Changing the purpose of use of more than 1 hectare of land to implement the DT.719B Coastal Axis Project, Hon Lan

Accordingly, the Provincial People's Council agreed to change the purpose of using more than 1 hectare of forest (including about 0.4 hectare of secondary natural mangrove forest and 0.72 hectare of wood forest planted on sandy land with the State as the representative owner) to another purpose to implement the DT 719B Coastal Axis Project, Hon Lan - Tan Hai section.

It is known that the DT.719B coastal axis project, Hon Lan - Tan Hai section, was approved by the Provincial People's Council in the investment policy in Resolution No. 06/NQ-HDND dated January 18, 2021; approved the adjustment of the investment policy in Resolution No. 40/NQ-HDND dated September 28, 2021. The project is invested by the Provincial Traffic Construction Investment Project Management Board. The project's objective is to contribute to completing a synchronous and interconnected traffic network to connect the DT.719B route with the coastal DT.719 route; meeting the transportation needs, economic development of the region and security - defense. At the same time, connecting tourism development projects, urban areas, coastal services in the South of Phan Thiet City, Ham Thuan Nam District, La Gi Town; Ba Ria - Vung Tau province and the Southeast region, creating momentum to promote socio-economic development of Ham Thuan Nam district, La Gi town and neighboring localities, ensuring security and national defense.

According to the report of the Provincial People's Committee, in the total area of 41.8145 hectares of the project, there are 1.0836 hectares of forest area that meets the criteria for becoming a forest outside the planning of 3 types of forests managed by the People's Committee of Tan Hai commune, La Gi town.

Regarding the reforestation of the project's converted forest use area: After the Provincial People's Council has agreed in principle to allow the conversion of the forest use purpose to another purpose with an area of more than 1 hectare, the Provincial Traffic Construction Investment Project Management Board will carry out the procedures for the obligation to reforest. At the same time, the Provincial People's Committee assigns the Department of Agriculture and Environment to synthesize and advise on the decision to convert the forest use purpose to another purpose as a basis for implementing forest compensation procedures and exploiting forest products on the converted forest use area according to the provisions of Decree 91/2024/ND-CP dated July 18, 2024 of the Government and organize an auction to pay to the budget according to regulations...

According to the Provincial People's Committee, the road system of this project has a total length of 10,388.53 m, of which the main route is 8,689.10 m long (the starting point connects the existing Hon Lan road in Tan Thanh commune, Ham Thuan Nam district; the end point: Intersection with DT.719 road at Km45+588, Tan Hai commune, La Gi town). The roadbed width is 20 m, the road surface width is 12 m, the sidewalk width on each side is 4 m... The total investment of the project is 663.812 billion VND, from the central budget support capital in the medium-term public investment capital plan for the period 2021 - 2025 and the provincial budget capital in the medium-term public investment capital plan for the period 2021 - 2025. The project implementation progress is 4 years, in the period 2021 - 2025.
