The forum was jointly organized by the Vietnamese Ministry of Finance and the Tianjin Municipal Government. Also attending were Deputy Prime Minister and Foreign Minister Bui Thanh Son, members of the Vietnamese delegation; Deputy Secretary of the Municipal Party Committee and Mayor of Tianjin Zhang Gong; Chinese Ambassador to Vietnam He Wei; and many representatives of businesses from the two countries.
At the Forum, delegates focused on discussing the potential and opportunities for cooperation in developing infrastructure, modern financial services, promoting production capacity on the basis of green energy, smart manufacturing, and innovation.
On this occasion, the Prime Minister and delegates witnessed the signing ceremony of 9 memorandums of understanding on cooperation between businesses of the two countries.
Vietnam is developing "at lightning speed"
Delegates said that the recent state visit of Chinese General Secretary and President Xi Jinping to Vietnam, along with the current working trip to China by Prime Minister Pham Minh Chinh, brought new momentum to bilateral cooperation, deepened political trust and opened up a new wave of opportunities in trade and investment cooperation.
In 2024, Vietnam will maintain its position as the largest trading partner in ASEAN and China's fourth largest trading partner by country. Vietnam-China bilateral trade turnover for the whole year of 2024 will reach 205.2 billion USD (up 19.3%). In the first 5 months of 2025, Vietnam-China bilateral trade turnover will reach 92.9 billion USD (up 18.7%).
As of December 31, 2024, China continued to rank 6th out of 148 countries and territories investing in FDI in Vietnam with 5,111 valid projects, total registered capital reaching 30.83 billion USD. In 2024, China ranked first in the number of newly licensed projects with 955 projects, ranked 3rd out of 110 investment partners in Vietnam in terms of capital with 4.73 billion USD. In the first 5 months of 2025, China ranked 3rd in total newly registered capital with 453 projects reaching 1.81 billion USD.
Regarding tourism, in 2024, Vietnam will welcome 3.74 million Chinese visitors (an increase of 114% compared to 2023), accounting for 21.26% of total international visitors to Vietnam, ranking second after South Korea. In the first 5 months of 2025, there were 2.36 million Chinese visitors to Vietnam, accounting for 25.4% of total international visitors and ranking first among markets sending visitors to Vietnam.
Mr. Jonathan Choi, Standing Member of the Chinese People's Political Consultative Conference, Chairman of Sunwah Group Hong Kong, Chairman of VinaCapital Group Vietnam and Chairman of the Beijing-Tianjin-Hebei-Bohai Economic Belt Entrepreneurs Alliance, assessed that Vietnam has overcome many difficulties, risen strongly from the war and is developing rapidly as it is today.
He said that Vietnam is one of the fastest growing economies in Southeast Asia and the world, with an increasingly enhanced strategic position. The Vietnamese Government's visionary policies in the fields of infrastructure, green economy, financial technology, etc. are increasingly attracting attention and investment from Chinese enterprises. With the comprehensive support of the leaders of the two countries, China and Vietnam are increasingly demonstrating their advantages in areas such as industrial coordination, technological innovation, capital linkage and regional cooperation.
Mr. Jonathan Choi affirmed that the two countries have many prospects for deeper cooperation in key areas such as infrastructure, high technology, green energy and electric transportation; China can support Vietnam in building an international financial center.
He said that Hong Kong Sunwah Group has invested and been associated with Vietnam for more than half a century, always placing its trust in and will continue to invest in Vietnam, standing side by side with Vietnamese enterprises, contributing to connecting and promoting comprehensive bilateral cooperation in the fields of trade, technology, finance and infrastructure.
At the Forum, Vietnamese corporations and enterprises including Electricity Corporation (EVN), Military Industry and Telecommunications Corporation (Viettel), Vietnam Posts and Telecommunications Group (VNPT), Vietnam Railway Corporation and leading Chinese corporations such as China Railway Corporation, Huawei, TCL... proposed and presented many important cooperation orientations in the fields of railway industry development, digitalization, electronics industry, green transformation in energy...
Notably, the Chairman of the Board of Members of VNPT presented the "Hybrid AI" strategy that flexibly combines central computing (Cloud AI), edge computing (Edge AI) and on user devices (AI on devices), with the desire to promote strategic cooperation with Chinese enterprises.
Instead of relying entirely on the cloud, this strategy distributes work appropriately: Tasks that require large amounts of computation are performed in the central cloud, while tasks that require fast response, personalization, or sensitivity are processed at the edge or right on the device.
