BTO-At the 35th session (special session) held on the morning of June 24, the 11th Provincial People's Council passed a Resolution on approving the General settlement of revenue and expenditure of Binh Thuan province's budget in 2024.

The resolution clearly states: Total state budget revenue in 2024 (excluding additional budget revenue at all levels; revenue from lower-level budgets) is VND 29,378.301 billion. Total local budget revenue in 2024 is VND 27,658.961 billion. Total local budget expenditure in 2024 is VND 22,444.467 billion. Local budget surplus in 2024 is VND 5,214.494 billion.

According to the People's Committee of Binh Thuan province, in 2024, the province's socio -economic situation has many opportunities for positive changes, especially the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Government, continuing to take advantage of the Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay expressways, tourism services are still quite vibrant. However, besides the advantages, some areas of the province still have many difficulties, limitations as well as have not fully exploited the province's potential; procedures on land and environment, especially compensation and site clearance, still have many difficulties and obstacles; natural disasters have unusual and extreme developments; revenue from thermal power plants has decreased sharply along with the impact of tax exemption and reduction policies and land rent extensions, which have slowed down the budget collection progress in 2024.

Faced with these difficulties, with the attention of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, they have closely led and directed, requiring all sectors and levels to make efforts, be proactive and focus on proposing solutions, actively implementing the task of budget collection, in order to take advantage of every opportunity to promote the process of socio-economic recovery and development and maintain long-term growth momentum, exploit new growth drivers and have well performed the task of collecting the state budget in 2024, exceeding the estimate assigned by the Provincial People's Council, ensuring the balance of revenue and expenditure.

Previously, the inspection report of the Economic - Budget Committee of the Provincial People's Council stated that the issuance of this resolution was to ensure the merger of commune and provincial levels and not to organize local governments at the district level according to Conclusion 127-KL/TW of the Politburo and Secretariat dated February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system; The Ministry of Finance has issued an official dispatch guiding the principles of handling state finances and budgets when reorganizing administrative units at all levels and building a 2-level local government organization model. In particular, it is requested that provinces and centrally run cities must complete the settlement of the provincial budget for 2024 before June 30, 2025 before the reorganization.
