This is an issue raised by many National Assembly deputies when discussing the draft Law on Road Traffic Order and Safety.
Need to legalize license plate auctions
Delegate Nguyen Tien Nam (Quang Binh) highly appreciated the Ministry of Public Security for proactively proposing to the Government to submit to the National Assembly Resolution No. 73 on piloting the auction of car license plates to meet the requirements and aspirations of the people.
Through monitoring, he said that the implementation of online auctions in the past time has been successful and has received great support and participation from the people.

The delegate cited information from the Ministry of Public Security showing that after 35 days of piloting, more than 4,600 car license plates were successfully auctioned, with more than 600 billion VND paid into the state budget.
"If this policy is maintained well, it will contribute to increasing the state budget revenue by thousands of billions of dong each year," Mr. Nam said, emphasizing that the important thing is to ensure publicity and transparency.
According to the National Assembly delegate of Quang Binh province, although the pilot resolution was only issued for a short time, the vehicle license plate auction is a policy that "is in line with the Party's will and the people's wishes."
"This is only an auction of cars, this policy needs to be legalized soon so that auctions can be expanded to include license plates of trucks, passenger cars, motorbikes...", Mr. Nam suggested that the National Assembly assign the agency drafting the Law on Road Traffic Order and Safety to study and add regulations on license plate auctions to the law and possibly implement auctions for all types of license plates in the near future.

Sharing the same view, delegate Vu Thanh Chuong (Hai Phong) also proposed to include the auction of vehicle license plates in the law. With more than 600 billion VND collected for the budget after more than a month of piloting, Mr. Chuong emphasized that this is a significant source of revenue.
"If included in the law, we can auction both motorbike license plates and transport business license plates in the future because the number warehouse is an endless resource, and many people have a need for it," Mr. Chuong affirmed.
Meanwhile, delegate Nguyen Van Huy (Thai Binh) said that the vehicle license plate auction has just been piloted and has not yet proven its effectiveness. Therefore, it is necessary to consider how to specifically stipulate it in the draft law to ensure feasibility.
Inadequacies in monitoring the journey of transport business vehicles
Regarding the issue of monitoring the journey of commercial transport vehicles, delegate Nguyen Tien Nam said that commercial transport vehicles, especially passenger transport vehicles, should be considered a special subject in ensuring traffic order and safety, because if traffic accidents occur with these vehicles, it will cause particularly serious consequences for people's lives.
According to statistics from the Ministry of Public Security, traffic accidents involving commercial transport vehicles account for nearly 40% of the total number of cases, of which many accidents involving commercial passenger transport vehicles cause major casualties.
"We cannot be indifferent to this extremely heartbreaking situation," said the delegate.

One of the important solutions proposed is that these types of vehicles must be equipped with journey monitoring devices to monitor driver violations, passenger violations and road traffic violations.
However, according to Mr. Nam, journey monitoring data has not been used effectively due to separation and lack of data connection with the force directly ensuring traffic safety and order.
Therefore, many bus companies violate the law many times in a short period of time, in some cases speeding more than 300 times/month but are not handled or prevented in time.
"If there is real-time monitoring of transport vehicles, it is possible to prevent many tragic accidents involving passenger cars like the recent ones," said Mr. Nam.
Supporting the regulation that transport business vehicles must ensure conditions for having journey monitoring equipment, Mr. Nam said that this monitoring should be assigned to the agency responsible for ensuring traffic order and safety to promptly suspend and immediately handle violations.
The draft Law on Road Traffic Order and Safety consists of 9 chapters and 81 articles. According to the program, the National Assembly will discuss this draft law on November 24 and consider passing it at the mid-year session in 2024.
