On the afternoon of August 22, within the framework of the 4th Conference of Overseas Vietnamese (VAO), a thematic session "Overseas Vietnamese - Ambassadors of Vietnamese culture and language" took place.
At the seminar, the presentations and opinions affirmed that Resolution 36 of the Politburo is the foundation and guideline for supporting the NVNONN community, especially in the field of preserving cultural identity, national traditions and Vietnamese language in the NVNONN community.
Preserve, promote and disseminate Vietnamese cultural values
In recent times, the maintenance and promotion of the Vietnamese language and traditional cultural identity in the overseas Vietnamese community have always received special attention from the Party and State and have been affirmed as policies in guiding documents such as Resolution No. 36-NQ/TW, Directive No. 45-CT/TW and Conclusion No. 12/KL-TW of the Politburo on work with overseas Vietnamese. At the 13th National Congress, our Party continued to emphasize: "Creating conditions for compatriots to preserve the Vietnamese language, national cultural identity, and enhance national pride and self-esteem".
In the trend of increasingly important international integration, cultural and artistic activities are constantly promoted, contributing to introducing and promoting the culture and image of Vietnam to the world , while creating connections between international friends, as well as the overseas Vietnamese community with their homeland and country.
For the NVNONN community, culture is important because it creates a unique identity, distinguishing it from other immigrant communities. Preserving, conserving, and developing cultural identity and national traditions has a dual goal, both for the benefit of the community and the connection with the homeland and country, and promoting and introducing Vietnamese culture to international friends.

In terms of policy, relevant agencies, especially the Ministry of Foreign Affairs, the Ministry of Culture, Sports and Tourism (MOCST) and the Ministry of Education and Training (MOET), have issued many solutions, implemented them and achieved important results.
Accordingly, in the cultural field, the Ministry of Culture, Sports and Tourism has issued "Guidelines for the establishment, organization and operation of Vietnamese bookcases, Vietnamese corners, and Vietnamese libraries in the overseas Vietnamese community" and a Plan to implement the Project "Developing reading culture in the community by 2020, with a vision to 2030".
The Ministry of Culture, Sports and Tourism has organized many programs to promote Vietnamese culture abroad in various forms, especially Vietnamese Culture Weeks/Days, commemorating full and even years of Vietnam's diplomatic relations with other countries... Overseas Vietnamese are given favorable conditions to return home to participate in composing, teaching, making films, performing arts in cultural and artistic programs...
Maintain and spread Vietnamese language in the NVNONN community
Identifying Vietnamese as a “means” to connect with the homeland and a bridge between generations, helping those living far from their homeland to maintain connections with the culture and national identity, many ministries, sectors, and associations of overseas Vietnamese have also promoted the teaching of Vietnamese to overseas Vietnamese, especially the younger generation.
In teaching and learning Vietnamese, the Ministry of Education and Training has published two sets of bilingual books for teaching Vietnamese, namely Happy Vietnamese and Vietnamese Homeland . The Ministry of Education and Training and the Ministry of Foreign Affairs have coordinated to organize training courses to improve the qualifications of teachers and volunteers, and to date more than 600 people have been trained.
Vietnam Television has produced and broadcast the program Hello Vietnam with 36 programs/year, followed by the program Hello Vietnamese , broadcast weekly on VTV4 channel and digital platform.
The Ministry of Foreign Affairs has submitted and received approval from the Prime Minister for the Project "Day to Honor Vietnamese Language in the Overseas Vietnamese Community for the period 2023 - 2030" in August 2022.
Immediately afterwards, the Ministry of Foreign Affairs coordinated with agencies and associations to organize many response activities, including a program to search for Vietnamese language ambassadors abroad, which initially attracted the active participation of overseas Vietnamese.

In the NVNONN community, in many localities, associations are very active and have achieved certain results, with many rich and exciting activities, attracting the attention and participation of a large number of overseas Vietnamese and local people. Within their capacity, many overseas Vietnamese have promoted their role as bridges and ambassadors of Vietnamese culture, constantly striving to promote the beauty of Vietnamese culture and art to international friends.
The work of preserving the cultural identity and Vietnamese language in the overseas Vietnamese community has achieved certain progress, besides the increasingly effective attention and support of domestic agencies, thanks to the dedication and enthusiasm of many overseas Vietnamese and associations.
However, the community still faces many difficulties, such as lack of funding for organization, lack of facilities and means, lack of professional resources. Activities are not really in-depth, geographical distance and scattered communities make it difficult to organize activities and gather.
In addition, difficulties also come from the decline in awareness of preserving traditional culture among young people, or from cultural similarities with some other Asian immigrant communities. Teaching and learning Vietnamese still faces difficulties due to the lack of suitable teaching materials and competition from the main language in the place of residence.
At the thematic session, overseas Vietnamese made recommendations focusing on requesting financial support from within the country (the State or funds and associations for preserving traditional culture in Vietnam) so that the NVONN community can build and organize better quality and more regular programs on Vietnamese culture.
Activities to preserve traditional culture can be done in a comprehensive manner, integrating tourism and agricultural product promotion, etc. to bring the best results. Regarding teaching and learning Vietnamese, we can refer to the experience of bilingual schools teaching Vietnamese in combining theory and practice, classroom learning with experience, and diversifying teaching and learning methods.
In the coming time, continue to train volunteer teachers to teach Vietnamese, strengthen coordination in organizing online and television teaching programs, apply technological achievements in teaching and learning. Complete policies, have forms of encouragement and motivation for teachers to teach Vietnamese abroad. Ensure the standardization and flexibility of the system of learning materials and teaching materials. Continue to build libraries, introduce books, and promote Vietnamese culture in other countries.
The project "Vietnamese Language Honor Day in the NVNONN community in the period of 2023 - 2030" needs to be widely promoted, with many diverse and rich forms, creating spread and attraction so that more and more people can participate.
