From paying pensions and subsidies via accounts, to the VssID application, connecting national population data... Ho Chi Minh City Social Insurance is promoting the application of technology in payment, management and policy dissemination; expanding non-cash payment methods, helping social security policies get closer to the people, contributing to modernizing the city's public administration.

Payment via bank account

After choosing products in a mini supermarket near her house, Ms. Tran Thi Thu (73 years old, living in Thoi An ward, Ho Chi Minh City) took her ATM card to the cashier to pay. The cashier just swiped the card, gave the machine to Ms. Thu to enter the password and that was it. Ms. Thu said that this ATM card is also the account to receive her monthly pension. Previously, she received her pension in cash, so at the beginning of the month she had to go to the post office to receive the money, and when going to the market she had to bring cash with her, which was both inconvenient and worrying about losing it. Now with an ATM card, receiving salary and shopping is more convenient. "Since receiving my salary through the bank, I find it much more convenient. When I need something, I just take my ATM card to the supermarket and swipe the card and it's done," Ms. Thu said.

Along with Ms. Thu, many people receiving monthly pensions and social insurance benefits were informed by the Social Insurance Agency and the Ho Chi Minh City Post Office about the benefits of receiving pensions and benefits through bank accounts. According to the Ho Chi Minh City Social Insurance, receiving pensions and social insurance benefits through personal accounts helps people save time traveling, quickly and conveniently; applying the National Population Database in paying monthly pensions and social insurance benefits through non-cash payments according to the Government 's direction.

Recently, the Social Insurance of Ho Chi Minh City in collaboration with the post office and banks has continued to carry out the work of checking, reviewing, and updating citizen identification cards (CCCD) into pension payment data, combined with promoting the payment of pensions and monthly social insurance benefits without using cash. The Social Insurance of Ho Chi Minh City has implemented solutions to strengthen the management of beneficiaries and promote pension payments through accounts, resulting in an increase of nearly 5% in the rate of pension payments through accounts compared to August 2025. In September, the Social Insurance of Ho Chi Minh City paid pensions and monthly social insurance benefits to 343,293 beneficiaries. Of which, 307,572 people received pensions through bank accounts (reaching a rate of 89.59%) and 35,721 people received cash.

In addition to strengthening guidance, Ho Chi Minh City Social Insurance continuously organizes training conferences on writing skills, propaganda skills and digital transformation applications in communication work, supporting participants. Ms. Nguyen Hong Hanh, Deputy Director of Ho Chi Minh City Social Insurance, said that Ho Chi Minh City Social Insurance strengthens training for staff to equip them with necessary knowledge and skills, thereby contributing to spreading social security policies in a more effective, professional and humane way.

Disseminate policies in the digital environment

According to Mr. Tran Dung Ha, Deputy Director of Ho Chi Minh City Social Insurance, digital transformation is one of the important pillars to help the social insurance industry quickly adapt to changes in the local government organization model from July 1 and effectively implement new policies according to the Social Insurance Law and Health Insurance Law 2024. Digital transformation not only helps optimize management and operation activities but also plays an essential role in ensuring that people can access and enjoy social insurance and health insurance policies in a public, transparent and timely manner, especially in difficult areas such as rural areas and islands. Therefore, Ho Chi Minh City Social Insurance has been synchronously deploying many digital solutions to shorten the time for processing procedures, simplify and unify processes, and improve transparency and people's access to information.

Specifically, the VssID application - Social Insurance Number helps people to look up information about insurance types quickly with extremely simple operations. Specifically, social insurance code; social insurance agency; medical examination and treatment facility issuing social insurance leave certificate; medical examination and treatment facility signing health insurance examination and treatment contract; social insurance participating unit... Fully integrating information about insurance such as health insurance card, social insurance participation process, unemployment insurance, occupational accident insurance, occupational disease; information on enjoying social insurance regimes (one-time, sick, maternity; health insurance examination and treatment history). The application also updates and transmits information about social insurance activities to VssID registrants (social insurance regimes and policies, instructions on implementing public services, online payment services)... In addition, Ho Chi Minh City Social Insurance strengthens communication to people and businesses to increase the use of online public services on the National Public Service Portal and the Public Service Portal of the Social Insurance sector. This helps reduce administrative procedures, save time and travel costs for people. Ho Chi Minh City Social Insurance also develops digital communication forms, policy propaganda via social networks, Zalo OA, proactive messages... contributing to raising awareness and digital skills of people.

Mr. Tran Dung Ha said that the current rate of data cleaning and synchronization of personal identification numbers/CCCDs of participants in the database managed by Vietnam Social Security has reached over 99%. "With the orientation of taking people as the center of service, digital transformation solutions of Ho Chi Minh City Social Security will continue to be promoted, aiming to ensure social security benefits for people regardless of their place of residence, contributing to the modernization of the public administration of the Social Security sector in the new period", Mr. Tran Dung Ha affirmed.