To realize the Hybrid AI strategy, VNPT has built a development roadmap to 2027 consisting of three phases, in which from 2026–2027, Hybrid AI will be deployed on a large scale throughout the entire VNPT ecosystem, while providing AI as a service (AIaaS) to customers and partners, aiming to form an ecosystem of AI devices and applications "Make in Vietnam". The development and deployment of Hybrid AI is not only a technological step forward but also a testament to VNPT's 'Make in Vietnam' spirit.
Great opportunities for cooperation are opening up.
Speaking at the Forum, recognizing that the issues mentioned by the delegates are all areas of great potential for cooperation, Prime Minister Pham Minh Chinh highly appreciated the important achievements that China has made in the cause of national construction and development, promoting its leading role in many stages and fields, especially in the fields of transport infrastructure, healthcare, education, science and technology, innovation, digital transformation, space exploitation, etc. with many important lessons that Vietnam can study, refer to, and learn from.
The Prime Minister stated that Vietnam always attaches importance to its relations with China, the two socialist countries have "mountains connected to mountains, rivers connected to rivers", good neighborly relations and solidarity, and share many cultural and historical values. The Party and State of Vietnam always consider developing friendly relations with China an objective requirement, a strategic choice and a top priority in Vietnam's overall foreign policy.
In recent times, with the joint efforts of both sides, the Vietnam - China relationship has been developing increasingly deeply, substantially and comprehensively; especially after the visits of senior leaders of the two Parties and the two States, they agreed to build a Vietnam - China Community of Shared Future with strategic significance with the connotation of "6 more". 2025 is also an important year in the traditional friendship between Vietnam and China, celebrating the 75th anniversary of the establishment of diplomatic relations between Vietnam and China.
In the overall relationship between the two countries, sustainable economic cooperation is an important factor. "With the excellent relationship between the two countries, there is no reason why the business relationship between the two countries cannot develop," said the Prime Minister.
Noting that in 2025, Vietnam will celebrate the 80th anniversary of its founding, the Prime Minister shared about Vietnam's important and historically significant development achievements in recent times and emphasized that Vietnam always appreciates and is grateful for China's support and assistance in the past struggle for national liberation and reunification as well as in the country's construction and development today.
In recent times, Vietnam has continued to promote "three strategic breakthroughs" in institutions, infrastructure and human resources, with the spirit of open institutions, smooth infrastructure, human resources and smart governance; at the same time, implementing the "four pillars" of breakthroughs in science and technology development, innovation and national digital transformation, international integration, innovation in law making and enforcement, and development of the private economic sector.
Vietnam is focusing on implementing a revolution in the arrangement and organization of the apparatus of the political system, organizing two-level local governments, thereby improving the efficiency, effectiveness and efficiency of the apparatus, reducing intermediate levels, enhancing decentralization and delegation of power, cutting administrative procedures, opening up new development space; especially transforming from a passive state to a creative one, proactively serving people and businesses.
In recent times, Vietnam has continued to be a bright spot in growth and is among the countries with high growth rates in the region and the world; macroeconomic indicators are stable, inflation is under control, and major balances are ensured. Vietnam is a safe and attractive destination for international businesses, partners, and investors. Cultural and social development is focused on; social security is guaranteed. International integration and investment cooperation are promoted; the country's prestige and position continue to be enhanced.
The Prime Minister emphasized that Vietnam is continuing to improve the investment and business environment, ensuring property rights, freedom of business, fair competition, and equal access to resources among enterprises.
Thanking all businesses from both countries for attending the Forum, the Prime Minister said that Vietnam highly appreciates and sincerely thanks Chinese businesses for their practical and effective contributions to the socio-economic development of Vietnam in particular and to the Vietnam-China relationship in recent times.
The Prime Minister hopes that businesses will promote connectivity on the basis of the good relationship between the two countries in the spirit of harmonious interests and shared risks; further solidarity and cooperation in the context of more difficulties and challenges than opportunities and advantages; contributing to promoting the Comprehensive Strategic Cooperative Partnership, the Vietnam-China Community of Shared Future, which has strategic significance, contributing to peace, stability, cooperation and development in the region and the world.
The Prime Minister called on the business communities of the two countries to continue to promote their role as a bridge, an important pillar connecting the two economies and two countries, contributing to the common interests, creating development, and mutual benefits. The Prime Minister affirmed that although businesses coming to do business in Vietnam face certain difficulties due to external factors, they will certainly have increasingly favorable conditions and have a foundation to achieve higher added value.
According to the Prime Minister, the opportunities for cooperation are opening up very large, the space is very wide, especially cooperation in green economy, digital economy, circular economy, knowledge economy... is limitless.
"Your success is our success," the Prime Minister said, hoping that businesses would consider difficulties and challenges as opportunities to restructure their operations and better participate in the global value chain; believing that the benefits will be worthy of the efforts of Chinese businesses.
