On August 26, information from the Bac Lieu Provincial Inspectorate said that the unit had just concluded the inspection of projects and bidding packages related to the International Progress Joint Stock Company (AIC Company) invested by the People's Committee of Gia Rai district (now Gia Rai town).
Equipment purchased at 2.8 times the price
According to the inspection conclusion 61/KL-TTT, AIC Company implemented the bidding package for the procurement of a 16-slice CT Scanner system worth nearly 15 billion VND at Gia Rai Town General Hospital. The bidding price was 14.987 billion VND; the winning bid price was 14.868 billion VND; the savings amount was 119 million VND, accounting for 0.79%. The inspection conclusion pointed out that in the contract between the investor and the contractor, the selling price of the equipment was 2.8 times higher than the import price (equivalent to 9.672 billion VND); The selling price according to the contract was 14.868 billion VND but the import price was only 5.195 billion VND.
AIC Company's explanation shows that the actual price of the equipment that the company provided was more than 11 billion VND. Of which, the price of the equipment that the company purchased from distributors to provide was 7.8 billion VND, the related costs were about 3.2 billion VND. In the price appraisal, the People's Committee of Gia Rai town (term 2011 - 2016) hired the Southwest Information and Valuation Company, but this company issued a price appraisal certificate without an attached price appraisal report. Package No. 21 was handed over and put into use since 2016 and the contractor was paid the entire amount according to the contract, but to date it has not been accepted and settled.
Although there were signs of lack of transparency from the stages of quoting for investment policy, making estimates, appraising prices, and participating in bidding, all of which involved AIC Company and businesses in the AIC ecosystem, the investor did not detect it. The investor, relevant agencies, organizations, and individuals failed to check the procedures and legal documents, leading to limitations and shortcomings in the appointment of consulting units, approval of bidding documents, approval of the list of technically qualified contractors, acceptance of consulting products and equipment, and preparation of documents for review and approval of the final settlement of the completed project.
The above limitations and shortcomings are the responsibility of the People's Committee of Gia Rai town, focusing on the Chairman, Vice Chairman in charge and related agencies, organizations and individuals.
11 officials were proposed for review
The Provincial Inspectorate recommended that the Chairman of the Bac Lieu Provincial People's Committee direct a review and draw lessons from 11 officials who were leaders of the Department of Health , the People's Committee of Gia Rai Town and related units and individuals at the time of their responsibility. At the same time, it requested that the People's Committee of Gia Rai Town be responsible for inspecting and reviewing the violations of the consulting unit and recommending that competent authorities handle them appropriately according to regulations.
Specifically, the Inspectorate of Bac Lieu province recommended that the Chairman of the Provincial People's Committee review Mr. Bui Quoc Nam, Director of the Department of Health of Bac Lieu, for his responsibility in submitting, requesting approval, and supplementing the origin of equipment, which resulted in limitations and shortcomings; Mr. Mai Chi Tinh, former Chairman of the People's Committee of Gia Rai town, was responsible as the head, in the role of investor; Mr. Nguyen Van Tran, former Vice Chairman of the People's Committee of Gia Rai town, at the time of his appointment; Mr. Huynh Van Dung, Director of Gia Rai Hospital (now Gia Rai Medical Center) was responsible for submitting and requesting approval for the purchase of equipment, which resulted in limitations and shortcomings. In addition, there are 5 other officials in agencies of Gia Rai town.
