Proposal to allocate funding to support officials and civil servants of Dak Lak province after the merger

Regarding the information reported by VNA reporters that many officials, civil servants and public employees of Dak Lak province have not received post-merger support funds, the Dak Lak Department of Finance has proposed to supplement the budget for payment. Currently, the amount of funds needed to implement the support policy according to the Resolution of the Dak Lak Provincial People's Council has increased compared to the original plan.

According to the Department of Finance of Dak Lak province, when advising the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 02/2025/NQ-HDND dated July 16, 2025, the estimated budget for policy support was 50,309 billion VND. However, when synthesizing the list of people receiving support under this Resolution from agencies, units and People's Committees of communes and wards, the total budget for implementation was 62,451 billion VND; an increase of 12,142 billion VND compared to the estimate. The reason is that the number of beneficiaries of support policies has increased compared to the original estimate.

Officials, civil servants, public employees and workers coming to work at the administrative center of Dak Lak province (according to the Project on rearranging Dak Lak and Phu Yen provinces) are supported according to the provisions of Article 2 of the Resolution, increasing by 50 people. Those supported according to the provisions of Article 3 of the Resolution also increased by 147 cases (travel expenses) and 140 cases (housing expenses).

Mr. Tran Van Tan, Director of the Department of Finance of Dak Lak province, said that the Department has advised the Provincial People's Committee to supplement the budget for the first 6 months of 2025 for agencies, units and People's Committees of communes and wards to pay support policies with a budget of 35,965 billion VND. The remaining amount is 26,486 billion VND, the Provincial People's Committee will submit to the Provincial People's Council for allocation in the 2026 budget estimate. Regarding the budget supported by the central budget to rearrange administrative units in Decision No. 1353/QD-TTg dated June 25, 2025 of the Prime Minister , the Department of Finance will review the funding needs of the units to advise the Provincial People's Committee to allocate according to regulations.

Dak Lak Provincial People's Committee requests that heads of agencies, units, and Chairmen of Commune and Ward People's Committees proactively arrange in the assigned budget in 2025 to promptly pay support regimes according to Resolution No. 02/2025/NQ-HDND, without missing any subjects.

Previously, VNA reporters reported that the Dak Lak Provincial People's Council issued a Resolution stipulating support policies for cadres, civil servants, public employees and workers working at the provincial and commune administrative centers after reorganization in the province. The Resolution, effective from July 1, 2025, stipulates that agencies and units employing cadres, civil servants, public employees and workers are responsible for paying housing support and travel expenses (VND 5 million/person/month, paid according to actual) at the same time as monthly salary payments. However, after 2 months, many civil servants and public employees working at agencies and public service units headquartered in the center of Buon Ma Thuot province have not yet received the support.
