Market control, consumer protection

Faced with the complicated developments of smuggling, trade fraud and counterfeit goods at the end of the year, the Market Management force has proactively deployed many inspection and control measures under the direction of the Government, the Ministry of Industry and Trade and the National Steering Committee 389. The provincial Market Management Department directed its subordinate teams to closely monitor the area, strengthen inspection of high-risk areas, contributing to maintaining a transparent business environment and ensuring consumer rights.

The sharp increase in consumer demand while the methods of violations are increasingly sophisticated requires inspection to be carried out flexibly and synchronously. Market management forces maintain regular and surprise inspections; monitor from the stage of transportation to the circulation of goods to promptly detect and handle violations.

The focus is on products with high consumption during holidays and peak seasons such as confectionery, children's toys, food, cosmetics, functional foods, ready-made clothes, construction materials; and local specialty products such as Thai Nguyen tea.

The list of key goods is built based on the synthesis of market information, violation data and feedback from relevant agencies. Market management teams check at warehouses, wholesale markets, shopping malls, supermarkets and business-focused streets.

Notably, the e-commerce environment is regularly monitored because of potential violations such as the sale of counterfeit goods, fake goods, goods of unknown origin and false advertising.

In addition to direct inspections, the Market Management Force has increased monitoring of electronic invoices in areas prone to violations such as petroleum, fertilizers, construction materials and consumer goods. Monitoring invoices helps detect irregularities in transactions, limit commercial fraud, tax losses and promote transparency.

Legal propaganda work is also promoted to raise awareness among people and businesses, creating a foundation for preventing violations right from the grassroots.

In the 11 months of 2025, inspection and violation handling activities achieved many results. The entire force conducted 694 inspections, detected and handled 561 violations. The total handling value is estimated at more than 9.38 billion VND, of which more than 6.04 billion VND was paid to the state budget.

Violations are mainly related to trading in smuggled goods, goods without valid documents, goods with illegal labels, goods that do not ensure food safety; using invalid invoices or fraud during the buying and selling process.

Some product groups such as cosmetics, functional foods, electronic cigarettes and fast-moving consumer goods have seen an increase in violations, showing that violators continue to take advantage of market demand to bring poor quality goods to consumers.

Not only focusing on handling, the Market Management Department also focuses on guiding and propagating to help businesses and business households raise their awareness of law compliance. Market Management teams coordinate with local authorities to encourage small traders to sign a commitment not to trade in prohibited goods, smuggled goods or goods of unknown origin. Consumers are advised to increase product information checks, avoid buying goods at unusually low prices or without documents proving their origin.

A representative of Go Thai Nguyen Supermarket said: The supermarket prioritizes choosing reputable suppliers, only importing goods with clear origins and full invoices and documents. All products are strictly controlled right from the input stage. The supermarket also regularly coordinates with the Market Management force to monitor the quality of goods, prepare enough supplies for the end of the year and prevent unreasonable price increases.

To improve management efficiency, the Market Management Department continues to focus on professional training for its staff; applying information technology in local management and e-commerce monitoring; maintaining inter-sectoral coordination with the Police, Customs and related units. This coordination creates a combined strength, contributing to effectively preventing smuggling, trade fraud and the production and trading of counterfeit goods.

Mr. Luong Thanh Tung, Captain of Market Management Team No. 2, said: In the last months of the year, the volume of goods in circulation increased rapidly, leading to the risk of violations. Market Management Team No. 2 closely followed the supply-demand and price developments; increased inspection of sensitive goods such as food, beverages, clothing, and electronics. The goal is to promptly detect and thoroughly handle violations, ensuring a stable and safe market for consumers.

With a high sense of responsibility and close coordination between forces, market inspection and control work continues to be improved. Market management forces strive to build a healthy market, contributing to promoting the province's economic development and protecting the legitimate rights of consumers.
