The 2025 high school graduation exam regulations recently issued by the Ministry of Education and Training (MOET) have many new points. Notably, there is a change in the way scores are calculated in high school graduation exams; foreign language certificates will continue to be used to exempt students from the exam in graduation recognition, but will not be converted into 10 points in graduation recognition as before.
Completely new way to calculate high school graduation scores
In previous years, the formula for calculating high school graduation scores divided the ratio of 7-3 for graduation exam scores and academic results. In addition, academic results were only considered in grade 12. Explaining the change in the proportion of considering academic transcript scores, Professor Huynh Van Chuong - Director of the Department of Quality Management (Ministry of Education and Training) said that this change was based on practice and scientific basis, with 3 specific reasons.
Firstly, the ratio of school report scores increased from 30 to 50%, using both grades 10 and 11 instead of only grade 12, will help evaluate students more comprehensively. Students must focus on studying from the first year of high school. This is consistent with the assessment of learners' abilities according to the orientation of the General Education Program (GEP) 2018, because it takes a long time to evaluate. Secondly, increasing the ratio of school report scores will help candidates reduce pressure in the high school graduation exam, those with average scores can also graduate. Thirdly, this will facilitate the Ministry of Education and Training to develop exams with higher differentiation, from which universities will use graduation exam scores for admission consideration.
Currently, many people are wondering about the organization of optional exams in the 2025 high school graduation exam, because the number of exams in the exam has increased compared to before and candidates are allowed to choose 2 subjects to take the optional exam, so the arrangement of exam rooms will be more complicated, the exam supervision work will have many new points. Mr. Huynh Van Chuong said that in the process of building the Exam Regulations, the Ministry of Education and Training has organized many experimental sessions to optimize the process such as opening exam papers, distributing exam papers, collecting exam papers as well as testing the exam room arrangement system. These complex difficulties will only be at the management level and in the education sector, while for candidates, all methods will be implemented to ensure more convenience and ease than in previous years.
Foreign language certificates cannot be converted into 10 points.
According to the spirit of the new regulations, the Ministry of Education and Training announced a list of 20 types of foreign language certificates that will be exempted from the Foreign Language exam in the high school graduation exam from 2025. Of these, there are 7 types of English certificates, the rest are certificates of other languages such as German, Japanese, French, Russian, and Chinese.
Also according to the Examination Regulations, Foreign Language is no longer a compulsory subject as in previous years but is an optional subject. Candidates can take the Foreign Language exam in one of the following languages: English, Russian, French, Chinese, German, Japanese and Korean. 2025 is also the first time the Ministry of Education and Training will organize the high school graduation exam in Japanese in the list of Foreign Language subjects.
Thus, it can still be used to exempt the exam in the graduation recognition consideration, but the foreign language certificate cannot be used to convert into 10 points in the graduation recognition consideration as before. If the candidate registers for exemption from the Foreign Language exam, the graduation score calculation formula will not include this subject.
According to experts, this continues to encourage foreign language learning but aims for greater fairness in graduation exams. For example, previously, students with an IELTS 4.0 certificate were also converted to a score of 10, just like students with an IELTS 8.5 score.
Regarding incentive points, the Ministry of Education and Training will remove points for vocational certificates for all candidates; remove points for IT certificates, foreign languages, and vocational secondary certificates for candidates in the regular education system. This content is to be consistent with the 2018 General Education Program, and at the same time create equality because students graduating from both regular and regular education systems are all awarded the same type of graduation certificate.
According to Dr. Le Viet Khuyen - Vice President of the Association of Vietnamese Universities and Colleges, the regulations on high school graduation exams have changed to match the 2018 General Education Program. Previously, subjects were compulsory, now candidates can choose their own subjects. Previously, high school students could only decide on their majors close to the university entrance exam, but with the 2018 General Education Program, right at the beginning of grade 10, students must decide on their elective subjects and majors related to their future.
According to the Ministry of Education and Training, in 2025, for the first time, the high school graduation exam will have an additional method of transporting exam papers from the exam council to the exam printing locations of 63 provinces and cities via the encrypted and secure transmission system of the Government Cipher Committee. This is an important step forward in applying technology to key stages of the exam organization process. This new method of transporting exam papers helps to transfer original exam papers quickly and promptly, reducing the time and personnel required to transport exam papers as with the traditional method currently applied.
