Dear leaders and former leaders of the Party, State and Vietnam Fatherland Front ; members of the Party Central Committee and leaders of Central and local Committees, Ministries and branches,

Dear revolutionary elders, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes, generals, officers, veterans, wounded and sick soldiers, relatives of martyrs' families, and people with meritorious services to the country,

Dear international guests, delegates and all people,

Today, in the solemn and heroic atmosphere of the historic May days, the Party Committee, government, army and people of the city solemnly held the Ceremony to celebrate the 70th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2025), receive the noble title "Heroic City" and open the 2025 Red Flamboyant Festival.

On behalf of the Party Committee, government, army and people of the city, I warmly welcome you, Politburo member, President of the Socialist Republic of Vietnam; sincerely thank you for your special affection for Hai Phong; sincerely thank the leaders, former leaders of the Party, State, Vietnam Fatherland Front; distinguished guests, international friends and all the people who attended, followed and shared the joy in this solemn ceremony.

I wish the President, delegates, and all the people good health, happiness, and success. May the ceremony be a great success!

In this sacred moment, we respectfully remember the great President Ho Chi Minh - the genius leader of our nation. During his lifetime, he visited Hai Phong nine times; always had special affection for and followed every step of growth of the Party Committee, government, army and people of the city.

We will forever remember the great contributions of the revolutionary predecessors, the heroic Vietnamese mothers, the heroic martyrs, the wounded and sick soldiers, families with meritorious services to the country, and our compatriots and comrades across the country who have devoted and sacrificed for the independence and freedom of the nation, for the happiness of the people. Outstanding names such as comrade Nguyen Duc Canh, To Hieu, Luong Khanh Thien, Tran Thanh Ngo... will forever be the pride of the Party Committee, government, army and people of the city.

Dear delegates and all people,

70 years ago, on May 13, 1955, the people of Hai Phong jubilantly welcomed the revolutionary army to take over and completely liberate the city. Under the direction of the Party Central Committee, comrade Do Muoi - in his capacity as Secretary of the City Party Committee and Chairman of the Military and Political Committee (later the City Administrative Committee) led and directed the revolutionary forces and the people of the City to quickly establish a people's government, stabilize the situation and embark on the task of restoring and rebuilding Hai Phong after the war, successfully implementing the Resolution of the Politburo (September 1954) on taking over major cities, opening up favorable conditions for national construction.

During the resistance war against French colonialism, Hai Phong was the “first” locality in the North when the first shots of resistance were fired on November 20, 1946 and also the “last” place - seeing off the last invading soldiers leaving the North, ending the 300-day struggle to implement the Geneva Agreement. The historic victory on May 13, 1955 completely ended the domination of French colonialism, bringing the North into the period of building socialism, becoming a great rear for the South.

Immediately after liberation, the Party Committee, government, army and people of Hai Phong urgently overcame the consequences of war, taking the lead in building socialism with many emulation movements, notably "Sea Waves" in industry, the movement "Building socialist labor teams" with the leading flag being the small stone team A of Hai Phong Cement Factory.

During the resistance war against the US, the city's army and people steadfastly broke the blockade, held the strategic seaport, fought and produced at the same time, contributing with the whole country to the Great Victory of Spring 1975, liberating the South and unifying the country.

After the reunification, Hai Phong pioneered the Innovation when it initiated the product contracting mechanism in agriculture, piloted the policy of innovation in industrial production management, expanded international cooperation and exchanges, piloted the implementation of a price mechanism close to market prices, and summarized the implementation of the motto "People know, people discuss, people do, people inspect". Those bold and creative steps have contributed significantly to the formation of our Party's comprehensive Innovation policy.

Looking back over the past 70 years, we are proud of the achievements we have made. From a city heavily affected by war, Hai Phong has risen strongly, becoming the leading economic, cultural, scientific - technological and service center of the country. In 2024, Hai Phong's economic scale will rank 5th nationwide; it is the only locality with double-digit growth for a decade. State budget revenue ranks 3rd, FDI attraction ranks 2nd nationwide. Hai Phong ranks first in the country in terms of Competitiveness Index, Administrative Reform Index, People's Satisfaction Index and Provincial Green Index.

