From the achievements of 40 years of innovation and high political determination, the province has identified the aspiration for "breakthrough, comprehensive, sustainable" development, aiming for a green - happy - prosperous future for more than 4.2 million people in this land of love, dynamism and creativity; becoming the leading locality in the Mekong Delta in the digital age.

Economic recovery, sustainable growth

From a backward agricultural land with fragmented production, Dong Thap has made strong progress in the past four decades. Strategic projects such as: Go Cong sweetening, exploiting Dong Thap Muoi area, restructuring the agricultural sector have turned low-lying alum land into fertile rice fields, orchards, and fish ponds. Up to now, Dong Thap is not only the country's rice granary, fruit granary, and pangasius granary, but also a bright spot in the transformation of thinking from agricultural production to agricultural economy. Key industries such as: rice, fruit, pangasius, ornamental flowers, etc. have all grown steadily, expanding the value chain, forming national brands, reaching out to the international market. Industry, trade, and services have developed rapidly; traffic and urban infrastructure have been gradually synchronized; and people's lives have been increasingly improved. In 2024, Dong Thap was recognized by the Prime Minister for completing the task of building new rural areas, creating a solid foundation for continued comprehensive development.

According to the Political Report of the 1st Congress of the Dong Thap Provincial Party Committee (term 2025-2030), in the period 2020-2025, the province recorded many important milestones: average GRDP growth reached 5.51%/year; GRDP per capita reached 85.5 million VND; 17/23 main targets reached and exceeded the plan. The economic structure shifted positively: the agriculture - forestry - fishery sector accounted for 34.8%, industry - construction accounted for 25.1%, trade - services reached 34.5%, product tax accounted for 5.6%. Total budget revenue increased by an average of 2.25%/year; total social investment capital in the period 2021-2025 reached more than 346,000 billion VND, equivalent to 29.3% of GRDP. The PCI, PAPI, PAR Index, and SIPAS indexes all remain in the leading group of the country, affirming that Dong Thap is a locality with a friendly and dynamic investment and business environment in the Southwest region.

During the past term, the province has implemented many modern, environmentally friendly production models that adapt to climate change. Ineffective rice growing areas have been converted to fruit trees, ornamental flowers, and aquaculture, helping to significantly increase farmers' income. The collective economy has developed strongly with 537 effectively operating cooperatives, including 120 new cooperatives. Many units were formed from the Farmers' Association model, demonstrating Dong Thap's unique features in community linkage. Digital transformation in agriculture has taken place extensively. 100% of data from the province to the commune has been digitized, serving traceability, production management, and trade promotion. The Smart Village model has been replicated, with 6 standard villages in the province currently contributing to improving management capacity and developing a modern rural economy.

The province has 6 industrial parks and 17 industrial clusters operating stably, with an occupancy rate of over 85%. Dong Thap prioritizes attracting investment in the fields of agricultural processing, renewable energy, new materials, supporting industries, aiming for green and sustainable industry. The One Commune One Product (OCOP) program has made a strong breakthrough, with 1,002 products recognized, including 199 4-star products and 4 national 5-star products. E-commerce has become the main distribution channel, helping local businesses access international markets. Tourism has recovered strongly, welcoming nearly 25 million visitors, with revenue increasing 1.7 times compared to the previous term. In addition, key infrastructure projects such as An Huu - Cao Lanh, My An - Cao Lanh, Trung Luong - My Thuan expressways, and Rach Mieu 2 bridge have been forming a complete regional traffic network, expanding the space for industrial - urban - service development, creating momentum for the entire Dong Thap Muoi region.

Aspiration to break through

Dong Thap - a land rich in historical traditions, culture and identity, has an area of ​​nearly 6,000km2, a population of more than 4.2 million people, and a development space stretching from the border with Cambodia - the source of the Tien River - to the East Sea. This special geographical location helps the province become the gateway on land of the Mekong Delta, conveniently connecting with key traffic routes such as highways, national highways, coastal routes and waterways of the Tien River, opening up opportunities to increase trade between Dong Thap Muoi, Go Cong sea area and the provinces of the Southeast region. In the new term, Dong Thap is determined to build a clean and strong Party Committee and political system; promote the strength of national solidarity; arouse the people's aspirations for development and self-reliance.

To achieve the goals set for the 2025-2030 term, Dong Thap has identified strategic breakthroughs: First, developing synchronous, modern transport infrastructure that adapts to climate change. The province focuses on investing in cross-border, multi-modal logistics infrastructure, aiming to become a freight transit center of the Mekong sub-region. Key transport projects connecting Ho Chi Minh City - the Mekong Delta are prioritized for implementation, opening up trade routes and attracting strategic investors. The province focuses on upgrading the rural, inter-commune and inter-district transport system, ensuring convenient travel for people, shortening the development gap between urban and rural areas.

Second, develop ecological, high-tech agriculture, linking processing industry and value chains and export markets. The province strongly shifts from traditional production to green, multi-value agricultural economy; promotes circular production, adapts to climate change, and forms concentrated raw material areas. Replicates effective linkage and cooperation models associated with rural digital transformation and agricultural tourism development. Create favorable conditions for farmers to link production in chains, become satellites for large enterprises or develop into private enterprises, contributing to the formation of new productive forces in agriculture. Third, develop industry rapidly, in a modern, sustainable direction, becoming the main driving force for economic growth. Prioritize the development of processing industry linked to raw material areas. Attract projects using advanced, environmentally friendly technology, creating high added value. Reorganize industrial space, form key industrial zones with geo-economic advantages and connect with strategic traffic axes.

Along with that, developing high-quality human resources, especially in the fields of information technology, healthcare, education, logistics, public management, agricultural biotechnology, post-harvest technology, agricultural automation, environmental engineering, food technology, smart agricultural processing; strengthening cooperation with institutes, schools, and domestic and foreign enterprises to form a qualified workforce that meets the requirements of the digital age. At the same time, Dong Thap promotes the application of science and technology, innovation, digital transformation in priority sectors and fields and state management. Continuing to deploy e-government platforms, upgrading the system of online public services, creating an effective, transparent, and easily accessible administrative management system for people and businesses. Issuing mechanisms and policies to develop an innovative startup ecosystem; Applying AI, big data, IoT in state management, agriculture, industry, trade, healthcare, and education to make Dong Thap one of the leading groups in the local innovation index (PII) of the region.

The goal by 2030 is for Dong Thap to become a fast-growing industrial province, a pioneer in building ecological agriculture, modern countryside, civilized farmers, and one of the leading localities in the Mekong Delta. By 2045, the province strives to become the center of modern agriculture and eco-tourism in the region, a leading locality in the country in a number of advanced agricultural and industrial fields, and a livable place with prosperous and happy people. The specific targets set include: average GRDP growth of 9%/year, reaching 10%/year by the end of the term; average income per capita reaching 115-120 million VND; budget revenue increasing by over 10%; total social investment capital accounting for 33% of GRDP. Dong Thap aims for 100% of general schools to meet national standards, 82.5% of workers to be trained, no more poor households, 99% of rural residents to use clean water and 100% of production facilities to meet environmental standards.
