Adjusting prices of 11 medical examination and treatment services at Binh Thuan General Hospital

Specifically, the Resolution to adjust and supplement the prices of medical examination and treatment services of the Provincial General Hospital includes 457 services, including adjusting the prices of 11 medical examination and treatment services and supplementing the prices of 446 medical examination and treatment services.

In particular, the price of 1 medical examination and consultation service is adjusted; the price of 10 hospital bed day services is adjusted. At the same time, the price of 432 technical and testing services is added. The price of technical services performed by the method of anesthesia is added, not including the cost of drugs and oxygen used for the service. The cost of drugs and oxygen paid to the social insurance agency and the patient according to the actual use and purchase results of the medical examination and treatment facility is 14 services. Specifically, the price of medical examination and consultation services is adjusted to the price of the corresponding service issued by the Ministry of Health for medical facilities under the management of the Ministry of Health (from 45,000 VND to 50,600 VND/time); The price of a hospital bed per day is lower than the highest price of the corresponding service issued by the Ministry of Health for medical facilities under the management of the Ministry of Health (applied at a unified level with grade I hospitals, prices range from VND 232,900 to VND 928,100/day, depending on the treatment department and the severity of the disease).

The prices of medical examination and treatment services applied at the Provincial General Hospital as stipulated in the draft Resolution are adjusted to increase from 12% to 33% compared to the prices currently applied in Resolution No. 112/NQ-HDND dated December 6, 2024 of the Provincial People's Council. Accordingly, the adjustment and supplementation of medical examination and treatment service prices is to create conditions for Binh Thuan Provincial General Hospital to have full legal and practical basis to deploy medical examination and treatment services in the list paid by the Health Insurance Fund (HI); medical examination and treatment services paid by the State budget; Medical examination and treatment services not included in the list paid by the Health Insurance Fund but not medical examination and treatment services upon request at Binh Thuan Provincial General Hospital in accordance with the provisions of the Law on Medical Examination and Treatment, in accordance with the standards of a grade I hospital, meeting the medical examination and treatment needs of the people and ensuring revenue, to effectively implement the financial autonomy mechanism of the unit.

Previously, according to the inspection report of the Provincial People's Council's Culture and Social Affairs Committee, the adjustment of medical examination and treatment service prices of Binh Thuan Provincial General Hospital ensures the principle of pricing according to the comparative method prescribed in Circular No. 21/2024/TT-BYT and ensures the principle of not being higher than the corresponding medical examination and treatment service prices approved by the Minister of Health for hospitals and in accordance with the socio-economic conditions of the locality. On the other hand, the technical name and technical code of the service are added in accordance with the list of technical services applied at the Provincial General Hospital approved by the Department of Health, in accordance with the provisions of Point b, Clause 5 and Clause 6, Article 110 of the Law on Medical Examination and Treatment 2023 and these are the lists of medical examination and treatment services performed at many medical facilities in recent years, included in the list of technical services issued by the Ministry of Health. Therefore, the addition of the above technical service categories is in accordance with current legal regulations and in line with the reality of hospital upgrading, contributing to improving the quality of medical examination and treatment services, meeting the needs of the people.
