Accordingly, the Resolution amending and supplementing Resolution No. 46/NQ-HĐND dated October 1, 2021, of the Provincial People's Council on the Housing Development Program of Binh Thuan Province until 2025 and orientation until 2030, and Resolution No. 71/NQ-HĐND dated December 7, 2023, of the Provincial People's Council on amending Resolution No. 46/NQ-HĐND dated October 1, 2021, includes the following contents: Adding point c after point b, Clause 5, Article 1 of Resolution No. 46/NQ-HĐND dated October 1, 2021, of the Provincial People's Council as follows: “c. List of areas planned for housing development classified by new administrative units in the period 2021 – 2030. This list is determined based on proposals from localities, on the basis of areas oriented for residential area development or housing units in the construction planning and planning projects.” land use.

The solution regarding housing mechanisms and policies in Clause 6, Article 1 of Resolution No. 46/NQ-HĐND dated October 1, 2021, of the Provincial People's Council (supplemented by Clause 4, Article 1 of Resolution No. 71/NQ-HĐND dated December 7, 2023, of the Provincial People's Council) is adjusted as follows: “h. Solutions regarding housing mechanisms and policies. Accordingly, review and propose the promulgation of mechanisms and policies in the province to attract investment and mobilize resources to participate in the development of housing and urban infrastructure; with a focus on socializing investment in the construction of synchronous and modern housing projects in the province. Propose the use of budget funds to invest in the construction of social housing projects for policy beneficiaries to rent or rent-to-own. Build, manage, use, and maintain an information system on housing and the real estate market in accordance with Decree No. 94/2024/NĐ-CP dated Government Resolution No. 24/7/2024 on detailing some provisions of the Law on Real Estate Business regarding the construction and management of information systems and databases on housing and the real estate market. Other contents continue to be implemented according to Resolution No. 46/NQ-HĐND and Resolution No. 71/NQ-HĐND of the Provincial People's Council.
Previously, according to the verification report of the Economic and Budget Committee of the Provincial People's Council, the content of the Housing Development Program for the period 2021-2030 in Resolutions 46/NQ-HĐND and 71/NQ-HĐND was implemented in accordance with the Housing Law of 2014 and its guiding documents; therefore, the approved Housing Development Program did not include a list of locations for planned housing development areas categorized by district-level administrative units.
Following the approval by the Provincial People's Council and the Provincial People's Committee of the Binh Thuan Provincial Housing Development Program until 2025 and orientation until 2030, on December 27, 2023, the Prime Minister issued Decision No. 1701/QD-TTg approving the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050. According to the report of the Provincial People's Committee, Decision No. 1701 introduces many changes to the objectives, orientations, and overall development strategy of Binh Thuan province until 2030. This impacts the implementation of housing development goals and targets already defined in Decision No. 2161/QD-TTg dated December 22, 2021, of the Prime Minister, affecting the process of attracting investment in housing and real estate development in the locality.
Upon review, the Economic and Budget Committee of the Provincial People's Council found that: The addition of areas designated for housing development according to new administrative units for the period 2021-2030, based on areas designated for residential development or housing units in the construction planning and land use planning projects, is consistent with the provisions of point h, clause 1, Article 27 of the 2023 Housing Law and point i, clause 1, Article 9 of Government Decree No. 95/2024/ND-CP dated July 24, 2024. The adjustment of housing mechanisms and policies aims to ensure the implementation of the aforementioned additions, in accordance with the requirements of clause 2, Article 28 of the 2023 Housing Law.
