The Vietnam Register has proposed to increase the price of car inspection services by 30,000 to 220,000 VND depending on the type of vehicle and 50,000 VND in document preparation fees for vehicles exempt from inspection.
In a petition sent to the Ministry of Transport last weekend, the Vietnam Register said it proposed the price increase to remove difficulties for registration units and maintain stable operation of the system.
The price increase plan is based on output and total inspection costs of the units; the provisional profit margin is determined to be 10% on the cost price and 10% value added tax on the basis of cost price plus expected profit to determine the product selling price.

To have a basis for price adjustment, the Vietnam Register has issued a document guiding units to prepare plans. By May 19, the Department had received 101 price plans from 122 registration centers.
Through review, the Department has eliminated the declared cost price that was too high but did not have detailed explanation, selected 76 options representing 96 centers as the basis for proposing the plan to the Ministry of Transport and the Ministry of Finance for consideration.

In case of reprinting stamps and inspection certificates for vehicle owners who have lost stamps or certificates or requesting re-circulation, the cost is 50% of the price for preparing vehicle records.
In March, the Ministry of Transport issued Circular No. 02/2023 allowing many cars to be exempted from the first inspection and extending the inspection cycle. According to the Vietnam Register, the above regulation has created convenience for people and businesses, but has reduced the revenue of inspection units by about VND132 billion, causing difficulties for vehicle inspection activities.
On May 8, the Government Office announced the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting reviewing the draft decree amending and supplementing a number of articles of Decree 139/2018. Accordingly, the Deputy Prime Minister assigned the Ministry of Finance to promulgate inspection service prices based on correct and adequate calculations according to the market mechanism. The Ministry of Finance then requested the Ministry of Transport to assess the situation and the level of cost compensation of inspection service prices.
