Thanh Bong is a mountainous commune of Quang Ngai province, so moving is extremely difficult. For cases of party members who are old and weak and cannot move, the commune police arrange teams to come and collect documents.
Come to home to collect documents
Having suffered from a stroke for many years, Mr. Ho Van Thai (born in 1954), in Cua village, Thanh Bong commune, felt extremely moved when the officers and soldiers of the commune police came to his house to renew his party membership card. “I suffered from a stroke for many years. The comrades of the commune police came to my house to complete the procedure to renew my card very quickly, enthusiastically and thoughtfully.”
Or like the situation of Mr. Ho Van Sang (born in 1949) who emotionally said: “Due to old age and poor health, traveling is very difficult for me. Thanks to the care and help of the comrades of the Commune Police, I have completed all the procedures to change my Party membership card right at home. This is a meaningful work, showing the affection and responsibility of the organization and the Police force towards veteran Party members”.
Lieutenant Colonel Nguyen Van Dong, Chief of Thanh Bong Commune Police, said that as a commune that has not been equipped with a camera system to receive ID documents to carry out procedures for receiving documents to issue and renew party membership cards like some central communes, but because of the assigned political task, the Commune Police proactively proposed that the locality support the purchase of necessary equipment (Webcam) to ensure completion on schedule.
Starting to collect information to make electronic party membership cards from August 19 to August 21 at the Commune Police Headquarters, the Regional Police Team has collected 270 cases of party members. However, after checking, there are still many cases of party members due to poor health conditions, old age, and difficult travel to the headquarters, so card information has not been collected like normal party members.
“As a sparsely populated area, mainly living in mountain villages, the roads are extremely difficult to travel. However, in order to successfully complete the assigned political tasks, officers and soldiers in the Commune Police Area Police Team have proactively and flexibly brought machines and equipment to citizens' homes to collect applications for party membership cards. To date, the Commune Police have collected applications for electronic party membership cards for 306/306 cases, reaching a rate of 100%,” Lieutenant Colonel Dong shared.
"Working during the day is not enough, so work at night"
Dak Koi commune has three subordinate party committees, 39 party cells, and the whole commune has 426 party members who are eligible for renewal of party cards. Although the roads are difficult to travel and equipment is limited, with the spirit of being proactive, "working during the day is not enough, working at night", the commune police have proactively arranged reasonable human resources, and arranged overtime to meet the needs of party members.
Lieutenant Colonel Nguyen Van Binh, Chief of Dak Koi Commune Police, said that the officers and soldiers of the Commune Police both guided and checked the information on the system, ensuring synchronization and proper implementation of the process, each party member had convenient access, information was thoroughly checked, and each data was processed accurately. For older party members with little access to technology, the police officers directly supported each small operation. In cases of illness or difficulty traveling, the police force arranged officers to go directly to the house to support party members in carrying out the procedures for declaring and confirming information to serve the card issuance and replacement.
It is this dedication and responsibility that has created consensus, trust and satisfaction among each party member. As of August 22, 100% of party members in the commune have completed the issuance and renewal of their Party Membership Cards.
Quang Ngai currently has 91,194 party members active in the area. As of August 26, 67,923 party members had their profiles collected, reaching a rate of 74.48%; of which 50,600 profiles have been sent to the Central, reaching a rate of 55.49%. Units are continuing to review information to send profiles to the Central, while speeding up the implementation progress.
The new Party membership card has many improvements: Photos, identification codes, personal information, and admission dates are all standardized and authenticated by the national data system. There are no more cases of incorrect names, missing photos, or incorrect dates of birth like before. All information is updated clearly and synchronously, making it easy to look up when transferring jobs, retiring, or changing Party activities.
Lieutenant Colonel Le Quang Chinh, Head of the Department of Administrative Police for Order and Society, Quang Ngai Provincial Police, said that currently, 7 commune-level units have completed the collection of records for party members living in the area, including 5 mountainous communes: Dak Bla Ward and Tra Bong, Thanh Bong, Dak Koi, Sa Thay, Ngok Bay communes; 1 plain commune: Nghia Hanh. The application of "digitalization" of party membership cards is a big step forward in the modernization of party member management, not only reducing procedures and avoiding loss of records but also strengthening the pride and honor of party members when carrying a digital "certificate" that is official and transparent.

This is also a vivid demonstration of the effective implementation of Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in the provincial Public Security force.
