Reporting on the principles of planning, Mr. Phan Van Mai, Chairman of the National Assembly's Economic and Financial Committee (ECFC), said that the Standing Committee of the ECFC believes that the draft law stipulates that technical and specialized planning can be made at the same time as national, regional and provincial planning, but can only be approved after the planning; and that planning that is concretized and approved can slow down and affect the progress of investment projects, leading to the goals and requirements on socio-economic growth rate not being achieved as expected.
Therefore, the appraisal agency recommends considering research in the direction that for plans decided or approved by the same authority, the plan that is established and appraised first will be decided and approved first. For plans decided or approved by a different authority, the plan with a higher authority must be decided and approved first to limit conflicts and overlaps between plans after they are decided or approved.

Regarding the decentralization of authority to decide and adjust national marine spatial planning and national land use planning, the majority of opinions of the Standing Committee of the National Assembly agree with the view that only decentralizing authority to the Government to decide to adjust national marine spatial planning and national land use planning for the period 2021 - 2030 to meet the requirements of arranging and merging administrative units and building 2-level local governments, without decentralizing authority to the Government to decide on the establishment of new plans for these 2 plans after 2030.
Regarding the transitional provisions, the Standing Committee of the Central Inspection Committee also pointed out that the addition of the case of adjusting the planning for the 2021-2030 period to implement urgent projects and urgent tasks but without specifically defining the content, criteria, and conditions of application, as well as the competent authority to decide on urgent projects and urgent tasks, may lead to arbitrary adjustment of the planning, affecting and having a major impact on the environment and sustainability. Therefore, it is recommended that the drafting agency consider and carefully evaluate the addition of this content in the draft Law.
Further explaining the decentralization of authority to decide and adjust national marine spatial planning and national land use planning, Minister of Finance Nguyen Van Thang said that this time the Government only submitted the decentralization of authority to the Government to decide to adjust national marine spatial planning, while the decision-making authority still belongs to the National Assembly. Regarding the national land use planning for the period 2021 - 2030, the Government requested the right to adjust, while the decision-making authority belongs to the National Assembly.
Speaking at the meeting, National Assembly Chairman Tran Thanh Man suggested that when finalizing the draft law, it is necessary to consult with the merged localities. The National Assembly Chairman said that there are two difficulties in the process of implementing the law on planning: assessing the conformity between different types of planning; assessing the conformity of investment projects with planning in the context of the planning agency being inadequate.
In addition, according to the National Assembly Chairman, it is necessary to review the provisions of relevant laws such as the Law on Public Investment, the Law on Investment, the Law on Investment under the public-private partnership model, etc., along with regulations on planning of a specialized technical nature.
"As Da Nang merges with Quang Nam, how can we integrate the planning between Quang Nam and Da Nang to both implement the planning and implement projects?", the National Assembly Chairman stated.