Culture, society, education, and health have many positive changes. Hai Phong has no more poor households, and at the same time, implemented many breakthrough social security policies such as: taking the lead in supporting 100% of tuition fees for students at all levels, supporting vocational training costs, taking care of people with meritorious services and disadvantaged groups.

These proud achievements were achieved, first of all, thanks to the wise leadership of the Party Central Committee, the National Assembly, the Government and the support and assistance of the Central Committees, ministries, branches and other localities. At the same time, they originated from the glorious cultural and revolutionary tradition and the precious qualities of the Hai Phong people: strong, generous and loyal; they are the crystallization of the spirit of solidarity, creativity and aspiration to rise of the Party Committee, government, army and people of the city through generations.  

The Party Committee, government and people of Hai Phong will forever remember and be grateful for the great contributions of generations of leaders, cadres, soldiers, people and the business community who have united and devoted themselves to the cause of building and developing the city.

Entering a new stage of development, before the historical starting point with the country entering the era of rising prosperity, Hai Phong is deeply aware of its role and responsibility, determined to strive to develop on par with typical cities of Asia; become a modern international seaport city, leading the country in the cause of industrialization and modernization; be an international economic, educational, training, scientific and technological center.

To realize that goal, with the viewpoint that "people are the root", identifying people as both the center, the subject, and the target of development, the Party Committee, government, army and people of the city will focus on implementing the following strategic focuses:

Building a clean and strong city Party Committee; a streamlined political system that operates effectively and efficiently, creating a new development position and force, with a larger space and a longer-term vision on the basis of the long-standing cultural and historical values ​​of the new Hai Phong City. Actively attracting and employing talented people, creating a modern and attractive living environment for experts, intellectuals and good workers to "come to Hai Phong to stay, stick around and contribute".

Unleash all resources to promote economic growth associated with economic restructuring, taking science - technology, innovation, digital transformation and green transformation as the main driving force. Create modern, open and transparent development institutions; support private economic development, build a strong Hai Phong business community. Complete strategic infrastructure projects, especially the seaport system, airport, high-speed railway, turning Hai Phong into the leading seaport, logistics and industrial center of the country. Develop Hai Phong urban area worthy of the title "Heroic City", both civilized and modern as an "International City", and imbued with the cultural identity of the "Port City", "Red Flamboyant City".

Harmonious development of culture and society, ensuring social security with the economy. Strive to build Hai Phong into a model of socialism in the new era, with typical characteristics: rapid and sustainable economic development; democratic, fair and civilized society; strong national defense and security; prosperous and happy people's lives; comprehensive human development; a united, humane and unique community; and a government for the people, serving the people, operating effectively and transparently.

promote the tradition of "Loyalty - Determination to win" , build a strong national defense combined with a solid people's security posture and a solid "people's hearts posture" . Build a revolutionary, disciplined, elite, modern city armed force, firmly protect the sovereignty of the sea and islands; maintain political security, social order and safety, build Hai Phong into a "drug-free city" . Develop Bach Long Vi island district into an economic - defense center in the northern sea of ​​the Fatherland.

Dear delegates and all people,

Promoting the heroic revolutionary spirit of the historic May days, under the glorious flag of the Party, I call on all the people, cadres and soldiers of the city to uphold the spirit of solidarity and unity; to devote all their intelligence, enthusiasm, talent and strength to contribute to building Hai Phong into a civilized and happy city; together with the whole country to successfully carry out the cause of industrialization and modernization, for the goal of "rich people, strong country, democratic, equitable and civilized society".

That is the sacred honorable promise of the Party Committee, government, army and people of the city before the heroic martyrs, previous generations and also the political responsibility for future generations of Hai Phong.
