Bright spot of party development in private economic units

Determining that party development in private economic units is a major policy of the Party and the State, right from the beginning of the term, the Standing Committee of Khanh Hoa Provincial Party Committee issued many documents guiding the development of party members in general and the development of party in private economic units in particular. Thanks to that, the development of party in private economic units has achieved many positive results.

It can be said that the work of developing the Party and mass organizations in private economic units is a difficult task. Therefore, from the beginning of the term, the Steering Committee for the Development of the Party and Mass Organizations in the private economic units of the province has been determined in leading and directing the implementation, striving to complete the targets of developing the Party and mass organizations in private economic units in 2024. Accordingly, the Steering Committee for the Development of the Party and Mass Organizations in the private economic units of the province has issued the Operating Regulations and established 3 survey teams led by Mr. Ha Quoc Tri - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee, directly surveyed and worked with 24 enterprises in localities, industrial parks, and tourist areas to grasp the situation, mobilize the establishment of Party organizations and develop Party members in enterprises. Members of the Steering Committee proactively develop working regulations with local Party committees to agree on solutions for implementation, ensuring smoothness, synchronization and efficiency; organize business dialogue conferences, meetings with secretaries and business owners (with party organizations) to grasp the thoughts and aspirations and remove difficulties and obstacles for businesses.

With the strong direction of the Provincial Party Committee Standing Committee, the Steering Committee for Party and Mass Organization Development in the province's private economic units and the efforts of Party committees at all levels, sectors and localities, since the beginning of the term, the entire Provincial Party Committee has established 32 Party organizations in private economic units, exceeding the plan by 25%; the number of established Party organizations has increased rapidly over the years. Along with that, the work of admitting new Party members has achieved many impressive results. Since the beginning of the term, Party organizations have admitted 532 Party members, including 18 Party members who are business owners; in 2022 alone, Khanh Hoa ranked 3rd in the Central - Central Highlands region in admitting Party members in private economic units.

Mr. Ha Quoc Tri said that compared to 2021, Khanh Hoa province did not complete the target of developing party members, but by 2023 it had risen to 6th place in the country in terms of recruiting new party members. In particular, the work of developing the party in private economic units has achieved many outstanding achievements. To date, the entire provincial Party Committee has recruited 532 party members in private economic units, reaching 96.7% of the plan.

Effective ways

The Party Cell of Sun Taxi Joint Stock Company was established in 2015, with 5 party members. To date, the Party Cell has admitted more than 20 party members. As one of the young party members (admitted in July 2024), party member Le Thao Quyen, a call center employee of Sun Taxi Joint Stock Company, always feels proud and honored to join the Party. "Becoming a party member, I strive to complete the assigned work, especially always being exemplary and responsible in implementing the Party's policies and guidelines, the State's laws, and the company's internal regulations," said party member Le Thao Quyen. Mr. Nguyen Duy Hung - Chairman of the Board of Directors, Party Cell Secretary said that with the characteristics of a taxi transport enterprise, with more than 200 employees, but mainly drivers, working mainly on the road, it is difficult to mobilize and admit party members. However, with the responsibility of being the business owner and Party cell secretary, he and the party cell always strived to exceed the assigned target of admitting party members. "In the general difficult conditions, the Board of Directors and the Board of Directors of the company paid attention to creating favorable conditions for the party cell to operate, such as arranging suitable time for the party cell to meet, creating conditions for the elite masses to participate in training classes to foster awareness of the Party, contributing greatly to the work of developing new party members", Mr. Nguyen Duy Hung shared his experience.

Mr. Nguyen The Sinh - Secretary of the Provincial Business Bloc Party Committee shared: “In the past time, the Party Committee of the Bloc has drastically implemented solutions to develop the Party in private economic units. Including opening more classes to foster awareness of the Party for the elite masses; writing CVs and verifying in advance (not waiting until the masses finish the Party awareness training class); assigning specialized Party Committee members to be in charge and participate in regular activities with affiliated Party organizations…”.

In recent times, party organizations in private economic units have increasingly affirmed their role, accompanying enterprises, helping enterprises overcome difficulties; being an effective bridge between state agencies and enterprises, coordinating to participate in reasonably resolving the interests of enterprises, employees, disputes and complaints. Mr. Phan Ba Long - Head of Quality Supervision Department and Secretary of DT Group Party Cell, said: “Although it was only established in 2023 with 3 initial party members, up to now, the Party Cell has admitted 2 more party members and is preparing admission records for 2 masses. Since the establishment of the Party Cell, the work of propagating and mobilizing workers to implement the Party's guidelines and policies, the State's policies and laws has been much more favorable. At the same time, the Party Cell proactively coordinates with business owners to take care of the material and spiritual life, ensuring the rights and legitimate interests of workers. Since then, the Party development work at the Party Cell has always been favorable".

According to the assessment, the quality of party members in private economic units has been increasingly improved, especially in terms of education, expertise and professionalism. The majority of party members have promoted their pioneering and exemplary spirit, actively participated in emulation movements in labor, production and business, successfully completed assigned tasks, contributing to improving the leadership capacity and fighting strength of the party organization. Thanks to that, the position and role of party committees and party organizations in private economic units have been increasingly consolidated and enhanced, contributing positively to the stability and development of enterprises; at the same time, contributing to bringing the Party's guidelines and resolutions, the State's policies and laws on private economic development into life. Many private business owners have had a correct and complete understanding of the Party, strived and been admitted to the Party's ranks, contributing to building and developing a strong party organization.

