Accordingly, the Resolution on Adjusting and Supplementing Resolution No. 46/NQ-HDND dated October 1, 2021 of the Provincial People's Council on the Housing Development Program of Binh Thuan Province to 2025 and orientation to 2030 and Resolution No. 71/NQ-HDND dated December 7, 2023 of the Provincial People's Council on adjusting Resolution No. 46/NQ-HDND dated October 1, 2021 with the following contents: Add point c after point b, Clause 5, Article 1 of Resolution No. 46/NQ-HDND dated October 1, 2021 of the Provincial People's Council as follows: "c. List of areas expected to develop housing classified according to new administrative units in the period 2021 - 2030. Adjust the solutions on housing mechanisms and policies in Clause 6, Article 1 of Resolution No. 46/NQ-HDND dated October 1, 2021 of the Provincial People's Council (supplemented in Clause 4, Article 1 of Resolution No. 71/NQ-HDND dated December 7, 2023 of the Provincial People's Council) as follows: "h. Solutions on housing mechanisms and policies. Accordingly, review and propose to issue mechanisms and policies in the province to attract investment and mobilize resources to participate in housing and urban infrastructure development; focusing on socializing investment in the construction of synchronous and modern housing projects in the area. Propose to use budget capital to invest in the construction of social housing projects for policy beneficiaries to rent or rent-purchase. Build, manage, use and maintain the housing and real estate market information system according to Decree No. 94/2024/ND-CP dated 24/7/2024 of the Government detailing a number of articles of the Law on Real Estate Business on the construction and management of information systems and databases on housing and real estate markets". Other contents continue to be implemented according to Resolution No. 46/NQ-HDND and Resolution No. 71/NQ-HDND of the Provincial People's Council.

Previously, according to the audit report of the Economic - Budget Committee of the Provincial People's Council, the content of the Housing Development Program for the period 2021-2030 in Resolutions 46/NQ-HDND and Resolution 71/NQ-HDND was implemented according to the Housing Law 2014 and documents guiding the Housing Law 2014; therefore, in the approved Housing Development Program, there is no list of locations of areas expected to develop housing classified by district-level administrative units.
After the Provincial People's Council and the Provincial People's Committee approved the Housing Development Program of Binh Thuan province to 2025 and orientation to 2030, on December 27, 2023, the Prime Minister issued Decision No. 1701/QD-TTg approving the Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050. According to the report of the Provincial People's Committee, Decision No. 1701 has many changes in the goals, orientations, and overall development strategies of Binh Thuan province to 2030. From there, it affects the implementation of housing development goals and targets identified in Decision No. 2161/QD-TTg dated December 22, 2021 of the Prime Minister, affecting the process of calling for and attracting investment in housing and real estate development of the locality.
Through examination, the Economic - Budget Committee of the Provincial People's Council found that: The addition of the list of areas expected to develop housing classified according to new administrative units in the period of 2021 - 2030 on the basis of areas oriented to develop residential areas or housing units in the construction planning project and land use planning is consistent with the provisions at Point h, Clause 1, Article 27 of the Housing Law 2023 and Point i, Clause 1, Article 9 of Decree No. 95/2024/ND-CP dated July 24, 2024 of the Government. The adjustment of solutions on housing mechanisms and policies aims to ensure solutions to implement the above-mentioned supplemented content, consistent with the requirements at Clause 2, Article 28 of the Housing Law 2023.
