On the afternoon of November 28, in Hanoi, Deputy Prime Minister Nguyen Chi Dung - Head of the National Steering Committee on Collective Economy and Deputy Prime Minister Mai Van Chinh co-chaired the 2025 Cooperative Economic Forum with the theme "Effective Linkage Between Cooperatives and Enterprises". The conference took place in both direct and online formats to ministries, branches and provinces and cities across the country. Speaking at the forum, Deputy Prime Minister Nguyen Chi Dung acknowledged and highly appreciated the close and effective cooperation and linkages between cooperatives and enterprises; affirmed that the collective economy and cooperatives are indispensable components of the economy. Along with the important results, Deputy Prime Minister Nguyen Chi Dung also pointed out a number of limitations in the cooperative economy and cooperatives, and at the same time requested relevant ministries, branches and units to propose breakthrough solutions to promote linkage models, especially in terms of policy mechanisms; perfecting institutions and policies to support cooperatives; removing obstacles related to policy mechanisms, capital, land, human resources, etc. so that the linkages can develop more substantially, effectively and extensively in the coming period.

At the forum, delegates focused on assessing the situation of collective economic development, cooperatives; the connection between cooperatives and enterprises in the period of 2018 - 2025. Accordingly, by 2025, the whole country will have about 4,700 cooperatives participating in value chain linkage according to Decree 98/2018 of the Government on production and product consumption linkage, of which nearly 40% of agricultural cooperatives are linked to chain production. The economic efficiency of cooperatives has changed significantly: The average profit of a cooperative in 2025 is estimated at 421 million VND, an increase of 107 million VND/cooperative compared to 2020. The average income of regular workers in cooperatives has increased sharply, from 51.3 million VND/year (in 2020) to 64 million VND/year (in 2025). The number of cooperatives operating with good and fairly good performance is 27,375 cooperatives (accounting for 78.1% of the total number of cooperatives nationwide), an increase of 46.8% compared to 2020...

Delegates also proposed solutions to increase the rate of cooperatives participating in production and consumption linkages with enterprises to more than 40%, aiming for sustainable value chains with quality certification (organic certification, VietGAP); promoting linkages with state-owned enterprises and foreign capital sources; perfecting the national land database, especially for projects developing key raw material areas, creating a solid legal basis for enterprises to invest long-term in raw material areas of cooperatives; promoting policies to support costs for purchasing codes and software for digital transformation so that all cooperatives can trace the origin and make products transparent...
