Deputy Minister of Health Le Duc Luan signed and issued a document to the Chairmen of the People's Committees of provinces and centrally-run cities regarding the payment of monthly social allowances for social protection beneficiaries, providing instructions on social protection payments for July, August and September 2025.
This is a necessary task to implement Decision No. 608/QD-TTg dated March 15, 2025 of the Prime Minister on the plan to deploy tasks and solutions to promote decentralization and delegation according to the provisions of the Law on Organization of the Government and the Law on Organization of Local Government; Decision No. 758/QD-TTg dated April 14, 2025 of the Prime Minister on the plan to reorganize administrative units and build a 2-level local government organization model; Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister approving the Project on reorganizing administrative units at all levels and building a 2-level local government organization model.
Accordingly, the Ministry of Health requests the Chairmen of the People's Committees of provinces and centrally-run cities to urgently direct agencies and localities to perform the following tasks:
Firstly, the Department of Health shall preside over and guide the organization, implementation, updating and operation of the Information System and database of social protection beneficiaries (hereinafter referred to as the System) when implementing the two-level local government model, specifically: Coordinate with competent authorities in the process of upgrading the System, ensuring the operation of the System is compatible with the two-level local government model; guide the People's Committees at the commune level to update data into the system, establish and approve the list of beneficiaries of monthly social allowances on the System from July 2025; organize training for commune-level officials to use the System before June 30, 2025. At the same time, coordinate with the Department of Finance and the State Treasury to guide and supervise the commune level in paying monthly social allowances in accordance with regulations, and promote non-cash payments.
Second, direct the People's Committees at district and commune levels to carry out the work of handing over, receiving records, documents and paying monthly social allowances.
Chairmen of People's Committees of provinces and centrally run cities shall direct district-level People's Committees to urgently complete the payment of social allowances for June 2025 to social protection beneficiaries before June 28, 2025; organize the handover of records, data and make a list of social allowance beneficiaries from the district level to the commune level according to the provisions of the Law on Archives and guiding documents for implementation, to be completed before June 30, 2025.
At the same time, direct the People's Committees at the commune level to organize monthly social allowance payments for social protection beneficiaries from July 1, 2025; arrange adequate human resources, funding, and technical infrastructure to serve the implementation of this task; promptly handle arising problems, not interrupt or delay the payment of social allowances. Ensure that the payment of social assistance policies is fully, promptly, and to the right beneficiaries./.
