The clock is almost 12 noon, when most families have gathered around the family dinner table, Ms. Vu Thi Duyen, a social insurance and health insurance collection officer in Bac Dong Quan commune, is still diligently visiting households to promote the voluntary social insurance policy. Although it is hard work, even forgetting to eat, for Ms. Duyen, this is the ideal and most suitable time to meet everyone, to spread the humane policies of the Party and State to the people. Regardless of sunny or rainy days, late afternoon or night, Ms. Duyen always takes advantage of every moment to share and answer all questions, so that everyone understands that social insurance and health insurance are the pillars of social security policies to bring people a better life. Ms. Duyen confided: In the past, people were not interested in participating in voluntary social insurance, partly because they did not fully understand the meaning of this policy, and partly because of difficult economic conditions. However, in recent years, people have increasingly realized the importance of having a pension when they retire, so the number of people participating in this social security network has increased. Since the beginning of the year, I have mobilized 52 people to participate in voluntary social insurance. In July 2025 alone, I mobilized nearly 20 people to participate.

Like Ms. Duyen, the social insurance and health insurance collection staff of Bac Dong Quan commune are always hard-working and enthusiastic, "Going to every alley, knocking on every door, checking every person" to bring voluntary social insurance policies to households. Ms. Pham Thi Hang in Lam Khe village shared: Before, I did not pay attention to voluntary social insurance. Through the advice of the collection staff and collaborators, I understood the value of participating in the social security network to receive a pension and a free health insurance card when I reach retirement age. Therefore, I participated with a contribution of 594 thousand VND/month.

In order to develop voluntary social insurance participants to achieve good results, Bac Dong Quan commune determined that this is not only the task of each social insurance and health insurance collection staff and the network of collaborators in the villages, but also requires the drastic participation of local Party committees and authorities. Although the administrative unit has just been merged, the Party committee and authorities of Bac Dong Quan commune have always paid attention and provided close and timely direction to accelerate the rate of people participating in social insurance and health insurance. Mr. Nguyen Ngoc Manh, Chairman of Bac Dong Quan Commune People's Committee, said: We proactively direct organizations and unions to strengthen propaganda to develop social insurance participants. Currently, the whole commune has 886 people participating in voluntary social insurance. The commune continues to maintain and promote the achieved results to contribute to the good implementation of social security policies in the area. The commune strives to have 950 people participating in voluntary social insurance by the end of 2025.

Mr. Dang Quang Tu, Deputy Director of Dong Hung Social Insurance, said: In the area under the management of the unit, there are many localities that have done well in developing voluntary social insurance. However, Bac Dong Quan commune is always the leading locality. To achieve that result, the Social Insurance agency has coordinated smoothly and effectively with the collection service organization, the collection staff and collaborators at the village level; we consider them as partners, as an extended arm, accompanying in developing social insurance participants; we regularly exchange, grasp the situation, promptly remove difficulties combined with clear and specific assignment of responsibilities to achieve the set targets; at the same time, fully and promptly ensure the rights of the collection service organization, thus creating many motivations for them to complete their work well.
