"Going to every alley, knocking on every door" to encourage people to participate in health insurance

Determining that mobilizing people to participate in health insurance (HI) plays a very important role in health care and medical examination and treatment for people, right from the beginning of the year, the People's Committee of Phan Ri Cua town promptly developed and deployed a plan to implement the HI task in 2023.

Family health insurance increased

As one of the towns with the largest population in the country, more than 43,000 people, in recent years, the Standing Committee of the Party Committee of Phan Ri Cua town - Tuy Phong district has paid great attention to the work of universal health insurance. This is also one of the criteria contributing to improving the material and spiritual life and health care for the people of the town. Recently, people's awareness of health insurance has been increasingly raised and more and more people participate in voluntary health insurance. The health insurance agent system has been gradually consolidated and improved. Each department, branch and organization of the town has closely coordinated, the members of the Steering Committee assigned to the area have performed their roles and responsibilities well, so the rate of health insurance participation since the beginning of the year has had many positive changes. In addition, the quality of medical facilities' operations has changed a lot. Currently, the town has done a good job of medical examination and treatment and primary health care for the people in general as well as medical examination and treatment for people with health insurance cards in particular, creating conditions for poor households and policy beneficiaries to access health services to improve their quality of life. As of May 2023, the total number of people participating in health insurance was 34,408/42,902 people, reaching 80.2% (compared to the district's target of 87.5%); there were 23,734 medical examinations, of which 4,667 were health insurance examinations. The health insurance participation rate increased by 5.01% over the same period. In particular, family health insurance increased by 1,465 cards compared to the same period in 2022 (9,780 cards).

Although the rate of health insurance participation has increased, it mainly focuses on the group of subjects supported by the state budget, the increase of other subjects is slow, especially the group of households. The number of participants who have completed their participation has not met the requirements. Partly because the propaganda work is not regular in the residential area, the forms of propaganda are not diverse, and have not clearly changed people's awareness, the ability to attract participants is not high. The rate of mobilizing people to participate in health insurance in each residential area according to the assigned target has encountered many difficulties. Some residential areas such as Song Thanh 1, Minh Tan 2, Minh Tan 4 and Phu Hai have had a low rate of health insurance participation since the beginning of the year, below 20%, and there are no good solutions to mobilize people to participate in the maturity and develop new subjects.

According to Mr. Tran Quoc Tai - Vice Chairman of Phan Ri Cua Town People's Committee, the reason is that the coordination between the front and mass organizations is not really clear; the leadership of some Party cells and residential areas is not focused and determined, and there are no effective solutions to mobilize people to participate in health insurance. In addition, although medical examination and treatment has improved, it still does not meet the increasing demand for medical examination and treatment of local people, affecting the propaganda and mobilization work to mobilize people to participate in health insurance. In particular, after the Covid-19 epidemic, people's lives and production are still facing many difficulties, and the awareness of a part of the people about the importance of health insurance is still limited...

Recently, the Town People's Committee has launched a peak campaign to promote and mobilize people to participate in health insurance with the motto "Go to every alley, knock on every door, check each subject" in the hope that people will be more aware of the importance of participating in health insurance. Thereby, the Town People's Committee will implement many solutions because in July 2023, the health insurance contribution rate will increase according to the basic salary level, so it is forecasted that this work will face many difficulties. Therefore, the Town People's Committee will coordinate with the Front and mass organizations to mobilize and "check each subject" to participate in health insurance through many forms of propaganda, increase radio broadcasting time and build diverse and rich news content. At the same time, clearly identify the group of subjects that need to focus on propaganda and mobilization in each neighborhood, integrate it into direct dialogue between people and relevant sectors.

Regularly monitor, urge and inspect the leadership of Party committees at all levels, neighborhoods and local mass organizations in implementing the work of universal health insurance. In particular, continue to influence sectors to improve the quality of medical examination and treatment for people, especially for patients with health insurance. Organize dialogues and propaganda about health insurance among people and households that have not participated in health insurance.
