City-level fire fighting and rescue drills in 2024

(Haiphong.gov.vn) - On the morning of November 12, the City People's Committee organized a City-level Fire Fighting and Rescue Drill in 2024 at the Sheraton Hai Phong Hotel Complex, Vincom Plaza Shopping Center, CGV Cinema Complex, located at No. 1 Bach Dang Street, Thuong Ly Ward, Hong Bang District. Vice Chairman of the City People's Committee Hoang Minh Cuong attended.

Participating in the drill were the following forces: Police, Army, organizations, units in the city and the Fire Prevention, Fire Fighting and Rescue Police forces of the provinces: Quang Ninh, Hai Duong , Thai Binh.

Vice Chairman of the City People's Committee Hoang Minh Cuong delivered the opening speech of the Drill.

In his opening speech, Vice Chairman of the City People's Committee Hoang Minh Cuong stated that through the drill, the forces will have a firm grasp of the area, traffic characteristics, water sources, fire and explosion hazards of the facility and surrounding areas to propose appropriate and effective fire fighting, rescue and salvage measures, techniques and tactics. Evaluate and draw lessons from the coordination and unification of command and leadership of the forces participating in fire fighting, rescue and salvage and the work of ensuring security, order and traffic safety to serve fire fighting, rescue and salvage in large and complicated fire situations. Along with that, all officers and employees working in the Sheraton Hai Phong Hotel Complex, Vincom Plaza Shopping Center, CGV Cinema Complex will raise awareness and knowledge of fire prevention and fighting. The grassroots fire fighting force will know how to handle situations to check the ability to mobilize facilities, logistics and on-site techniques when a fire or explosion occurs; to minimize human and property damage. From there, strongly promote the movement of the entire population to participate in fire prevention, fire fighting and rescue; contribute to ensuring social order and safety to serve sustainable socio -economic development in the city.

In order for the drill to be successful and achieve the set goals and requirements, the Vice Chairman of the City People's Committee requested the units participating in the drill to: Thoroughly grasp and implement according to the set plan; overcome all difficulties, carry out tasks with the highest sense of responsibility; absolutely comply with the Commander's orders and discipline at the training ground; ensure absolute safety for the forces and vehicles participating in the drill. During the process of participating in the drill and handling situations, units and departments must coordinate closely and smoothly, demonstrate a high spirit of determination, and be close to the practical situation at the base to prevent the possibility of fire spreading and large fires; minimize damage when a fire or explosion occurs.

Firefighting and rescue practice forces.

The hypothetical situation is that an electric car is charging in the basement of the 45-storey building of the Sheraton Hai Phong Hotel complex, Vincom Plaza Shopping Center, and CGV Cinema, causing a fire and explosion. The fire quickly became large. At the time of the fire, there were about 500 cars, 800 motorbikes, electric motorbikes, and about 1,500 people working, shopping, and residing in the building. The area of the fire in the building is about 6,000 m2. The forces rehearsed in 3 stages: Organizing fire fighting and rescue by the grassroots fire prevention and fighting force, the civil defense force (the force protecting security and order at the grassroots). When the force of the City Police and agencies and units arrived at the scene. When the leaders of the City Police, the City People's Committee, and other forces arrived to support and assist in the rescue. Accordingly, the forces quickly coordinated to mobilize people and vehicles to move people trapped in the parking garage and floors of the building due to the elevator suddenly stopping to a safe place, provided first aid to people who fainted due to lack of oxygen and calmed the panic of some victims; controlled the fire, prevented it from spreading and becoming larger; extinguished the fire and cooled the surrounding areas.

At the end of the drill, the forces held a meeting to review experiences to supplement and perfect fire prevention and rescue plans; at the same time, widely disseminate to the masses experiences and good practices from practical fire prevention, fire fighting, rescue and relief work.
