At the same time, it is necessary to well implement Uncle Ho's idea when naming Quang Ninh "sustainable", taking sustainable development as a long-term direction, resolutely not trading off rapid development that affects sustainability, especially the conservation of natural heritage, environment, and rare flora and fauna of Quang Ninh.

Quang Ninh needs to properly resolve the relationship between conservation and promoting the economic value of heritage, in which conservation is the core, the center of long-term development. Promoting economic value is necessary, creating financial resources for conservation, but must not affect the task of preserving heritage. To do so, it is necessary to do well the work of regional governance, local governance in a systematic manner, ensuring the role of governance with heritage from the planning, planning, leadership, and direction stages in organizing implementation; strengthen inspection, supervision and evaluation of the effectiveness of the implementation process.
