The achievements in implementing policies and movements of gratitude and repayment contribute to affirming the superiority of the socialist regime in our country; demonstrating the concern, affection and responsibility towards those who have devoted, contributed and sacrificed for the Fatherland and the nation, highlighting the humanistic tradition and cultural beauty of the Vietnamese people. At the same time, these achievements contribute to consolidating people's trust; strengthening the great national unity bloc, creating the basis for maintaining political and social stability to firmly build and protect the Fatherland.

• PROMOTE TRADITIONS AND ETHICS OF THE NATION, CARE FOR PEOPLE WITH REVOLUTIONARY CONTRIBUTIONS
During his lifetime, President Ho Chi Minh affirmed: The blood of martyrs has made the revolutionary flag more brilliant. The heroic sacrifice of martyrs has prepared for our country to blossom with independence and freedom. Our people will forever remember the merits of martyrs and we must always learn from the brave spirit of martyrs to overcome all difficulties and hardships, and complete the revolutionary cause that martyrs have passed on to us(1). Over the past 77 years, imbued with the advice of President Ho Chi Minh, implementing the morality of "When drinking water, remember its source" which has crystallized into a beautiful cultural feature in the spiritual life of the Vietnamese people, the Party and the State have issued many policies and guidelines to show gratitude and educate the current and future generations of Vietnamese people, both at home and abroad, to have a sense of responsibility, to strive to contribute to the cause of building and defending the Fatherland(2); “Implement well the preferential policy for people with meritorious services; promote activities to repay gratitude. Continue to improve the material and spiritual life of people with meritorious services; ensure preferential treatment for people and their families in line with the trend of economic growth, progress and social justice” (3).
Preferential policies for war invalids, martyrs, and people with meritorious services to the revolution have been issued, supplemented, amended, and perfected by the State to institutionalize the Party's viewpoints, policies, and guidelines on preferential treatment for people with meritorious services to the revolution; standardize conditions and criteria for considering and recognizing people with meritorious services to the revolution; contribute to caring for and ensuring increasingly better material and spiritual lives of people with meritorious services (4). With the issuance and comprehensive implementation of preferential policies for people with meritorious services to the revolution, in the period of 2012 - 2022, the state budget was allocated 357,373 billion VND to increase the subsidy standard for people with meritorious services to ensure that it is not lower than the poverty line for urban areas. In 2023, regular subsidies were provided to over 1.13 million people with meritorious services to the revolution, with a budget of 29 trillion VND; Nearly 3.4 million social protection beneficiaries and nearly 355 thousand households and individuals receive monthly care and nurturing... In the first quarter of 2024, localities nationwide paid subsidies to 1,054,953 people with revolutionary contributions, with a budget of about more than 8.05 trillion VND (5). Most recently, the Government issued Decree No. 77/2024/ND-CP amending and supplementing a number of articles of Decree No. 75/2021/ND-CP stipulating the level of benefits, allowances and preferential regimes for people with revolutionary contributions from 2,055 million VND to 2,789 million VND, so the budget for implementing subsidies and preferential allowances for people with revolutionary contributions in 2024 is 35,629 billion VND. To present gifts on the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27, 1947 - July 27, 2024), the President signed a Decision to present gifts to 1,371,586 people, with a total budget of VND 419,646 million for giving gifts to people with meritorious services. The prompt and timely implementation of the State's policies has contributed to quickly creating a combined strength in politics, economy and society; consensus between the Party, the State, the people and people with meritorious services to the revolution; deeply affecting the whole society, together with the State taking care of people with meritorious services to the revolution, promoting the tradition and morality of the nation: "When drinking water, remember its source", "Repaying gratitude". These are breakthrough policies, positively affecting the lives of millions of people with meritorious services and relatives of people with meritorious services to the revolution.
The political system at all levels from the central to the grassroots level has actively mobilized all classes of people to carry out the movements "All people take care of families of war invalids, martyrs and people with meritorious services to the revolution", "Promoting the qualities of Uncle Ho's soldiers", "People's Public Security soldiers follow Uncle Ho's teachings", deeply demonstrating the morality of "When drinking water, remember its source" to take care of families of war invalids, sick soldiers and people with meritorious services to the revolution, through many practical activities, such as "Giving houses of gratitude", "Giving savings books", "Taking care of heroic Vietnamese mothers", "Taking care of gardens of gratitude", "Looking for comrades", "Gathering remains at cemeteries", "Planting trees in martyrs' graves", "Disabled but not useless war invalids"... The activities of "Repaying gratitude" are increasingly going into depth and socialization, attracting the participation of the whole society. The movements have developed extensively, received the sympathy and response of society; Through the movement, many organizations and typical examples have emerged from all walks of life contributing resources to the “Repaying gratitude” fund (6). At the same time, individuals who benefited from the policy have also overcome themselves in the spirit of “disabled but not useless”, not relying on or demanding the State; wholeheartedly contributing their remaining strength to rise up and stabilize their lives. The construction, upgrading, and renovation of martyrs’ graves, martyrs’ cemeteries, and works honoring martyrs have received investment attention; the work of searching, collecting, and identifying martyrs’ remains has been actively and effectively implemented, warming the souls of martyrs and contributing to reducing the pain of those left behind (7).

