localities so that Phu Quoc and Kien Giang can develop more strongly and successfully achieve the goals set by the Party, State and expected by the people.
