The Culture - Social Committee of the Ho Chi Minh City People's Council has just reported to its superiors the results of the review of the draft Resolution regulating specific prices for medical examination and treatment services in the area.
Service prices fall into three categories: within the scope of the list paid by health insurance; paid by the State budget; not within the list paid by health insurance but are not medical examination and treatment services of the State, managed by Ho Chi Minh City.
Offer prices for over 10,600 medical services
Through reviewing the content of the draft Resolution, the Culture and Social Affairs Committee found that the scope of regulation and applicable subjects are close to reality and in accordance with current regulations. The number and list of proposed price services include 10,649 technical services.
The specific price regulation for medical examination and treatment services at public medical facilities aims to ensure uniformity in medical examination and treatment prices throughout Ho Chi Minh City after the reorganization, creating conditions for medical facilities to collect public, transparent and appropriate fees in accordance with the socio -economic situation.

The draft Resolution is comprehensive and comprehensive, with specific contents on medical examination and treatment service prices, in accordance with the provisions of the Law on Medical Examination and Treatment issued in 2023.
The proposed service prices according to the draft Resolution are determined in accordance with regulations, including direct costs and salaries, wages, allowances and contributions according to regulations; ensuring that they do not exceed the corresponding prices prescribed by the Minister of Health.
In which, salary costs are calculated based on the basic salary of 2.34 million VND (excluding bonus fund).
Prices for medical examination and treatment services are researched, compared, unified, and inherited in terms of the number of technical service categories and specific prices of the 3 regions (Vung Tau, Binh Duong, Ho Chi Minh City) after the arrangement, to unify the number of technical service categories and prices for medical examination and treatment throughout Ho Chi Minh City.
The draft Resolution also adjusts the medical examination price and bed days of Thu Duc Regional General Hospital and Mental Hospital; removes the bed day price of the commune health station from 64,100 VND (according to the Resolution of the Binh Duong Provincial People's Council) because the commune health station does not perform inpatient examination and treatment.

The Draft Resolution also summarizes the list of technical services and updates the list of State medical examination and treatment facilities in Ho Chi Minh City (new) at present.
Some recommendations and proposals
In addition to the above comments, the Culture and Social Committee has some specific opinions and recommendations.
Firstly, the number of prices for technical services and tests; prices for technical services performed by anesthesia method excluding the cost of drugs and oxygen used for the service issued with the draft Resolution is quite large.
Therefore, the Department of Culture and Society requests the Department of Health to review and take responsibility for the accuracy of the content and prices of each type of list, especially for the prices of technical services and tests, to deploy and apply at public medical examination and treatment facilities in Ho Chi Minh City.

The Committee also requested the Department of Health to continue reviewing medical examination and treatment services managed by State medical facilities in the area, but the Ministry of Health has not yet regulated prices; services that medical examination and treatment facilities under the Ministry of Health and other ministries and branches do not perform but local facilities do, to advise on additional provisions according to regulations (if any).
After the Resolution is issued, the People's Committee of Ho Chi Minh City is requested to direct the Department of Health and state-owned medical examination and treatment facilities under the management of Ho Chi Minh City to urgently issue documents to deploy, publicly announce the price list and collect fees for new medical examination and treatment services in accordance with regulations.
In addition, there needs to be a monitoring, inspection and examination regime to promptly correct and handle violations (if any) during the implementation process.