There are still difficulties

In reality, most party organizations in private economic units have played their roles and positions well in enterprises. However, there are still some party organizations in private economic units that have not clearly played their roles; some party members have not played their pioneering and exemplary roles, and have not been role models for the masses and workers to follow. In some places, there is no coordination between the Party Committee (Party Organization) and the business owner, management board, and executive board, leading to shortcomings and reduced efficiency in operations and operations. According to statistics, there is a situation where some party organizations have not been able to recruit party members for many years, or some workers (who are party members) have quit their jobs, leading to the dissolution of the Party cell due to not having enough party members as prescribed.

As one of 10 special party organizations established under Regulation No. 12-QD/TU of the Provincial Party Standing Committee on the functions and tasks of the Party Committee and grassroots Party cells in the non-state economic sector; of the Party Committee and grassroots Party cells building political forces in industrial parks, but since the beginning of the term, the Party Cell of non-state enterprises under the Cam Lam District Party Committee has not admitted new party members. Mr. Nguyen Thanh Nam - Deputy Head of the Organization Board of the Cam Lam District Party Committee said that currently, the Party Cell of non-state enterprises under the Cam Lam District Party Committee has 5 party members working together. The party members are working at 4 micro-sized enterprises with a small number of employees, leading to limited training and recruitment of party members. From that situation, the Cam Lam District Party Committee has reorganized, replaced the Party Cell Secretary and regularly monitored and urged the Party Cell to complete the assigned targets.

There is a worrying fact that a number of business owners only value production, business and profit tasks, and pay little attention to the work of developing the Party and mass organizations in the enterprise. Some enterprises even hesitate to establish Party organizations because they do not see any benefits; some enterprises do not create favorable conditions for the masses, Party members, and Party committee members to participate in studying political theory, participating in activities, and participating in training classes for Party sympathy and new Party members; or allow participation but deduct labor wages, which causes difficulties for the masses and Party members and makes them hesitate to join the Party.

Reality also shows that there is a group of workers and laborers who are only interested in production and business activities, salary and income regimes, and are less interested in participating in movements launched by party organizations and unions in enterprises. A survey of some private economic units shows that not all enterprises are as favorable as Sun Taxi Joint Stock Company, where the business owner and the party cell secretary are one, which also limits the development of the party in the private economic sector.

It is necessary to continue to implement synchronous solutions.

From the practice of party development work in the private economic sector in recent times, it is possible to summarize solutions for the party development work in this sector to continue to flourish in the coming time, which are: Firstly , continue to innovate propaganda work, mobilize and persuade to establish party organizations, recruit party members in private economic units in a focused and key direction, combining many forms of propaganda and mobilization. In particular, the steering committees and working groups of Party committees at all levels must directly contact, meet and exchange with enterprises to grasp the thoughts, aspirations, difficulties and problems of enterprises and promptly remove or propose to competent agencies to promptly resolve legitimate recommendations of enterprises; thereby strengthening the trust of enterprises, so that enterprises clearly see the meaning and importance of establishing party organizations in enterprises for the sustainable development of enterprises.

Second , regularly consolidate, improve and enhance the quality of Party organization activities in enterprises in line with the characteristics and actual situation of enterprises; pay attention to training Party work skills for Party committee members and Party cell secretaries in appropriate forms; innovate and simplify a number of Party work procedures and skills, especially Party cell activities to ensure that Party organization activities do not affect the production and business tasks of enterprises.

Third , continue to review and count stable and effective enterprises with a large number of employees and some specific enterprise models (private schools, private hospitals, private commercial banks, people's credit funds, cooperatives, business clubs, associations, etc.) to have specific solutions for establishing party organizations and unions. In addition, continue to review and count the number of party members working at enterprises but participating in party activities at their place of residence, thereby having solutions to mobilize business owners to agree and support the policy of establishing party organizations at qualified enterprises.

Fourth , organize training classes to foster awareness of the Party and train new Party members for workers and employees in enterprises flexibly in form and content but still ensure compliance with general regulations (choose appropriate time and location; combine classroom teaching with self-study...).

Fifth , gradually improve the quality and efficiency of the activities of specific party organizations to carry out the task of building core forces and developing party members in enterprises, industrial parks and industrial clusters.

Sixth , continue to direct the Provincial Federation of Labor and the Provincial Youth Union to step up guidance, propaganda, and development of union members, establish trade union and youth union organizations in enterprises; innovate and improve the quality of movements and activities to contribute to discovering, nurturing, and introducing outstanding union members for the Party to admit...

Mr. HA QUOC TRI - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee for Party and Mass Organization Development in Private Economic Units of the Province: Although the work of developing the Party and mass organizations in private economic units has achieved many positive results, there are still some shortcomings and limitations. He requested that in the coming time, localities and units should promote the development of trade union and youth union organizations as a premise for Party development; assign members of the Standing Committee of the Party Committee to attend regular (or ad hoc) meetings to monitor and guide Party organizations in private economic units to improve the quality of their activities. In addition, the Steering Committee of the District Party Committee must have a plan and regularly survey and contact enterprises, grasp specific difficulties and obstacles in developing the Party and mass organizations in private economic units to find solutions; review and evaluate the team of collaborators who do not meet the requirements of the task for timely replacement.

As of June 2024, the province has more than 12,670 operating enterprises, with nearly 147,000 employees. To date, the entire provincial Party Committee has established 134 party organizations in private economic units with 2,127 party members (accounting for 4.27% of the total number of party members).
