Plan to implement the Law on Organization of Local Government

The implementation of the Plan aims to clearly define the work content, progress, completion deadline and assign specific responsibilities to each relevant agency and unit in implementing the Law on Organization of Local Government, in order to ensure that the implementation of the Law is carried out promptly, comprehensively, consistently, synchronously, effectively and in accordance with the law.

In addition, it creates a complete, unified and feasible legal basis to convert the local government organization model from 3 levels to 2 levels, in accordance with the spirit of the Law, in line with the requirements of streamlining the state administrative apparatus, reducing intermediate levels, ensuring interconnected, smooth, effective, efficient and practical operations.

Implementation contents include: Propagating and disseminating the Law on Organization of Local Government to cadres, civil servants and public employees of the Culture, Sports and Tourism sector;

Organize a standing unit to resolve difficulties and problems arising when implementing the Law on Organization of Local Government and converting the local government model from 3 levels to 2 levels;

Coordinate the development of legal documents detailing the contents of the Law on Organization of Local Government;

Issue documents in case it is necessary to resolve issues arising when organizing two-level local governments as prescribed in Clause 9, Article 54 of the Law on Organization of Local Government;

Organize the assessment and summary of Government Decrees, Circulars of ministries and ministerial-level agencies on decentralization, delegation, and assignment of authority in various fields; propose amendments and supplements to laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee.

The Ministry of Culture, Sports and Tourism requires that the implementation of the Law on Organization of Local Government must be associated with the conversion of the local government model from 3 levels to 2 levels, while promoting decentralization, delegation, and determination of authority of 2-level local governments nationwide.

Agencies and units under the Ministry are assigned to proactively and actively implement tasks, ensuring progress and quality of work;

In accordance with practical requirements to ensure that the Law and detailed regulations and implementation instructions are implemented in a unified, synchronous and feasible manner;

Timely guide, remove difficulties, resolve problems arising in the implementation process, ensure continuity, effectiveness and efficiency in the operation of the local government apparatus.
