Adjusting the Medium-Term Public Investment Plan for the 2021-2025 period using local budget capital (8th time)

The Provincial People's Council has just issued Resolution No. 40/NQ-HDND on adjusting the Medium-term Public Investment Plan for the period 2021-2025 using local budget capital (8th time). This Resolution was approved by the 10th Provincial People's Council, 23rd session (special session) on April 24, 2025 and takes effect from the date of approval; replaces Resolution No. 41/NQ-HDND dated December 9, 2024 of the Provincial People's Council on adjusting the Medium-term Public Investment Plan for the period 2021-2025 with local budget capital (6th time) and Resolution No. 18/NQ-HDND dated February 26, 2025 of the Provincial People's Council on adjusting a number of contents of Resolution No. 41/NQ-HDND dated December 9, 2024 of the Provincial People's Council on "Adjusting the Medium-term Public Investment Plan for the period 2021-2025 with local budget capital (6th time)".

Accordingly, the adjusted capital source of the Medium-term Public Investment Plan for the period 2021-2025 from the local budget (8th time) is 79,188 billion 373 million VND. Of which, domestic capital investment in basic construction is 22,481 billion 593 million VND; investment from land use revenue is 19,901 billion 840 million VND; investment from lottery revenue is 9,000 billion VND; investment from local budget deficit is 2,416 billion 300 million VND; salary reform source for basic construction investment is 12,500 billion VND; investment capital from the Project on exploiting resources from land is 3,966,964,000,000 VND.

At the same time, increase revenue and save annual expenditures by VND 8,921 billion 676 million. Specifically, land use revenue is VND 5,425 billion 213 million; lottery revenue is VND 1,726 billion 263 million; other sources are VND 1,770 billion 200 million. The capital of the Medium-term Public Investment Plan for the period 2021-2025, which has been assigned, not disbursed and has its budget canceled according to regulations in the period 2021-2024, is VND 6,632 billion 622 million; the remaining capital is VND 72,555 billion 751 million, allocated to 485 projects, expenditure tasks of districts, cities and investors.

The Provincial People's Council assigned the Provincial People's Committee to organize the implementation of the resolution in accordance with current legal regulations. The Standing Committee of the People's Council, the People's Council's committees, the delegations and the Provincial People's Council delegates supervise the implementation of the resolution.