• SOME ORIENTATIONS AND SOLUTIONS THAT NEED TO FOCUS ON IMPLEMENTATION
In the current period, to continue implementing the morality of "When drinking water, remember its source" and "Repaying gratitude" as the responsibility and sentiment from the hearts of generations of Vietnamese people, contributing to strengthening the great national unity bloc, creating a combined strength to firmly build and protect the Fatherland, the political system at all levels needs to focus on implementing well the following main contents:
Firstly, strengthen the dissemination of the Party's guidelines and policies, the State's policies and laws to raise awareness, consciousness and responsibility among cadres, Party members and people of all walks of life for the implementation of policies for war invalids, martyrs and people with meritorious services; actively carry out the "Repaying gratitude" movement, considering it a responsibility and morality to repay the great sacrifices of previous generations; a practical action to continue promoting charity, filial piety, patriotic traditions and revolutionary heroism in the new era. Strengthen the dissemination and mobilization of domestic and foreign organizations and individuals to provide information on martyrs and martyrs' graves; expand international cooperation to exchange and provide information and documents related to Vietnamese soldiers who died or went missing in the war, serving the search and collection of martyrs' remains. At the same time, regularly pay close attention, listen, share, encourage, and create all conditions for people with merit to continue to promote their will to be self-reliant, develop production, improve their lives, and participate in social activities, actively contributing to the cause of building their homeland and country.
Second, continue to review, research, improve and better implement policies and laws for people with meritorious services, ensuring that people with meritorious services and their families have a living standard of average or higher in the area with the spirit of not leaving any person with meritorious services without enjoying preferential policies of the Party and State. Direct the implementation of the search and collection of martyrs' remains, focusing on domestic areas; focus on reviewing and completing files and lists of martyrs; build a national database on martyrs; conclude areas, create maps to search and collect martyrs' remains nationwide; identify the remains of martyrs with missing information using empirical methods and DNA testing. Focus on renovating, repairing and upgrading cemeteries, memorials, memorial steles, and works honoring martyrs.
Third, improve the quality of the Campaign "All people take care of families of war invalids, martyrs and people with revolutionary contributions", the Movement "Repaying gratitude", the Movement "Providing information on martyrs' graves" nationwide by comrades of martyrs, compatriots working and living abroad, and veterans' associations at all levels; thoroughly exploit archival information sources; Do a good job of coordination, improve the effectiveness of identifying martyrs' remains... Actively innovate the "Repaying gratitude" movement in the direction of developing good models, good deeds, bringing practical results, mobilizing organizations, businesses and people to participate in building the "Repaying gratitude" Fund at all levels with many diverse forms suitable to the capacity and actual conditions, such as "Building gratitude houses", giving "Gratitude savings books", "Taking care of Vietnamese heroic mothers"... Organize visits and encourage people with merit at centers for nurturing and nursing war invalids and exemplary policy families,... contributing to compensating for the disadvantages of people with merit and families with merit to the revolution. At the same time, well implement the preliminary and final summaries, commendations, rewards, and replication of advanced models that have done well in the "Repaying gratitude" movement and policy subjects who have made great efforts to improve in production, business, study, work... in each locality and the whole country.
Fourth, rectify and handle groups and individuals who lack a sense of responsibility, are insensitive, negative, and do not comply with the issued regimes and policies. Strengthen inspection, examination, and supervision of the implementation of regimes and policies because these regimes and policies are not only deeply humane, but also demonstrate the superiority of the socialist regime. Resolutely handle negative cases, thoroughly resolve complaints from policy beneficiaries, and do not let them accumulate and prolong.

(7) From 2016 to present, the Ministry of National Defense and the Ministry of Labor, War Invalids and Social Affairs have advised the Prime Minister to grant the Certificate of National Merit to 513 cases; issued decisions to grant certificates of war invalids and sick soldiers to 7,453 cases; reviewed and completed more than 900,000 martyrs' records to serve the work of verifying, concluding the area, creating search maps, and gathering; participated in establishing records, proposing to confer and posthumously confer the title of Heroic Vietnamese Mother to over 83,000 Vietnamese Heroic Mothers. Units and localities are continuing to speed up the progress of examining, verifying, concluding, and resolving remaining cases of war invalids and martyrs according to the Government's regulations. Specialized teams have organized searches, excavations, and collections of over 13,000 martyrs' remains (nearly 6,000 remains in the country; over 2,000 remains in Laos; over 5,000 remains in Cambodia).
