Deputy Prime Minister Le Thanh Long has just signed Decision 270/QD-TTg dated February 13, 2025 approving the "Pharmaceutical Industry Development Program to 2030, with a vision to 2045" (Program).
By 2045, Vietnam's pharmaceutical industry will become a high-tech, modern, competitive industry and participate in the global pharmaceutical value chain.
The objective of the Program is to develop the pharmaceutical industry, gradually increase the rate of production and use of domestic pharmaceutical ingredients and promote the export of pharmaceutical products, contributing to the implementation of the objectives of the Strategy for the Development of the Vietnamese Chemical Industry, the Program for the Development of the Pharmaceutical Industry, domestically produced medicinal materials and the National Strategy for the Development of the Vietnamese Pharmaceutical Industry to 2030 and vision to 2045 approved by the Prime Minister.
Specifically, by 2030, strive to meet 20% of raw material demand for drug production; meet 50% of raw material demand for functional food and pharmaceutical cosmetics production domestically. The export growth rate of some natural pharmaceutical products (pharmaceuticals, quantitative extracts, essential oils rich in active ingredients) > 10%/year.
By 2045, Vietnam's pharmaceutical industry will become a high-tech, modern, competitive industry and participate in the global pharmaceutical value chain. The growth rate of pharmaceutical industry production will reach 8-11%/year.
Review and soon have policies to encourage investment in the production of essential chemical materials.
Regarding the main tasks and solutions of the Program, including institutions and laws, research, review, and completion of mechanisms, policies, and legal regulations on encouraging, supporting, and attracting investment in the development of the pharmaceutical industry in the direction of providing the highest level of incentives and support in terms of tax, land, finance, etc. for a number of activities such as research and development, investment in production, technology transfer, especially new technology, core technology, and technology for manufacturing high-quality, high-value pharmaceutical products.
Increasingly attracting domestic enterprises and multinational pharmaceutical corporations to invest in the production of pharmaceutical products using chemical synthesis and chemical biosynthesis methods.
Encourage and support Vietnamese enterprises to invest in extracting and refining natural pharmaceutical products along the value chain from growing, caring, exploiting, and processing medicinal herbs to manufacturing and distributing products.
Review and soon have policies to encourage investment in the production of essential chemical raw materials, such as the production of basic chemicals, the production of chemical products from petroleum used in pharmaceutical synthesis and the extraction and refinement of medicinal materials (used in the pharmaceutical synthesis industry and for the extraction and refinement of medicinal materials).
Continue to improve and update relevant standards and regulations for pharmaceutical products.
Review, reform, and simplify administrative procedures for investment, production, business, trade promotion, export, and international cooperation activities in the pharmaceutical field. Support organizations and individuals in registering patents and protecting intellectual property rights for new pharmaceutical products; register product circulation, and support clinical trials for drugs prepared from domestic pharmaceutical products.
Research and develop high quality pharmaceutical products that can replace imported products.
Regarding science - technology , human resources and training, promote research and development activities, technology transfer in the field of pharmaceutical chemistry, focusing on researching, building and organizing the implementation of a number of national and ministerial level scientific and technological tasks, aiming at researching and developing high-quality pharmaceutical chemistry products that can replace imported products.
Encourage pharmaceutical and chemical enterprises to allocate maximum income to establish the enterprise's science and technology development fund in accordance with the law.
Promote training to ensure adequate human resource requirements for the pharmaceutical industry, focusing on training high-quality human resources. Strengthen domestic and international cooperation and linkage activities, cooperation between enterprises and higher education institutions and research institutions in human resource training.
Support and facilitate the attraction of experienced experts, scientists, and managers who are foreigners and Vietnamese people living abroad to work in the pharmaceutical chemistry field in Vietnam...
