Dien Bien: Removing difficulties for commune level when implementing decentralization and delegation of power

On the morning of July 10, Chairman of Dien Bien Provincial People's Committee Le Thanh Do chaired an online meeting and exchange with Chairmen of the People's Committees of 45 communes and wards to receive proposals and recommendations when implementing tasks at the commune level according to the two-level local government model.

Comrade Le Thanh Do affirmed that from July 1, 2025, the two-level local government apparatus officially came into operation, demonstrating the political determination of the Party Committee, the government, and each cadre, party member, and the people. The transformation from a three-level to a two-level government model is not only a change in administrative organization but also a comprehensive transformation in thinking, management methods, and serving the people.

Through monitoring and updating the results of 45 communes and wards when operating under the new model, the Provincial People's Committee found that, basically, the commune level has adapted quickly, gradually mastered new tasks, proactively resolved many tasks under its authority, thereby affirming its role as the most dynamic and closest government level to the people.

Chairman of the People's Committee of Dien Bien province Le Thanh Do requested that the provincial departments and branches proactively support communes and wards in performing their tasks, ensuring smooth and effective operation of two-level local government.

At the conference, many opinions of the Chairmen of the People's Committees of communes and wards reflected on the initial difficulties in operating and implementing tasks at the grassroots level, mainly due to unclear and untimely regulations and instructions. Regarding human resources, the team of cadres and civil servants at the commune level is currently lacking in quantity and limited in quality, especially in the fields of public investment, natural resources and environment, finance-budget, justice-civil status, etc. The facilities of many communes lack headquarters, and equipment does not meet the requirements of applying technology and digital transformation in management.

Taking note of the opinions of the Chairmen of the People's Committees of communes and wards, comrade Le Thanh Do requested the leaders of departments and branches to answer and provide specific instructions for each commune. With general recommendations on training and professional training for commune officials and civil servants, Chairman of the Provincial People's Committee Le Thanh Do assigned the Department of Home Affairs and the Provincial Political School to synthesize and organize training courses on each topic, supporting commune officials and civil servants in performing their tasks.
