Institutionalize the regulation of "banning" artists who violate the law to "be more certain"
Regarding the pilot process of restricting the images and activities in the press, media, and on the performing arts stage of artists and celebrities who violate the law, Mr. Tu Do said that the process was issued by the Ministry of Culture, Sports and Tourism in October 2024.
But until now, for many objective reasons, this pilot process has not been implemented with any artists or celebrities.
There is also a subjective reason. That is, the process of restricting the images and activities of artists and celebrities who violate the law has not been institutionalized into law.
“We also considered whether doing so was in accordance with regulations and whether we would be sued. There is no legal regulation that states that celebrities who violate the law cannot appear in newspapers or on TV.
Therefore, when issuing this set of procedures to limit images, we call on the voluntary spirit of press agencies. Press agencies can do it or not. We want to institutionalize this procedure into legal regulations to make it more certain,” said Mr. Tu Do.
Sharing more with Tuoi Tre Online about the desire to institutionalize the above image restriction process, Mr. Tu Do said that the Ministry of Culture, Sports and Tourism is proposing that the Prime Minister agree to promulgate it as a legal norm.
For now, it can be made into a decision of the Prime Minister. Further, it can be proposed to be included in Decree 144 on performing arts activities, which is being proposed to be amended next year.
As soon as possible, the Ministry of Culture, Sports and Tourism will meet with the Central Propaganda and Mass Mobilization Commission to discuss piloting the restriction of this image.
Mr. Tu Do said that this received great support from the Central Propaganda and Mass Mobilization Committee, so he believes that this pilot process can be implemented with a number of artists and celebrities before institutionalizing it into law.
6 months removed 30,000 fake accounts
Regarding the recent rampant online fraud, Mr. Le Quang Tu Do admitted that currently on cyberspace, especially on Facebook, there are many fake accounts impersonating fraudulent businesses in many different forms.
It has become particularly popular in the last 3 years, with increasingly sophisticated and organized fraud methods. Recently, the police announced a lot of information about dismantling a transnational criminal fraud ring that defrauded the Vietnamese people.
Faced with that situation, the Department of Radio, Television and Electronic Information together with the Department of Cyber Security and High-Tech Crime Prevention (A05) under the Ministry of Public Security have taken preventive measures, such as using technical blocking measures to block fake accounts for fraud, and raising public awareness.
Mr. Tu Do said that recently the Department of Radio, Television and Electronic Information met with representatives of Facebook, YouTube, and TikTok, three social networks with many fake accounts, to ask them to set up AI algorithms to prevent fake fraudulent accounts.
"In the first 6 months of the year, these platforms removed about 30,000 fake accounts, but it's still not enough," said Mr. Tu Do.
In addition, propaganda measures to raise people's awareness and provide full information to create resistance for people are also actively implemented.
A05 The Ministry of Public Security sends text messages to mobile phones almost every week, warning about new social media scams they have collected.
The Department of Radio, Television and Electronic Information also publishes these scams on its website to prevent fake news and false information, as well as receives people's feedback on that website to forward to the authorities for handling.
However, Mr. Tu Do admitted that despite his efforts, in the context of the current rapid and sophisticated development of AI, these two measures have not been highly effective and require more support and efforts from many sides.
"Technical measures to remove fake accounts used for fraud are only temporary measures. Every citizen needs to have the strength to resist fraudulent behavior in cyberspace," said Mr. Tu Do.
